My next question would be, if they pass the budget, the HCL comes when???  When they passed last year's budget, the HCL wasn't even on the agenda.  What about now???

HCL has been broke down into 2 or 3 parts now. The National Oil Law, that will be popping up in Parliment post haste, is a major part of the HCL. It declares all Iraqis shareholders in the profits from oil...Kurds included! Boy has that oil minister been a busy busy man, working deals with Iran, Exxon, Turkey, etc. I think his job is to be THE shaker and mover to get all Iraqis interested in things to come instead of focusing on the past. They all stand to profit from his efforts today!

To answer your question, if they can get past the 2018 budget, National Oil law is not far behind it!!!  And then the second part of it will be close behind with policies concerning oil extraction, distribution, and such... The nuts getting kicked in Kuwait seems to have inspired Abadi to move and move with purpose!

The budget and HCL are separate. They have talked about HCL since first pass in 2007, yet there it sits. And with elections in 2 months, they won't touch it with a 10-foot pole. It will take international pressure to get it done, just like how it happened back in 2007. Yes it had flaws, but it was a start. The mass of greedy Axx-holes don't want anybody interfering with their corrupt process. The rich get richer, the poor live on the street or bombed out cities and tents. It's pathetic to watch it from the outside.

DV,  Look back in time the KDP Barzani's Party did not vote on the 2017 Budget which had the 17 Percent Share for the Kurds but it still passed with Majority Vote which did include some of the KRG parties if my memory is accurate.
