President of the Kurdistan Regional Government, Nechirvan Barzani

Ruddao - Erbil

The President of the Kurdistan Regional Government, Nechirvan Barzani, "It is certain that in the event of the referendum independence, no army will launch an attack on the Kurdistan Region."

Barzani said in an interview with a number of journalists, on Wednesday 20/9/2017: "I do not see the possibility of any military action on the Kurdistan Region, this can not happen."

"A military threat against what? Is it against the referendum? I do not expect that in any way, even if they do other things as they always declare, but the military option is open."

Barzani said that "there are strategic interests of the neighbors of Kurdistan in the region, so will not be a military option is presented as an expression of rejection of the referendum."

Abizaid and the President of the Kurdistan Regional Government, "Turkey is free to do within its borders, as well as Iran, but it is impossible to use the military option in Kurdistan in response to the referendum, they can not do so because it is not in their interest first.

The following is the text of the interview conducted by a group of media with the President of the Kurdistan Regional Government, Nechirvan Barzani:

* Several countries entered the line during the past days with the aim of postponing the referendum on independence of the Kurdistan Region scheduled for September 25, and the majority of countries stand against the referendum , You as a political leadership in the Kurdistan Region, what can satisfy you to postpone the referendum?

The decision of all the political forces in Kurdistan, except the Movement of Change and the Kurdistan Islamic Group, which did not prepare the meeting, However, all others have decided to hold the referendum. In principle, every people has the right to hold a referendum to express their opinion on any subject. For example, similar referenda have been held in many countries around the world on the opinion of society and the opportunity for peoples to vote for their fate. The referendum to be held E in the Kurdistan Region, as a result of the loss of hope Iraq, particularly in recent years.

For 12 years we have done everything we can do in Iraq. We have written the Constitution, and the leadership of the Kurdistan Region has offered everything it can to offer its available resources, especially President Jalal. Talabani and President Massoud Barzani, but we have reached a stage that raises an important question for us, which is: Where is our site in Iraq today ?, and on this basis was the decision to hold the referendum, and the whole world knows the opinion of the Kurdistan Region with all components of Kurds, Christians, Turkmen, Arabs, , About this question e.

We do not mean that after the referendum, the state of Kurdistan will be announced on the 26th of this month, because we want to open a file to negotiate with Baghdad, and discuss this issue with it peacefully and without any problems, and the international community relevant to the subject now, especially the United States of America and Britain, if these parties have a suitable alternative to the referendum, no doubt the political leadership in the Kurdistan Region is ready to discuss and evaluate this issue seriously, that We will accept any type of it, certainly not, if the alternative is better than the referendum, will undoubtedly be accepted by the political leadership in the Kurdistan region and discuss it, and if there are guarantees to achieve this goal, especially through negotiations with Baghdad, we see it better than any Problems.

* This is a serious issue and only a few days left, and so far the people of the Kurdistan Region is hesitant and takes threats and concerns seriously, and the question is: What is the guarantee that the Kurdistan Regional Government will give people when they go to the polls ?, especially with regard to threats and fears on Citizens, whether in terms of salaries or the needs of daily life, see Is the Kurdistan Regional Government prepared to bear this burden?

Barzani: There is a fact that can be seen in Kurdistan, the process of the referendum, even if we look at the joy and enthusiasm in Kurdistan, and to the festivals that started in all cities of Kurdistan, which is still continuing so far, to make sure that this in itself is a referendum, Which is wanted by the people of Kurdistan. As for your question, there is no guarantee in this regard. In other words, we can not say that there is a guarantee of something, and if the question is about guarantees for the people, there are no guarantees, but I believe that the referendum gained importance from its size, In neighboring countries, there is a great misunderstanding about the question of Astf And we hope to reach a solution to this issue together with the regional countries or the world. If the alternative they offer to the Kurdistan Region is convincing to lead the region, we are ready to give the last chance for negotiations to reach a solution.

* The Kurdistan Region is currently witnessing preparations and active presence in the referendum festivals, and at the same time we see in the media that there is wide participation by the people of Kurdistan in order to conduct the referendum, and there is wide participation by the Chaldeans, Syriac, Assyrians and Armenians, On the referendum?

All the components live in this country, and in fact we do not call them minorities, because we believe that they have deep roots here, and there is no doubt that the referendum and post-referendum and decide the future of the Kurdistan Region, And we are ready to grant all the guarantees to protect the rights of these components in the future constitution of Kurdistan, whether Turkmen, Christians or other components, in order to live within this country.

* There is a kind of fear among some of Kirkuk's children in particular, and the disputed areas in general, that problems occur during and after the referendum. One of the main problems they fear is the threats of Iraqi politicians to cut the salaries of the people of that region. Kurdistan, or the independent state expected in the future, for the people of Kirkuk and the disputed areas, where other components live alongside the Kurds?

Barzani: In fact, Kirkuk and areas outside the administration of the Kurdistan Region, is a major issue in this process certainly, even if we look at the status of Kirkuk or other areas that we talked about, I said before that without the forces of the Peshmerga, perhaps happened to Kirkuk what happened to the conductor, In other words, those who kept Kirkuk after entering Da'ash to Mosul in 2014 were Peshmerga forces and security forces in Kurdistan, and it is necessary for us as Kurds to build very strong relations with all components, Turkmen, Arabs and others. We must be vigilant about how we deal with these components. Distribution of powers and the question of how Management of Kirkuk and other areas, and we must continue to do so in the future.

The question of the referendum in those areas does not mean that we seek to annex them to the territory of Kurdistan by force, and the referendum is not for the delineation of the border, it is a poll of the opinion of the people on a certain issue, and the Kurds can vote "yes", while at the same time Arabs or others can vote In another opinion in this democratic process, but if the question is: see if we conducted a referendum in those areas, are we seeking from behind to draw limits by force and impose on the components that live there, the answer is: there is no such thing by In some ways, those areas, especially Kirkuk, where Kurds do not live alone , Where Arabs, Turkomans and other components exist, must be a model of coexistence among ingredients, and as they live together to this day, they must be together in the future as well.

In fact, it is not desirable to say today that there is a possibility that the components will not vote for independence, and we should have had very good relations with those components in Kirkuk and other regions, so that all parties willingly to remain within the territory of Kurdistan, , The one who kept Kirkuk from the intimidation of the Peshmerga forces of Kurdistan, and we have to ask ourselves also: Why could not we get those components as they should, so that they vote that their lives and their future will be better in the Kurdistan Region ?, I think that we have to think seriously Assessing situations, finding solutions to these issues, and with regard to To the living conditions of the people of those areas, and how will be, there is no doubt that there are solutions, but in fact we do not want to reach this stage, but we want to be a process in which we can reach with Baghdad to an understanding through which we can determine the fate of those areas , And draw the borders of the Kurdistan Region.

* We always say that the referendum means to express through the people of Kurdistan their intention to stay with Iraq or not, and attended you indicated in your answer to one of the questions that you will then enter into negotiations with Baghdad on the declaration of the state, the question is: Do you have a specific timing The negotiations with the Iraqi government to reach a result, or will there be differences over Article 140, which has not been implemented so far, and will participate the great powers in those negotiations or not?

Barzani: This is a very important question, and the only guarantee is our people, and we have to look at this process and know the gains we have made so far in this process through which we announced the holding of the referendum, and we can say in another way that we proposed the referendum because of our fear for the future of this people. Serious concerns about the situation that will be Kurdistan, and with respect to the forces of popular mobilization, but there are threats daily, where both sides speak and threaten the Kurdistan Region, and it is necessary to look the future from the depth of fears Kurds and other components in Kurdistan, and certainly we are not crazy to make a decision a J DONC referendum without reason.

The gains that I can say that we have achieved so far are that we put the Kurdish issue in Iraq and how to solve it at the table of the superpowers and regional states, as well as Baghdad, so that there is serious interest in this issue, and in 2014 we wanted to hold the referendum, but we postponed it because of the war on We have decided to postpone the process, and what is happening now is that we have been able to activate the parliament with our allies, with the Patriotic Union of Kurdistan, the Islamic Union Kurdistan, Communist Party, Slaughter We have succeeded in activating the parliament again, and we have succeeded once again in creating an international dimension to the Kurdish issue, and those countries are currently engaged seriously in how to support the Kurdistan Region during the negotiations with Baghdad.

Our goal is clear. We do not want to achieve our goal through war. This is not in the interest of our people. We want to achieve this through negotiation. We want an international environment for our cause. We want the countries of the world to support this file that we started with Baghdad. That any negotiations we have with Baghdad must have a specific date for the demands, but at the same time we want to have assurances that the great powers will also participate in this process to reassure our people, and also so that we and Baghdad can reach results in this context.

When we went to Baghdad last year, after President Massoud Barzani also went to Baghdad, we told them clearly that the models in which we worked in Iraq so far have been broken, and Iraq is talking about the constitution a lot, but it applies the materials that are in his interest, and to see yourself how That there are more than 50 articles in the Constitution is not applied by Baghdad in any way, although it is also the Constitution of Iraq, because that is not in their interest, but when talking to us, they immediately talk about the Constitution and the contents of this Constitution, as if they say that this The Constitution is very sacred, but reality is not We are saying that after the battle of Mosul, after this situation, we want to begin regular negotiations with Baghdad for the future. If they are ready, we are certainly ready to give real guarantees to attend these negotiations seriously. There is a fact that we must know. That there is a seriousness this time more than before, and the right of the Kurdish people that

There were hopes that the Kurds would not unite in this process, but we believe that despite the differences, the Kurds are united in this process. We see the steps that have been taken to activate Parliament and for this process. And we have taken a decision on this process, and we in the Kurdistan region welcome negotiations with Baghdad if it is prepared to do so, and the incoming messages are not the required level that we want 100 percent so far , But at the same time not We can at any time underestimate them and underestimate them.

* The Kurds got a guarantee from Iraq on March 11, 1970, but it was just a paper did not apply anything, are you now demanding this paper from Baghdad or the international community, Abadi said in the latest statement that they will not allow now or in The future of the referendum, you see how there will be hope that Iraq will sign you a paper "for security"?

Does Baghdad realize that the countries of the world feel the need for stability in this country, or do they want to continue the problems and crises ?, The March 11 agreement was signed with the September Revolution and the political leadership of General Mustafa Barzani, but Iraq violated that agreement in 1974-1975 and waged war On the Kurdish revolution, but was unable to eliminate the Kurds, had to conclude an agreement with the Shah of Iran to cut support for the Kurdish revolution, and the waiver of Iraq half of the Shatt al-Arab to Iran only to complete that agreement, and in 1979 Iraq wanted to restore the Shatt al-Arab, In a war with Iran for 8 years, Ali accumulated Debt, then went to Kuwait, and all those calamities that were to occur if a nutshell Iraq thought strategy to resolve the Kurdish issue in a way.

The Kurdish issue in Iraq is a serious issue that can not be resolved through promises, wishes and say that we are brothers and Muslims, and the like. Rather, it needs serious and real negotiations in order to find a solution to this problem. The solution to this issue, there is no guarantee for this subject, the guarantee is the people themselves, and the determination of our people to reach this goal, and will reach it anyway, today or tomorrow or at any time in the future, it is clear that the Kurds achieve their goal, and the statements of Haider Abadi, We are very careful, he is the prime minister of Iraq and he is not hypocritical He is saying that the question of confederation needs to be passed by the Parliament from 2 to 3 resolutions. After a referendum, Around it and vote on it, but the referendum acquires its legitimacy from the people of Kurdistan and not from any

* You are said to have not closed the door of dialogue with Baghdad so far, and wait for an acceptable proposal from Baghdad and begin to negotiate, while other countries show their messages, and each country seeks to have a fruitful agreement between you and Baghdad, if you sat to negotiate with Baghdad on the subject of access To an agreement, what will be the main points of the negotiations and the Convention?

Barzani: The countries that support us, especially the United States of America, Britain and France, are very serious, especially the United States and Britain. They are on the line and ready to stand with us. The United Nations is ready to help us start these negotiations with Baghdad. We certainly want to reach this goal through our negotiations with Baghdad, and certainly we do not want this goal to be achieved through war, we want to reach a solution through understanding and negotiation with Baghdad, and we do not want to achieve this goal. We want to create problems for the province of Cordes And no doubt that this will be the first agenda for the meeting and the negotiations we have to start with Baghdad if we reach an agreement.

* Campaign propaganda for the referendum in the Kurdistan Region was to some extent active and effective in places, while shy in other places, and there is some criticism of your presence for lack of appearance in this period, and propaganda campaigns for the parliamentary elections of Kurdistan is greater than propaganda campaigns for the referendum, The Commission's announcements are being published on its channels so far. The question is: What is the guarantee for the lack of further division in the future state in which it is being established?

There is no doubt that if all Kurds were united and on one opinion, there would not have been many events in Kurdish history. This is something that we can not deny. Unfortunately, we have not yet been able to identify a common and suitable identity for us in the Kurdistan Region. If you look at the Kurdish history and compare it to what we are now, we have made a lot of progress in this context, and we have always been afraid of a problem and fighting Kurds each other, we did not fight each other in the process, and there was no problem, Those parties that call for a referendum at a lower rate, even if they are interested in stages of delay The decisions of those parties, because you think that the internal situation of those parties must be settled even if there are difficulties, and we believe that at one stage of the decision was launched a campaign under the name of "no campaign" , Although the members of these parties, the Patriotic Union of Kurdistan as an example, participated in the campaign, there was a willingness to separate them from their parties and freeze their membership, because the policy of those parties centered on the need for a successful referendum, even if you look at the statements of officials of those parties to see that they all speak with one voice On the necessity of succeeding this process, and that all parties within the Commission, especially those who believe in the referendum, worked together, even if one of the parties created a problem, there is no doubt that the problem would have increased and reflected on the referendum, and we believe that all parties agree on the referendum Although there are some things, the The resolution was not issued by President Massoud Barzani or the Kurdistan Democratic Party or the Patriotic Union of Kurdistan, but all parties said the word, and all parties agreed to hold the referendum on the day set.

, But when it comes to us is different, as for the appearance on the media or not, we are certainly all agree on one opinion, especially within our party, that when it is a decision to be all parties associated with this decision, but we must talk and negotiate with all And we must negotiate with the states, and perhaps the issue is that we are preoccupied with negotiations with these countries, and if not, we are all believers in this matter, and I believe that all parties will be in the same way, 26 of the month, and in the event of a referendum, the goal of the Kurdistan Region and his leadership e And start negotiations and serious talks with Baghdad to reach our goal through those negotiations, God willing.

The Kurdistan independence vote scheduled for September 25 will play into Tel Aviv's hands: an independent Kurdish state would allow Israel to solve its energy issues and weaken its regional rivals Iraq and Syria, Iraqi expert told Sputnik. For his part, a Syrian general revealed what steps the Syrian Army is taking to halt Kurdish separatism.

Israel has good reason to support the creation of an independent Kurdistan in the Middle East, Iraqi security expert Ahmed al-Sharifi told Sputnik Arabic: This project targets Damascus and Baghdad to guarantee water and energy supplies to Tel Aviv.

"Since 2005 [Benjamin] Netanyahu has spoken about the necessity of building an oil pipeline from [the Iraqi cities of] Kirkuk and Mosul to the Mediterranean Sea through Syria, to provide Israel with a constant source of energy," al-Sharifi emphasized.

According to the expert, Daesh (ISIS/ISIL) was created "to replace the governments in Syria and Iraq with pro-American authorities." It would also have played into the hand of Israel, he believes.

"It would have allowed Israel to maintain control over oil and water resources," al-Sharifi suggested. "Additionally, [Tel Aviv] would have had loyal neighbors from the Persian Gulf and the Mediterranean basin."

However, due to the Syrians' determination to resist terrorism the plan didn't turn into reality, the expert pointed out, adding that "the Kurdish project" aimed at separating Syria and Iraq has recently emerged as a natural progression.

The expert called attention to Baghdad's balanced response to the Iraqi Kurdistan initiative to gain independence: "People who make decisions in Baghdad are trying to be extremely diplomatic, trying to solve the problem through dialogue."

He emphasized that the Iraqi government doesn't want the problem of Kurdistan to become an international headache.

For his part, Syrian Brigade General Haisam Hassun told Sputnik, "The Syrian [Arab] Army has already begun to fight the Kurdish threat backed by American masterminds in the territory of Syria."

"First of all, [the operation includes] the transfer of [Syrian government forces] to the east bank of the Euphrates River," General Hassun explained. "In the near future [the SAA is going] to return the lands occupied by the Syrian Democratic Forces [SDF] under its control."

The general remarked that the SDF "can safely be called a branch of Daesh since they have illegally occupied Syrian territories."

One day before the date .. Abadi: We reject the referendum for unconstitutionality

Mistrust and confusion dominate the positions of the Kurdish forces
Baghdad / Irbil / Kirkuk / Saad Turki / Nahdet Ali
One day before it was held, the confusion and confusion over the positions of the Kurdish forces to postpone or postpone the "referendum of the territory," which began, the Kurdish community outside of Kurdistan, when it gave, on Saturday, electronic votes on it, while the leaders of the Patriotic Union of Kurdistan under the former president Jalal Talabani postponement and acceptance of the UN initiative, insisted the Kurdistan Democratic Party led by the outgoing president, Massoud Barzani, to conduct in time, and that the dialogue with Baghdad, Erbil will be "after the referendum not before," according to assurances Barzani and other officials, And confidential Fuad Masum , his efforts to "dampen the atmosphere and contain the crisis",to meet with a delegation of the Supreme Council for the referendum in the Kurdistan region to discuss "ways to get out of the current crisis," new Prime Minister Haider al - Abadi "firm position rejecting the referendum in the Kurdistan region of unconstitutionality."

This comes at a time when the US envoy to the International Coalition, Brett McGuck, ruled out "the possibility of the United States to control the results of the referendum, and the head of the UN mission in Iraq, Jan Kubic," the UN's clear position to reject the referendum and the importance of resorting to dialogue, "while Turkish Prime Minister Ben Ali Yildirim, whose country has raised its level of alert from level 1 to level 2, has outlined three options Ankara will take in response to "insisting on continuing this mistake, which the world and its neighbors oppose."
A brief presidential statement, received by "morning": The President of the Republic Fouad Masoum, discussed with the delegation of the Supreme Council for the referendum in the Kurdistan region, which is currently visiting Baghdad, ways to get out of the current crisis between Baghdad and Erbil.
The statement added that "during the meeting, the subject of the referendum planned to be held in the Kurdistan region and the current crisis between the federal government and the government of the region, and ways to exit them to ensure stability in the country."

The government renews its refusal
In turn, Prime Minister Haidar al-Abadi, during his meeting with the head of the UN mission in Iraq, Jan Kubic, "his firm position to reject the referendum in the Kurdistan region for unconstitutionality," pointing out that "the priority is to fight against terrorism and the liberation of all Iraqi territory."
"Kubic congratulated the Iraqi victories on the terrorist gangs in Ana and Hawija," Abadi said in a statement. "The United Nations' clear position on rejecting the referendum in the Kurdistan region and the importance of resorting to dialogue."
"The international consensus was clear in the statement of the UN Security Council, which expressed its opposition to the unilateral referendum because it would destabilize the region," Kubic said, adding that "the world's countries are committed to Iraq's sovereignty, unity and territorial integrity." The Iraqi National Alliance also announced its rejection of the referendum on the independence of the Kurdistan region "completely and completely", while the Kurdish delegation confirmed that the referendum will be held by its exact date.
The MP for the National Alliance, Ali Alaq during a press conference held in Baghdad after a meeting of the alliance with the Kurdish delegation: "The National Alliance rejects the referendum of the province in whole and in detail."
And on the holding of the referendum in the disputed areas, said the words: "We reject the referendum even in the Kurdistan region."
In the meantime, the deputy speaker of the House of Representatives, Hamam Hamoudi, not to comply with the decisions of the Federal Court "a public transgression of the Constitution."
"The insistence on holding a referendum of Kurdistan outside the constitutional framework and without legal legitimacy with a full national consensus to reject it will lead the country to chaos and escalation," Hamoudi said. "Any international initiative that does not proceed from the national steadfastness of the unity of Iraq will be part of the problem, failure".

Contradictions in attitudes
While the head of the delegation of the region to Baghdad, Rose Nuri Shaways, during the conference: "We came to Baghdad for dialogue," pointing out in a clear contradiction to his first, that "the dialogue will be after the referendum, which will be on schedule."
"The province is seeking to build a new relationship that serves stability in the region," Shaways said, noting that "Baghdad calls for dialogue before the referendum, but it will take place on time."
Meanwhile, the Kurdistan Independence Referendum Council rejected the acceptance of the two main Kurdish parties by the United Nations, the United States, Britain and France in return for postponing the referendum.
The Council said in a statement: "A number of media published a statement to the Office of Pavel Talabani, stating that the Kurdistan Democratic Party and the Patriotic Union of Kurdistan accepted the draft United Nations, America, Britain and France in exchange for postponing the referendum," stressing that "this news is unfounded, and the referendum will take place On time ".
The Kurdish media published on Saturday, a statement attributed to the Office of Pavel Talabani confirmed that the international proposals were accepted, while Talabani, the head of the anti-terrorism apparatus in the Patriotic Union of Kurdistan, said unidentified people entered his site and published the news attributed to postpone the referendum.
But a member of the Political Bureau of the Patriotic Union of Kurdistan Rizgar Ali, stressed that all political parties in Kurdistan expect to postpone the referendum in Kirkuk and all the disputed areas.
"All the political parties in Kurdistan have agreed that it is expected to postpone the referendum in the disputed areas, including Kirkuk and all the areas covered by Article 140 of the constitution," Ali said in a press interview.
On the other hand, said the outgoing head of the region, Massoud Barzani, in an interview on the provision of an alternative proposal for the referendum: "arrived many ideas and proposals, but all did not live to replace the referendum," following the "referendum is not the end of the world, Rejection of the referendum means not to be convinced of anything else, and then our disagreement is with Baghdad and not with the United States or the international community. We want to reach an understanding with Baghdad with international and American guarantees, while Baghdad says: We will not accept the referendum not now Not in the future, and as long as that is the case, we will not accept dependence not now and not in the future. "
On the other hand, the head of "movement not currently," Shahwar Abdul Wahed, called on the citizens of Kurdistan to vote "no" in the referendum on independence.
"It is not clear whether the referendum will take place or not," Abdul Wahid said in a press statement.
"The possibility of a difficult situation for Kurdistan after the referendum, if the citizens voted yes, calling on the citizens of the Kurdistan region to vote (no) to" remove the war and starvation themselves. "
For its part, confirmed the Coordinating Body of the Turkmen of Iraq, its rejection and boycott of the referendum on the secession of the Kurdistan region, while called for Kirkuk's sister list to nominate a "personal consensus" alternative to the governor of Kirkuk article, the government warned of the fate of their areas within the "political deal."

Turkish warnings
At the international level, the envoy of US President of the International Alliance, Brit Mkgork, on Friday ruled out his country's ability to control the results of the referendum, which is planned by the authorities of the Kurdistan region on Monday.
"US President Donald Trump spoke with (his Turkish counterpart Recep Tayyip Erdogan) about the referendum of Kurdistan," McGowork said at a press conference. "America's position is clear in this context and we are working with all parties."
"The international community is ready to support the dialogue, and there are many positive proposals, and I hope to reach a solution," he said, adding that "the referendum itself has many risks and its consequences can not be controlled by America because there are many players."
While the General Secretariat of the Organization of the Islamic Cooperation, in a statement, an urgent appeal to the presidency of the Kurdistan region to cancel the referendum for "its conflict with the Iraqi constitution and its negative impact in efforts to combat terrorism," stressing the need to uphold the Constitution and respect, and make all efforts to maintain the unity and security of Iraq Stability and territorial integrity.
