ERBIL - Authorities have ordered the closure of the highway between the Kurdistan Region's Erbil capital and disputed city of Kirkuk for a temporary period of time.

Confirming to Kurdistan 24 on Saturday evening, head of Police Directorate in Prde, Abdin Najmadin, pointed out that the decree was issued by the Joint Operations Command in Kirkuk, explaining that the same procedure will be taken in central Prde town.

Prde is located some 40

Kilometres northwest of Kirkuk, about 50 kilometers from Erbil.

He said that the main road will be closed from 8:40 pm Erbil time until 6:00 am.

However, no clarifications were provided for the closure of the highway.

However, Kurdish lawmakers believe that there are other agendas behind the new deployments as they coincide with recent escalations of attacks against Kurdish indigenous in villages of Kirkuk.

“This is suspicious,” said Kurdistan Democratic Party (KDP) lawmakers told Kurdistan 24. “The Iraqi president, prime minister, and parliament must take immediate measures and reactivate the special committee for implementation of article 140 [from the Iraqi constitution]”.

According to the constitutional article 140, the Iraqi government is required to conduct a referendum across Kirkuk and other territories disputed between Erbil and Baghdad, and determine the status of the areas: whether its people wish to be ruled by the KRG or remain under the administration of the Iraqi central government.

The Kurdish MPs warned that the agenda is to impose Baghdad’s rule over Kirkuk through heightened military presence while a systematic “Arabization” campaign is ongoing in the area.

Media reports indicate increasing conflict between the local Kurdish people and the non-indigenous Arabs. In the past few days, several Kurdish-owned wheat farms have been set on fire, which has forced Kurdish farmers to go on night-watch. We

ERBIL (Kurdistan 24) – Iraqi Prime Minister Adil Abdul-Mahdi on Monday met with Kurdish representatives in the parliament to discuss the latest developments in the disputed areas between the Kurdistan Regional Government (KRG) and the Iraqi government.

In a press conference following the meeting, Bashir Hadad, the Deputy Speaker of the Iraqi Parliament, said among the topics discussed in the meeting were “the critical situation of the Sargaran and Palkana sub-districts along with the abuses taking place against the Kurds in the rest of the disputed areas around Kirkuk and Khanaqin.”

According to Hadad, the delegation of Kurdish parliamentarians had asked the prime minister to put an end to the “illegal and unconstitutional” actions of the acting Governor of Kirkuk, Rakan Saeed, who continues to issue administrative procedures against the Kurds that live in Kirkuk and its surrounding villages.

NEW YORK – In a letter to the Secretary General of the United Nations Antonio Guterres, Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani proposed five key points for the United Nations Assistance Mission for Iraq (UNAMI) to consider in its agenda for the country.

Rudaw obtained a copy of the letter that was sent three weeks before the United Nations Security Council voted on a resolution to extend the term of UNAMI for another year. The letter was sent amid efforts by the Iraqi government to prepare a plan to reduce the UN agenda in Iraq.

Kirkuk and other disputed areas feature prominently in the letter in which Barzani says the UN Secretary General’s Special Envoy can “play a main role” as a mediator to commence serious and intense dialogue between Erbil and Baghdad in order to resolve problems between the two by, among other things, “implementing article 140 of the Iraqi constitution.”

The UN Security Council extends the term of UNAMI by passing a resolution determining its agenda every year. In recent years, the UN did not prioritize the problem of Kirkuk and article 140 of the Iraqi constitution due to protests by Baghdad.

In a similar letter by the KRG to the UN Secretary General and members of the Security Council last year, the KRG had called on the UN to broaden its role in Iraq in order to resolve the question of Kirkuk and other disputed areas. The United States supported the request, but the United Kingdom ignored it.

This year’s draft resolution of UNAMI does not address the problem of Kirkuk and other disputed areas, according to a diplomatic source. The UN is due to hold a vote on the draft on May 31.

Member states have not yet responded to Barzani’s letter.

Oil-rich Kirkuk, which Kurds consider to be akin to their Jerusalem, was seized from the Peshmerga by Iraqi forces and Iran-backed Hashd al-Shaabi paramilitias in October 2017 following the Kurdistan independence referendum. Kurdish forces had protected the disputed city from Islamic State (ISIS) attack since 2014.

Under the 2005 Iraqi constitution, the Kurds, Arabs and Turkmen of Kirkuk are supposed to settle the question of whether the province belongs to federal Iraq or the Kurdistan Region in a referendum. Such a vote has never taken place.

In the letter, Barzani also calls on the UN to upgrade its mission in the Kurdistan Region and appoint a high-level official to Erbil – like a deputy envoy to the UN Secretary General. The prime minister also asks the UN to appoint someone to the humanitarian affairs post which has remained vacant since 2015.

Barzani also calls on the UN to move its main humanitarian affairs office from Baghdad to Erbil, as “90 percent of Syrian refugees in Iraq and 60 percent of all Iraqi IDPs are based in the Kurdistan Region.”

The Kurdistan Region accommodated nearly 1 million Iraqi IDPs who fled the war with the Islamic State (ISIS) and 800,000 of them still remain in the Kurdistan Region, according to UN’s latest report.

In the letter, Barzani also calls on the UN to refer to the Kurdistan Region as a “federal” region in its reports and “recognize it.”

The UN prepares periodic reports about Iraq – the most important of which is the one prepared by UN Secretary General which is submitted to UN Security Council. In the latest report by UN Secretary General, the “KRG” has been mentioned 33 times and Iraqi government institutions have been characterized as federal 12 times.

Secretary of the Council of Ministers to a Kurdish delegation: the government deals with the equal with the Iraqis
(Baghdad: Al-Furat News) Secretary-General of the Council of Ministers, Hamid Naim al-Ghazi, stressed the importance of coordination of relations, and address the files shared between the governments of the Center and the region.
Al-Ghazi said in a statement to the General Secretariat of the Council of Ministers during a meeting with the Undersecretary of the Ministry of Martyrs and Anfal of the Kurdistan Regional Government Parvan Hamdi and his accompanying delegation "the desire of the Federal Government to strengthen this relationship, in accordance with its directives to deal equally between citizens from the south of the country to the north."
The two sides discussed "the possibility of transferring the files of victims of the former regime to the institutions of martyrs and political prisoners of the federal."
For his part, Hamdi called for the preparation of a joint operation mechanism between Baghdad and the region to manage the file of the victims of martyrs and political prisoners, praising the pivotal role of the Secretariat General of the Council of Ministers in the administration and coordination of many important files between various government formations and local and international non-governmental organizations.

Canada will continue to strengthen bilateral relationship with Kurdistan Region

Erbil, Kurdistan Region, Iraq (dfr.gov.krd) – Minister Falah Mustafa on Saturday, May 18th met with the Head of Canada's Embassy Office in Erbil, Ms. Nancy Bergeron, to exchange views on the latest political developments in Kurdistan Region and its relations with Baghdad.

Minister Mustafa, Head of the Kurdistan Regional Government (KRG) Department of Foreign Relations (DFR), highlighted the progress made in bilateral relations between the Kurdistan Region and Canada in the economic, trade, cultural and scientific fields.

Ms. Bergeron said Canada will continue to strengthen relationships and activities with the Kurdistan Region in the areas of diplomacy, humanitarian assistance, stability and security in the region and beyond.

The Assistant Head of DFR, Ms. Siham Jabali Mamand, also attended the meeting

The Ministry of Finance and Economy in the Kurdistan Regional Government, formally asked the sections of the accounts and the Fund to prepare lists of salaries for the month of March this year.

A source in the ministry told Ashqaf News that the ministry informed its funds to prepare lists of salaries for the third month of the current year and send them, indicating that if Baghdad sent the share of the region of salaries before Eid al-Fitr, the ministry will immediately begin to distribute salaries of employees.

The Ministry of Finance and Economy of the provincial government, starting on the fifth of each month, distribute salaries.
