 The Economic Affairs Committee was chaired by the Deputy Prime Minister and Minister of Finance, Fuad Hussein, and attended by the Ministers of Commerce, Planning, Industry and Agriculture, the Governor of the Central Bank of Iraq, the Chairman of the National Investment Commission, the Undersecretary of the Ministry of Finance and Planning, the Advisor to the Minister of Oil, the Director General of the Legal Department in the Prime Minister's Office, Advisers and general managers and experts competent in the federal government, its eleventh session in Arbil on Sunday. The Committee held a joint meeting with the Kurdistan Regional Government headed by the President of the Government of the province of Najirvan Barzani and the presence of Deputy E Qubad Talabani and National Security Advisor, Minister of Interior, Planning and Health, Chairman of the Cabinet and Chairman of the Investment Authority and a number of agents, consultants, general managers and experts in the Kurdistan Regional Government
The meeting comes after the Economic Affairs Committee took its decision at the tenth meeting to hold the next meeting in Erbil to discuss the obstacles and the implementation of the decision of the Council of Ministers in the Federal Government No. 13 of 2019. 
The Committee discussed the paragraphs on its agenda and listened to the technical and legal opinions from both sides to reach final agreements on the implementation of the above paragraphs of the resolution and a national and brotherly brotherhood transparent and a serious desire of both parties to reach common formulas that benefit the people of Iraq. 
The Commission has taken a number of important decisions following the following: 
- The provincial government shall take the necessary legal measures to take the recommendations of the minutes signed between the Border Crossings Authority and the representatives of the Kurdistan Regional Government in order to unify the procedures in all outlets of the Republic of Iraq, ) Months.
- The ministries of planning in the federal government and the region to standardize the procedures for the classification of contractors during the period (60) days and submitted to the Economic Affairs Committee for ratification. 
- Approval of the mechanism of joint action to activate the Industrial Investment Law for the private and mixed sectors No. (20) for the year 1998 and ratified by the ministers of industry in the federal government and the Kurdistan region. 
- Formation of a joint committee between the representatives of the two governments and in the presence of the representatives of the companies examining the agreement on the mechanism of inspection of imported goods within a period not exceeding (60) days in order to preserve the health of citizens and the environment. The committee submits its recommendations to the Economic Affairs Committee for approval. 
- Holding a joint meeting between the tax authorities in the federal government and the Kurdistan region within two weeks to agree on common formulas for tax work throughout Iraq.
- Commends the Economic Affairs Committee on the decisions of the Council of Ministers of the region on the implementation of decisions to protect the product and the continued cooperation to consolidate those decisions to benefit the Iraqi traders, manufacturers and farmers, with the addition of a member of the Kurdistan Region Committee Diwan 14 for the year 2018 and the prevention of import. 
- Holding a joint meeting between the two ministries of commerce in the federal government and the region, one week after the date of the current session of the final agreement on the issuance of import and export licenses and submit recommendations to the Committee on Economic Affairs. 
- Unify the quarantine and veterinary fees and activate the work of the two committees formed in the Ministry of Agriculture in the Federal Government and the Ministry of Agriculture and Water Resources in the Region and continue to hold their meetings of the best continuous coordination service for the public interest, with the formation of a direct and mutual operations room between the two ministries to deal with emergency cases and the spread of epidemic diseases, Agricultural and veterinary services.
- Approved the holding of periodic meetings every 3 months between the Committee of Economic Affairs and the Kurdistan Regional Government to follow up the implementation of their decisions and coordination in joint economic issues.

Secretary of the Kurdistan Regional Government's (KRG) Council of Ministers, Amanj Rahim said that some important decisions were issued after a meeting between delegations of both the federal government and the KRG.

The decisions include applying the same official procedures in Kurdistan and other parts of Iraq, including the procedures at all border crossings, Rahim said.

The decisions issued are related to economic, financial and agricultural fields, according to Rahim.

"The meeting has created a positive atmosphere between the two sides towards ensuring the payment of financial dues to the region, especially the salaries of the employees," Rahim stated.

ERBIL - Iraqi PM Adil Abdul-Mahdi has praised the improved relations between Erbil and Baghdad, saying that the ties between the sides are "in the best shape."

Abdul-Mahdi made the comments during a press conference in Paris on Friday after meeting with President Emmanuel Macron where he also warned that the Islamic State (IS) is reportedly attempting to re-group itself in Iraq and that it still imposes a great threat to the country.

The Iraqi premier added that there are still remaining differences between the Kurdistan Region and Iraq, but that the relations between the two sides have been improving and "are contained in important frameworks of dialogue and discussion," as cited by Kurdistan 24.

"We can solve many problems in Sinjar and Nineveh, in oil issues and in border crossings," he continued.

The federal and regional governments earlier in February reached an agreement to help standardize the movement of goods at the border crossings.

"We have a single unified tariff customs all over Iraq because of the consensus that has been achieved among all the political forces [of the country]," the Iraqi leader said, according to the report.

He additionally pointed out that the IS group is making efforts to re-emerge in Iraq.

Turkey could take into consideration the Kurdistan oil to feed its refineries as it is being forced under US sanctions to distance form Iran when it comes to oil, according to a report by Iraq House Institute for Strategic Studies.

The United States announced late in April that it will not prolong a waiver for Iranian oil buyers, and that they should await sanctions if continue importing oil from Iran while Tehran is Sanctioned.

Turkey, is among the countries that is now struggling to find a solution as it is heavily dependent on Iranian oil. The report argues that Ankara is looking for an alternative now, but it may not find a better solution than approaching Kurdistan Region.

Technically, Turkish state-owned refineries are all managed by Tüpraş. They are designed to suit heavy oil such as Iranian crude. If Turkey is forced to purchase a different type of crude, then it will need to adjust the liquidation process which requires an additional cost.

A suitable substitute to Iranian oil for Turkey is the Russia’s heavy Ural oil or Kurdistan's heavy and medium oil. The former is geographically farther from Turkey and costly. Remains the oil from Kurdistan Region, which is possibly the best option, as the report points out.

After 2014 and following Baghdad’s new measures to cut Kurdistan Region’s share from the federal budget, and while the Kurds were leading a costly war against the Islamic State, Erbil began exporting oil to the international market via Turkey’s Ceyhan port. Additionally, there is a pipeline that connects oil-rich Kirkuk province to Turkey.

Despite the fact that the Turkey, at the wake of political tensions, did not purchase Kurdistan Region’s oil itself, it, however, allowed the flow to continue via its ports. Now, that the political tensions between Ankara and Erbil are easing, and while Turkey is in need of an alternative to Iranian oil, the crude from Kurdistan Region and Kirkuk could be purchased and used by Turkey itself.

On the other hand, Erbil-Baghdad relations are reviving fast in the past few months. They sides said they are eagerly working on a roadmap that could resolve their disputes pertaining to oil and budget.
