ERBIL — Kurdistan Region Prime Minister Nechirvan Barzani received on Thursday a delegation led by Iraqi Parliament Speaker Mohammed al-Halbousi in Erbil, where they talked about measures to help internally displaced persons (IDP).

According to the readout of the meeting, the two senior officials reviewed the relations between Erbil and Baghdad, agreeing on the importance of continued cooperations to help liberated areas rehabilitate.

They pointed out that the IDPs in Kurdistan Region will need additional assistance from Baghdad and international organizations so to make a safe return to their homes after the victory over Islamic State (IS).

SULAIMANI — Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani met with Speaker of the Council of Representatives Mohammed al-Halbusi on Tuesday (April 23).

They discussed the political situation in Iraq and the latest developments in Mosul, the KRG said in a statement. 

Barzani and Halbusi stressed that it was important for institutions in Baghdad and Erbil to work together to rebuild areas destroyed in the fight against Islamic State (ISIS).

“Both sides discussed the situation of Iraqi displaced people in camps in the Kurdistan Region,” the statement read. 

They also emphasized the “importance of assistance from the Iraqi government and the international community to helping displaced people return to their places of origin.”

Erbil and Baghdad continue to talk in an effort to resolve the issues between them, several of which were discussed during the meeting between Halbusi and Barzani, the statement added.

Halbusi arrived in the Kurdistan Region through Erbil International Airport on Monday. He was received by Speaker of the Kurdistan Parliament Vala Farid. 

Second Deputy Speaker Muna Qahwachi told NRT Digital Media that the visit was part of an effort to normalize relations between Erbil and Baghdad.

Iraq’s oil minister said on Thursday his country had the capacity to increase its oil production to 6 million barrels per day (bpd) if needed, but it was committed to OPEC-led output cuts and would not take unilateral action to boost supply.

Iraq will be the third-biggest provider of new oil supplies over the next decade, boosting its production by almost 30 percent, according to the International Energy Agency.

The OPEC member will raise output to almost 6 million barrels a day by 2030, overtaking Canada as the world’s fourth-largest producer, as it continues to rehabilitate an oil industry ravaged by decades of conflict and sanctions, the IEA said Thursday. Only the U.S. and Brazil will add more output in the period.

Still, the growth rate is slower than that seen earlier this decade as Iraq faces competition for foreign investment and expertise, and struggles to inject enough water to maintain pressure at oil reservoirs, the IEA said in a report. The outlook was downgraded from the agency’s last assessment seven years ago, when it projected Iraq would pump 7.5 million barrels a day by 2030.

“Iraq’s potential is huge but the road to increased production is not without obstacles,” said the Paris-based organization, which advises most of the world’s major economies on energy policy. “Myriad above-ground hurdles can add significantly to the cost and difficulty of executing hydrocarbon projects.”

Mixed Results

While a number of international oil companies such as BP Plc, Exxon Mobil Corp. and Royal Dutch Shell Plc signed contracts earlier this decade to develop Iraq’s abundant reserves, the results have been mixed. Shell decided in 2017 to quit the giant Majnoon oil field because of its discontent with the contractual terms.

Investment in Iraq’s oil and gas sector has subsided from a peak of just over $20 billion in 2014 to about $12 billion a year currently, the IEA said. However, reductions in project costs have cushioned the impact of these cutbacks on output.

Water supplies are one of the industry’s most acute needs, because relatively low recovery rates mean that Iraqi oil fields rely on the injection of liquids to sustain reservoir pressure. Demand for water in Iraq’s oil sector will climb by 60 percent to more than 8 million barrels a day by 2030, the IEA estimates.

Iraq to Meet with KRG over Oil Exports: Minister
 

ERBIL — Iraqi Oil Minister Thamer Ghadhban said on Thursday that they are planning a meeting in the near future with the Kurdistan Regional Government (KRG) for talks over oil exports.

According to the minister, cited by Reuters, the Baghdad delegation will also discuss issues related to KRG’s share from the federal budget.

Earlier this year, Erbil and Baghdad announced a deal according to which the Iraqi government sends regular salaries of KRG employees and Peshmerga forces in return for 250,000 barrels of oil per day handed over by Erbil to Iraq’s state oil marketing company (SOMO).

The Iraqi oil minister also revealed that they were studying an increase of oil production capacity from Kirkuk oilfields by 50% from the current level.
