ERBIL (Kurdistan 24) – The Kurdistan Region’s leading party recently agreed with a local Turkmen party in Kirkuk on several issues, including the “normalization“ of security in the disputed province, local elections, and the suspension of decisions on agricultural lands issued by the former regime.

The deal between came during a meeting in Erbil between the head of the Kurdistan Democratic Party (KDP) Leadership Council of Kirkuk, Kamal Kirkuki, and Riyadh Sari Kahya, chairman of the Kirkuk-based Turkmen-Ili party.

According to a statement issued by the KDP, both sides stated that Kirkuk is a city of peaceful co-existence with “no major problems“ between its ethnic and religious groups and called on the federal government of Iraq “to expedite the process of normalization and resolve all the issues in Kirkuk related to military, security, politics, administration, and public services.”  

They also agreed that they should ask the Iraqi Parliament to create and pass a bill that would suspend the decisions issued by the former Baath Party that govern the use of agricultural lands in the province.

The KDP and Turkmen Ili said they decided to work with other parties to agree on holding Kirkuk's provincial election after the national census is scheduled to be held next year to prepare the ground for holding a fair election, free of the claims of vote-rigging and fraud that plagued the 2018 national vote. They noted that Iraq’s Independent High Electoral Commission (IHEC) should effectively ensure that the election is transparent.

Regarding the selection of the province’s next governor, both sides were in agreement that Kirkuk Provincial Council (KPC) should elect a candidate for the post after “normalizing“ the situation in the province and re-activating the council in order to let the it “play its constitutional and legal duty” in consensus with all its members.

Both sides expressed their support for the current cabinet in Baghdad in resolving various disputes in Kirkuk.

The agreement came less than two weeks after Kahya met with KDP leader and former President of the Kurdistan Region, Masoud Barzani.

On Oct. 16, 2017, Iraqi forces and Shia-dominated militias attacked and took over Kirkuk and other disputed territories in response to the Kurdistan Region's independence referendum held the month before. Kurdish Peshmerga fighters withdrew from those areas, avoiding major clashes to strengthen their lines in the Kurdistan Region.

Tens of thousands of people were displaced in the oil-rich and ethnically diverse province, most of them Kurdish.

Since then, it has witnessed instability and an increasing number of insurgent attacks by Islamic State militants and unknown gunmen.

The term “normalization“ in Kirkuk has usually referred to a proposed demilitarization of the province by Baghdad, a return of Peshmerga and other Kurdish security to the area, handing over the security file of the province to local police forces, restoring authority to local civil administration, and reactivating the KPC.

Kirkuk is claimed by both the Kurdistan Regional Government (KRG) and the federal government of Iraq. The population is made up of Turkmen, Arabs, Christians, and a Kurdish majority.

The future of the province was constitutionally mandated to be determined through a referendum as outlined in Article 140 of the Iraqi constitution, which mandated that the vote was to be held before the end of December 2007. More than a decade after the deadline, the article remains wholly unimplemented.

ERBIL — The Baghdad-appointed governor of Kirkuk, Rakan al-Jabouri, on Sunday thanked the leading members of the Patriotic Union of Kurdistan (PUK) for releasing a group of terror convicts, whom are referred to by Jabouri as “detainees”.
Earlier this week, BasNews first reported that the PUK-affiliated security forces recently released 33 people convicted of involvement in acts of terror and membership in the Islamic State (IS).

On 14th April, Jabouri issued an official letter to thank Barham Salih, the president of Iraq and a leading member of the PUK, Aso Mamand, party’s representative in Kirkuk, and other senior officials of the PUK, for facilitating the release of the terrorists.

He detailed that the second group of “detainees” were released on 11th April. He described them as “the sons of Kirkuk”.

Jabouri himself is seen by the majority of Kurds as a leading figure in the ongoing Arabization campaign against the Kurdish population of Kirkuk.

He also revealed that the release of the terror convicts came after intensive negotiations between the Kirkuk local administration and the PUK representation in the province.

According to the statement, another group of terror suspects were expected to be released by the PUK-affiliated forces.

A source previously told BasNews that PUK’s counter-terrorism forces had released eight people charged with terror as the first part of a backroom deal. The terrorists were said to be in prison since 2005.

The PUK also handed over 25 more terror suspects to the Iraqi forces in Kirkuk on Thursday (April 11), according to the source.

The party is seemingly attempting to win the heart and minds of the Sunni Arabs in Kirkuk in hopes of having their support to appoint a PUK figure as the governor of Kirkuk.

Ghadhban "promised" they would do all they can do to meet the "legitimate requests" of Jabouri, Kirkuk MPs, and the province’s council members.

Jabouri’s proposals included renovating the Kirkuk-Baghdad road, rebuilding destroyed villages, more electricity plants, more fuel and employment for Kirkuk's people, according to a readout published on Jabouri's Facebook page.

He also demanded speeding up the construction of a 150,000 bpd oil refinery, resuming hydrogenation and the refining of fuel with a capacity of 12,000 bpd, finishing 492-bed Southern Kirkuk Hospital, building the 200-bed Japanese Hospital, renovating the Kirkuk-Baghdad road, the return of displaced people from Kirkuk, and the completion of the United Kirkuk Water Project that is 88 percent done.

Ghadban revealed the federal government will increase the province’s fuel and gas share this summer, especially for directorates and hospitals.

The delegation also visited the commercial airport being built in Kirkuk for domestic travel.

 

Khatib, according to a readout from his office, met with his local employees.


"The government supports the province through building its capabilities in implementing projects and providing services to the people,” Khatib told the workers.

The minister also met with the deputy governor for technical affairs and some provincial council members to discuss relevant preparations for this summer. They also studied Jabouri’s request to increase their electricity share.

Khatib "directed" the northern branch of the Electricity Generation Public Company to "negotiate" with Iran’s’ Sunir Company to finish the gas-supplied Dibis Power Plant with a capacity of 320 megawatts. The IRGC and its affiliates are heavily entrenched in the Islamic Republic’s various sectors. Many Iraqi companies, people, and entities are known to have ties with the IRGC.

The minister also discussed a Russian investment project in Dibis electricity. The project by OJSC Power Machines includes two power plants, each with a production capacity of 160 megawatts.

Kirkuk Provincial Council members held a press conference outside the provincial council building, protesting the measures taken by the visiting delegation. The councilors were barred from entering the building on Monday and working.

“These behaviors are unacceptable and irresponsible, and the necessary measures will be taken and the parliament spoken to through their representative to limit the efforts aimed at minimizing the oversight role of the council in the province,” a readout from the provincial council’s Facebook page states.

The provincial council, with a majority of members hailing from the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK), has been disgruntled with the work of Jabouri. He was appointed by former Prime Minister Haider al-Abadi who sacked Kurdish governor Najmaldin Karim following the events of October 2017.

Last week, council members expressed dismay at Jabouri’s plans to use half of the province’s petrodollar for projects. They said they would further study Jabouri’s proposals.

Kirkuk, a disputed or Kurdistani province claimed by Erbil and Baghdad, holds around 10 percent of Iraq’s total oil reserves estimated at 140 billion barrels.

 

Jabouri, also an elected Iraqi MP, is in hot water with Iraq’s Integrity Commission. Baghdad issued an arrest warrant on Jabouri for allegedly failing to take appropriate legal measures concerning goods confiscated at Kirkuk's customs zones in 2016.

ERBIL (Kurdistan 24) – A delegation from the Iraqi Ministry of Defense on Monday arrived in the Kurdistan Region to meet with officials from the Ministry of Peshmerga and discuss, among other issues, the latest anti-ISIS campaigns in disputed territories, a Peshmerga official said.

“The main topics of the meeting would be coordination and joint-operations in the Kurdistan areas and salaries of the Peshmerga forces,” Major General Abu-Bakir Ahmed, the ministry's communications director, told Kurdistan 24.

In February, the two sides conducted joint-field surveys to identify gaps in lines separating the two forces that could be exploited by Islamic State fighters to undermine effective security. According to Peshmerga officials, the survey operations have concluded and the findings were now in the process of being compiled into multiple reports.

The officials “will discuss those reports that the secondary delegations have prepared,” Peshmerga Deputy Chief-of-Staff Major General Qaraman Sheikh Kamal told Kurdistan 24 on Monday. He further explained that the Iraqi and Kurdish sides will hold multiple additional panels to detail the conditions and potential return of Peshmerga to areas contested by the federal and regional governments.

Baghdad and Erbil have agreed to cooperate on the protection of such areas, many of which were safeguarded by the Peshmerga in 2014 when the national army collapsed in wake of the rise of the Islamic State. Three years later, the Kurdish forces were pushed from disputed territories by the Iraqi military and militia fighters in response to the Kurdish bid for independence in 2017.

Fears that the Islamic State is re-emerging in vulnerable areas have prompted local and international officials to urge that Iraqi and Kurdish troops return to their previous united front against the common jihadist threat. 

These latest developments showcase an increased, though often tentative, cooperation between Baghdad and Erbil and a recent general strengthening of relations between them.

The Iraqi military announced on Sunday that they had killed a senior Islamic State commander along with four other members in a large operation launched on Thursday in an area northeast of the country known as the Hamrin Mountains, with air support provided by US-led coalition warplanes.

Roberson reiterated that the Peshmerga forces played a vital role in the war against the Islamic State (IS), and that the US will continue its military trainings in Erbil.

The pair also reviewed the current challenges in the disputed Kurdish territories. Barzani emphasised that the normalisation of the governance of these areas was key to bring about stability and prosperity.
