President of Kurdistan region Masoud Barzani said on Monday the federal government is not in position to talk of respecting the constitution it violated on numerous occasions. 

The Iraqi constitution itself stipulates that 'Iraq's unity hinges on applying all its provisions, Barzani added.

We should put an end to this dilemma.  We should choose either to stay under Baghdad's control, or may we choose independence, he further stated.

He reiterated that the referendum will not be delayed at any rate.

Kurdistan will hold the independence referendum on September 25th.

ERBIL — Chancellor of Kurdistan Region Security Council, Masrour Barzani, said in an exclusive interview with BasNews that the greatest risk for Kurds is to remain under the rule of Baghdad and that the independence referendum set for 25th September this year is a decision made by the people of Kurdistan Region.

The top Kurdish security official also said that Kurds know better than anyone else when is the right time for holding the independence vote and stepping towards statehood.

Bas: Mr. Masrour Barzani, the people of Kurdistan, including those who support the independence referendum and those who openly oppose it, see a confidence  in President Barzani, you and the Kurdistan Democratic Party for making the vote a success. Could you please explain why are you so confident?

Barzani: First of all, confidence grows within ourselves, and independence is our natural and legitimate right. The greatest problem is when we doubt this right and we lose confidence about our capability to claim this right. People cannot prevent us, but they will also respect us better if we have confidence in ourselves and do not agree to anything smaller than what we are entitled to. His excellency Mr. President has inspired confidence to the people of Kurdistan that they are equal to every other nation. We seek God’s help and the support of the people of Kurdistan only; and I do believe that we will gain this right if our people believe that they are equal to others. Other states establish their relations based on their interests, and it is in no one’s interest to stand against the people of Kurdistan in a long term. Therefore, the referendum is the voice of our people, and I am confident that people would make it a success.

 

Bas: You recently participated in a conference in the United States titled “The Kurdistan Region: Strategic US ally in a tough neighborhood”. There where influential Americans, members of Congress and retired army generals, all of whom were in favour of Kurdistan’s independence. How such supportive views could impact the official position of the United States on the upcoming referendum in Kurdistan?

Barzani: The United States of America takes public opinion across the country into consideration. Many prominent political and military officials, congressmen and experienced people attended the conference, and they openly expressed their support for the referendum and independence of Kurdistan. The people in key positions and policymakers in the United States asses the public opinion, therefore, the more we gain the support of the people of United States, the greater we may influence the country’s official position [on this issue].

 

Bas: At the same event, the protection of Kurdistan after the eradication of the Islamic State (IS) was discussed. There were also discussions over the deployment of military forces of Western countries in the Kurdistan Region. Is there any concrete plan for that?

Barzani: We have common interests with the United States, one of them is fighting extremism and terrorism. The war against Da’esh [Islamic State] was being led from Kurdistan, and we, as a main ally, could score victories [in the campaign]. Therefore, we [Kurdistan and the US] would need each other so as to protect our common interests in the future, especially at a time that the Middle East is stepping towards an uncertain future which also opposes West’s interests and principles. This puts Kurdistan in an outstanding position, and we, certainly, need to seize this opportunity and make decisions based on common interests.

    

Bas: Have you done anything to gain the support of state members of the Security Council for the September independence referendum?

Barzani: We have frankly spoken to the state members of the UN Security Council to gain their support or, at least, persuade them to not oppose the right [of Kurds to statehood] which has also been defined in the Charter of the UN. However, we need to put in a greater deal of effort in order to win greater support. Internal opposition is the greatest mistake to give other countries an excuse to not support us as much as they should. Therefore, the primary responsibility lies on the people of Kurdistan: the stronger the internal backing, the easier gaining international support.

 

Bas: What is your response to the countries voicing concern over the timing of the independence referendum? They claim to be in favour of referendum, but not on 25th September as scheduled.

Barzani: This is only an excuse when they claim that the timing [of Kurdistan’s independence referendum] is not appropriate, because the arguments they put forward are irrelevant to the referendum. It is not easy for a country to believe in democracy and, at the same time, oppose the referendum. Hopping to satisfy the regional states and not the people of Kurdistan, some countries assume that they are able to pressure Kurds to overlook their rights. Those who have violated our rights seek such violations to continue. 

We need to gain the right ourselves. We need to decide on the timing [of independence referendum] ourselves, and do not wait for other countries to tell us when it is suitable. Those countries who decided on independence, whom did they asked for permission? This would be our mistake to think that deciding on our fate needs other country’s consent. I do believe that the timing is suitable. 

 

Bas: Some countries use the ‘protection of Iraq’s unity’ as an excuse to stand against Kurdistan’s independence. What the components of Iraq should expect if the country is kept together as it is now?

Barzani: Kurds have been compelled into Iraq without their own will. Forcing nations and countries [to live together] leads to conflicts and war only; and Iraq, for instance, cannot be better than it has been so far. Therefore, they shouldn’t grieve for a ‘united Iraq’ as it has actually never existed. Other parts of Iraq may stay together if they desire so, but no one can keep us with Iraq forever as the share of our people has been merely oppression and persecution in Iraq.

Indeed, Kurds cannot be asked to maintain the unity of Iraq as the Shi’ite and Sunni [Arabs] are already divided. A united Iraq has practically failed, and the only option available is to live as friendly neighbours with each side having its independent state.

 

Bas: Some of the friendly countries of Kurdistan have shown their support for the imminent independence vote. What kind of sovereign state they expect Kurdistan to be?

Barzani: The countries which support Kurdistan’s independence value the religious and ethnic coexistence in Kurdistan, and they commend [Kurdistan’s] effort to establish democracy. They also highlight the security and stability in Kurdistan as well as the role of the Peshmerga forces. On the other hand, they believe that [future independent] Kurdistan would be able to improve the regional economy and develop strategic relations with them.

 

Bas: Have you expressed your concern about those countries which have been opposing the September referendum in Kurdistan? Germany for example, a country which has been hugely supporting Kurdistan’s Peshmerga forces in their battle against Islamic State.

Barzani: Yes, and we have been working on explaining to them the reasons behind the [Kurdistan’s] decision to hold a referendum and step towards independence. We have noticed that there are political factions in those countries [which oppose the independence vote in Kurdistan] who have different views and many of them support us.

 

Bas: How important is the international support for Kurdistan’s independence referendum? Is it crucial at this stage or when the "Yes" vote wins and independence is declared?

Barzani: Referendum requires the will of the people of Kurdistan and not the support and permission of others. However, it would obviously benefit the process if joined by international support. Referendum is actually asking people about their will, while the prime goal is independence, for which the international support is of significant importance. 

 

Bas: How can you ensure Turkey and Iran that an independent Kurdistan on their borders would not pose any threat to their countries?

Barzani: Our neighbours should realise that Kurdistan is not a source of threat to any of them, and we have proven that throughout years of Kurdistan Region’s governance when we [positively] impacted their economy. On the other hand, the establishment of the Kurdistan state is more likely to improve the relations between the nations [in the region].

 

Bas: Politically influential Arab states, including Saudi Arabia, Egypt, Jordan, UAE, and Morocco are friends of Kurds. Do they have a positive view on the issue?

Barzani: Many Arab countries and influential figures have a positive attitude towards Kurdistan’s right to self-determination; and they believe it is an internal issue in Iraq for which they support a comprehensive solution.

 

Bas: It is said that Iran and Turkey are likely to close down their border crossings with Kurdistan, block the rivers flowing into Kurdistan, and cut their relations with Erbil if the referendum is held. Do you expect such a reaction from Ankara and Tehran?

Barzani: I hope they don’t, because such moves won’t benefit either sides. The independence of Kurdistan cannot be rejected for ever, and our neighbours are well experienced and they take their future ties and interests into consideration.

 

Bas: How can you guarantee the success of the independence referendum across the Kurdistani areas outside the Kurdistan Regional Government?

Barzani: You just said the Kurdistani areas; and our confidence comes from the Kurdistani background of these areas from geographic, historic, and demographic point of views. Also, the huge participation of the people [in these areas] gives more confidence, especially in those territories which are liberated and protected by the Peshmerga forces.

 

Bas: Across Kurdistan, including the Kurdish areas outside KRG, are various ethnic and religious components. There are Turkmens, Assyrian and Chaldean Christians, Shi’ite and Sunni Arabs, Yezidis, Shi’ite Kurds, Kakayis, Shabaks, Zoroastrians, Jews, and Bahayees. How can you ensure all these people that their rights will be protected and an independent state of Kurdistan would be a country for all? What is your message for them to take part in the independence referendum on 25th September?

Barzani: The referendum is for all ethnic and religious components of Kurdistan. President Barzani previously advocated the rights of the minorities during the preparation of the Iraqi constitution; and, certainly, their rights will be preserved in an independent state of Kurdistan. I also hope that these components [of Kurdistan] participate and support the referendum and they enjoy all their rights preserved by the constitution of [the future] independent Kurdistan.

 

Bas: Some countries encourage Kurdistan to postpone the referendum. We would like to hear your opinion and the official position of the Kurdistan Democratic Party on this issue. Would you agree to postpone the referendum for any reason or under any circumstances?

Barzani: I see postponement of the referendum as a wrong decision. Why it should be postponed? What changes it may bring if delayed? I believe that wasting time is not in our interest, and those who work against the referendum may bring further problems. The same people would criticise the supporters of the referendum for postponing it. Why should we put the referendum off if there is no better option?

 

Bas: It has been discussed earlier that the referendum will not necessarily be followed by the declaration of independence. The situation is changing constantly. Is there any threat to the declaration of independence expected to occur after the results of the referendum?

Barzani: If your people are firmly committed to deciding on independence, neither time nor anyone could prevent them. The negotiations which will follow the referendum should discuss the ways to implement [people’s decision], for which a peaceful path is desired. Iraq’s position on the timing and mechanisms of declaration of independence is also important. I hope Iraq positively receives the decision made by our people.

 

Bas: How do you see the position of the Patriotic Union of Kurdistan on the referendum?

Barzani: We expect the Patriotic Union of Kurdistan, with all its internal factions, to practically support the referendum.

 

Bas: Have you done anything to convince the Kurdistan Islamic Group to join you in supporting the independence referendum?

Barzani: We would like all the [political] parties to support the referendum and give priority to the interests of Kurdistan and the people.

 

 

Bas: If Kurdistan Region’s Parliament is called back into sessions, is there a guarantee that the case of referendum would not have the same fate as the constitution had?

Barzani: The people of Kurdistan should stand against any political faction playing with their fate.

 

Bas: Kurdish political parties in other parts of Kurdistan have expressed support to the independence referendum in the Kurdistan Region. What a positive impact this backing can have on the referendum?

Barzani: We value their support and nothing less was expected. It lifts the spirit to make it a success while ensures other countries that Kurdistan would be a good neighbour to them.

 

Bas: After the 25th of September was announced as the day for independence vote, two groups of opposition emerged in Kurdistan Region: one openly opposes to even holding the referendum, and they have launched a "No"-campaign; the other believes that  independence could put Kurdistan in a vulnerable position. Do you see these two groups different?

Barzani: Any excuse for opposing the referendum is void and false, and it goes against the interests of our people. Perhaps some of those who oppose [the independence referendum] are struggling to protect their own financial or political interests with the Iraqi government or any other country, because they see their position in remaining [within Iraq] whereas their personal interests might be lost with the statehood of Kurdistan.

Some others may lack confidence to stand up, and they prefer living under other’s rule for freedom. Fear is the main reason for failure. Those who lack the courage look for excuses because they cannot stand shoulder-to-shoulder with the braves and courageous.

 

Bas: How can you ensure the people of Kurdistan that their future won’t be put at risk by holding the referendum and, consequently, declaring independence?

Barzani: The greatest risk is to accept subordination, and history witnesses what we have gone through. Genocides, chemical attacks, Anfal [campaign] were carried out against our people; no one protected us because we were not a nation with a sovereign country. If we are an independent state, according to international laws, any threat against Kurdistan will bring an international reaction. On the other hand, an independent Kurdistan would be able to make decisions about its defence, economy and diplomatic relations based on its interests. Is there a country giving up its sovereignty in order to avoid taking risks? If independence is a risk, subordination certainly is a catastrophe.

 

Bas: People blame the Kurdistan Regional Government for some issues occurring or not addressed during its 26-year of governance. How it can be guaranteed that an independent Kurdistan’s governance would tackle all these issues?

Barzani: Deficiency in the Kurdistan Regional Government cannot be denied, whereas there has been achievements and progression too. We have been critical of the governance and, especially, of the economy [of the Kurdistan Region]. Conflicts between the political parties have also impacted the performance of the government.

In a sovereign country, the main responsibility of the government is to protect the country and improve the welfare of its people. But, above all, comes blocking other country’s interventions in its internal affairs, which usually is the reason behind the other problems in the country. Also, in an independent Kurdistan, the interests of our country comes prior to everything else, and we are no longer obliged to remain committed to the preservation of other people’s interests. I believe that the constitution of a future independent Kurdistan would address such issues so as to establish a developed country.

 

Bas: As claimed by some media outlets, do you think the "No"-vote could win in Sulaymaniyah province?

Barzani: I don’t think so. I believe the people of Sulaymaniyah will never allow anyone to bring shame on the history of their city. 

 

Bas: As the top security official in Kurdistan, do you think the threat of IS is eradicated?

Barzani: Da’esh [Islamic State] is militarily on the brink of collapse, but its extremist ideology may not be eradicated very soon. Da’esh’s threat or the threat of similar groups continues, but they may differ.

 

Bas: How do you see the future of Hashd al-Shaabi in Iraq?

Barzani: This is an issue related to Iraq. I believe that the Iraqi government develops the Hashd al-Shaabi in order to protect its governing system.

 

Bas: During his 50-years of struggle for Kurdistan, President Barzani has become an iconic figure for the independence of Kurdistan. His struggle is connected with the Kurdish movements of freedom. Therefore, the Kurdistan Democratic Party is sometimes criticised for showing this national leader as the party’s figure. Do you think this criticism is valid?

Barzani: The Kurdistan Democratic Party is proud of president Barzani’s leadership, struggle [for Kurdistan] and his achievements. I do not agree with the statements claiming that the KDP shows President Barzani as a political character representing the party only; because people from different parts of Kurdistan all view president Barzani as a nationalist leader of Kurdistan.

 

Bas: You are also a leading member of the KDP. If the "Yes"-vote wins in the independence referendum and statehood is declared later, will the KDP remain as it is now or it reconsiders its goals, structure, policies, etc… In other words, what would be the necessity for the KDP to remain active and serve the independent state of Kurdistan?

Barzani: The KDP adapts itself to the current stages, and has so far succeeded in dealing with every situation. In an independent Kurdistan, it is required to adapt itself to the new situation. The KDP’s agenda after statehood of Kurdistan would be developing a system to help the establishment of a democratic, stable and peaceful country in which the national achievements are preserved and ethno-religious coexistence developed.

"The President of the Kurdistan Region Massoud Barzani on Tuesday not to postpone the referendum of the Kurdistan Region on the date scheduled to be held on 25 September next.

Kurdistan Region President Massoud Barzani said on Tuesday that one round of negotiations with Baghdad does not solve everything, describing the referendum decision as a "bold decision." He stressed not to postpone the referendum scheduled for September 25 next.

This is a referendum to form new Kurdish state (country), not a state under the control of Baghdad. We in Dinar Land don't want this, IMHO, as this would surely dilute the long-term value of the IQD.

 

However, as many on this thread have already stated, this is a great bargaining tool the Kurdish Government has to get the final "binding" agreements in place with Baghdad.

so is kurdistan political posturing for international guarantee of money payments for oil and other commodities since baghdad has been for whatever reasons not keeping to the somo agreement in the kurds minds  ....  we wait

As clearly evident...maddog knew not to enter the meeting already postured pro succession. He understood it was better to side with the Kurds because he know there are highest principalities controlling Iraqi government and is for a self governing Kurdistan but knows the turks, United nations, goi, cbi, ect ect ect will all be against the referendum. I don't know how this effects the rv but something tells me unless they put together a peacefull agreement then we won't see rv until after referendum. I think they will agree on something. Just my opinion , thanks.

ERBIL — The US-led Coalition will continue its military support for Kurdistan Region’s Peshmerga forces regardless of the results of the independence referendum set for 25th September, said Colonel Ryan Dillon, the Spokesperson for the US-led coalition against the Islamic State (IS).

“We, as a coalition, continue to support and train the Peshmerga who have played a vital role in the defeat of IS throughout Iraq,” Dillon said during an interview on Kurdistan24.

He further explained that the Coalition has “great respect” for the Peshmerga forces as they play a significant role in the war on IS.

Apart from the aerial support and weapons supplies provided to the Kurdish forces during their battle against IS, the Coalition has also trained 22,000 Peshmerga troops since mid-2014 when the international anti-IS campaign started. 

“We will continue to do so until told otherwise,” he added. “But, that support continues. We’ve had a great respect for the Peshmerga forces.”
