Prime Minister Najran Barzani said on Sunday that strengthening international relations is a priority for the regional government. 

"Barzani received this evening the German Minister for Economic and Development Cooperation Gerd Müller and his accompanying delegation, including a number of German parliamentarians, to discuss a number of issues related to the situation in the region and the elections in Iraq," Barzani's office said. "He said.

He added that "Barzani expressed thanks for this visit and for German military and humanitarian assistance to the Kurdistan Region," stressing that "the strengthening of relations with Germany comes at the top of the priorities of the Kurdistan Region." 

Barzani said that "there is good opportunities for investment in the Kurdistan region and Iraq by the German side." 

For his part, praised the Mueller, during a meeting, "Peshmerga tournaments and the people of Kurdistan in the face of urging and protecting all components of the oppression of terrorism," praising the role of "the Prime Minister of the Kurdistan region to normalize relations with Baghdad and the world and neighboring countries." 

"Germany will continue to support Iraq on both the humanitarian and military sides and will bring with it the best relations," he said.

The Directorate General of Commerce in the Kurdistan region, on Monday, the Iraqi government sent worth 41 billion dinars from the dues of farmers in the city of Arbil, stressing that the amount will arrive in Arbil on Tuesday.

"The officials of the Federal Reserve Bank on Sunday promised a delegation from the Central Bank in the Kurdistan region in Baghdad to send the dues of farmers in the province of Erbil on the sale of wheat on Tuesday, April 24," the agency quoted the director general of trade in the Kurdistan Regional Government, Nozad Adham, "He said.

Adham added that "the amount of 41 billion dinars for the years 2016-2017," noting that "once the arrival of the amount will be prepared a special check and set a day for distribution to the peasants."

The US ambassador to Iraq, Douglas Seelman, announced the start of the construction of a new consulate in Erbil, something that the head of the Kurdistan Regional Government, a reference to US confidence. 
Commenting on the new building, Sulaiman said his country would stand with the people of Kurdistan and look forward to building a bigger, brighter future. 
For his part, the head of the Kurdistan Regional Government, Nechirvan Barzani, the new consulate is an important step and a sign of Washington's confidence in the Kurdistan Region. 
He stressed that the relationship between Washington and Erbil took him to develop according to a democratic federal Iraq.

ERBIL (Kurdistan 24) – The US Ambassador to Iraq, Douglas Silliman, along with the Kurdistan Region’s Prime Minister, Nechirvan Barzani, on Monday announced the start of constructing a new US Consulate in the capital of the semi-autonomous region.

In a statement delivered at a ceremony in Erbil, Barzani said that the Kurdistan Regional Government (KRG) welcomes the construction of the compound, one of the largest in the world, and that “it is a sign of US confidence and trust in the Kurdistan Region, now and in its future.”

He mentioned that the project is an indicator that Washington wants to develop its diplomatic relations with the Kurdistan Region, “within the framework of federal Iraq.“

“We hope [the construction of a new compound for the US Consulate] will lead to an important, strategic, and long-term partnership with the Kurdistan Region,“ Barzani stated.

Ambassador Silliman also praised the project in Erbil.

“The building will be a tangible sign of the continuing commitment of the US to engage with and assist the KRG and its people to build a strong region within a unified, federal, democratic, and prosperous Iraq,” the US Ambassador said, noting how ties between the Kurdish people and America have endured for decades.

”I believe the Kurdistan Region will be an important point of entry for foreign investment because this region has a very positive history of doing business,” the ambassador added, explaining that the US wants to work with the KRG, but more importantly, with Kurdish businessmen and businesswomen to help attract new projects. 

“The new Consulate building demonstrates that the US will stand with the people of Iraqi Kurdistan as they build a future that will be brighter than the past.”

According to Silliman, the new Consulate General “will represent the best in America's architecture, engineering, technology, environmental sustainability, art, culture and construction, and of course the best in diplomacy.”

The new US Consulate General building will take a number of years to complete and will be located on Pirmam Road in Erbil.

“I am very happy we will have a beautiful new compound in the shadow of the mountains here on the north side of Erbil,” Silliman said.

The US has a number of projects with the KRG, including the Iraqi Governance and Performance Accountability Program, with its office in Erbil to improve the management of public finances in the Kurdistan Region. 

There are 38 foreign consulate and representative offices in the Kurdistan Region, including the five permanent members of the UN’s Security Council.

The US opened its consulate in the semi-autonomous region in 2011.

ERBIL, Kurdistan Region — US Ambassador to Iraq Douglas Silliman broke ground on the largest US consulate complex in the world on Monday in Erbil with Prime Minister Nechirvan Barzani giving the KRG's blessing for the project.


"The ties between the people of the Iraqi Kurdistan Region and the United States of America have endured for decades. The new consulate building demonstrates that the United States will stand with the people of the Iraqi Kurdistan Region, as they build a future that will be brighter than the past," said Silliman.

The ambassador urged closer ties between the US and Kurdish business sectors.

 

"The United States wants to work with the KRG, but more importantly with Kurdish businessmen and businesswomen to help attract new projects to come here to Kurdistan," said Silliman. "I believe the Iraqi Kurdistan Region will be an important point of entry for foreign investment because this region has a very positive history of doing business."


He touched on how the United States has supported the Kurdistan Region in responsible governorance, cultural, professional and educational exchange, as well as in English language struction.

"I'm very happy that we'll have beautiful new compound in the shadow of the mountains here on the northside of Erbil," concluded Silliman.

Barzani echoed that the consulate building represents much more bilateral relations between Washington and Erbil.

“I thank and congratulate them for this decision. We see it as a significant and valuable step, and hope that it will be finished successfully at its schedule time. Construction of the American Consulate General complex in Erbil … is a sign of trust by America in currently and bright future for Kurdistan," said Barzani.

He said it is indicative of the development of relations between the United States and the Kurdistan Region "in the framework of the diplomatic relations it has with Iraqi federal government."

 

He added that Kurdistan wants strong relations with the United States in all fields.

“We want to have strong relations with America regarding politics, economy, business, science, culture and all other fields, based on mutual interests,” said the Kurdish premier.

Barzani stressed that the US relations with Kurdistan Region is not something new, but it dates back to 1991 when the US had a role in establishing no-fly-zone for the region. He also reminded their relations with the US in 2003 when Baath regime was ended.

He called on other countries to take a similar step and establish their complexes and buildings in Kurdistan Region.

The new US consulate building will cost $600 million, and will be built on 200,000 square meters on Erbil-Shaqlawa Road.

The United States currently rents homes and buildings from local residents and business owners in Ainkawa to house its consulate complex, which opened as a diplomatic office in February 2007 and was upgraded to a consulate general in 2011.

EYP of Albany, New York, will be the project’s architects, which is the largest US consulate complex in the world.

Finance announces new salary distribution schedule

The Ministry of Finance in the Kurdistan Regional Government on Monday, a new schedule for the distribution of salaries, while indicated that the distribution of these salaries will be according to the new savings system. 

According to the declared schedule, the distribution of salaries will be as follows:  

 First: Tuesday, 24/4-2018 Distribution of salaries: 
1-  Council of Asayish 
2- Ministry of Interior 

Second: Wednesday, 25/4-2018 Distribution of salaries: 
Military and civilian retirees 
2 - Zirvani and the Defense and Emergency Forces 

Third: On Thursday, 26-4-2018, the distribution of salaries of the Ministry of Peshmerga and the forces of (70) and (80).

The United States announced on Monday its intention to build a new consulate in Arbil, capital of the Kurdistan region. 

"His country will build a new consulate in cooperation with the provincial government," US Ambassador to Baghdad Douglas Silliman said at a news conference with Kurdistan Regional Government (KRG) President Nechirvan Barzani.

Silliman pointed out that " the construction of new Alguenchih shows the extent of his country 's support for the region, from his part , head of the provincial government Barzani building a new consulate in Arbil , " the important step. " 

This is due to the US companies to build a new building for the consulate.

The leader of the Movement for Change Saber Ismail, Monday, that the Kurdistan Democratic Party led by Massoud Barzani will be the biggest losers if elections are held fair, indicating that the citizens of the Kurdistan region prefer to cut their fingers to vote for the Democratic Party.

"The popularity of Massoud Barzani and his party has declined so quickly and so much that the Kurdish people in most of them and their educated electorate say that we prefer to cut our fingers to vote for the Kurdistan Democratic Party," said the leader of the movement Saber Ismail.

"The Barzani party will be the biggest losers if it held fair and transparent elections in the Kurdistan region because of its policy in the region," adding that "the woes of the region and its financial crises and the destruction of the Kurdish people is the cause of Barzani's policies during the past years."

As of now, the United States rents buildings from local residents and business owners in Erbil's district of Ainkawa to house its consulate, which opened in February 2007 and was upgraded to a consulate general in 2011, the Rudaw news agency reported.

"The new consulate building demonstrates that the United States will stand with the people of the Iraqi Kurdistan Region, as they build a future that will be brighter than the past," Silliman said at the ceremony, as quoted by the media outlet.

The ambassador also called for strengthening US-Kurdish business relations.

Barzani, in turn, thanked Silliman and congratulated him on the decision to start construction.

"We see it as a significant and valuable step, and hope that it will be finished successfully at its schedule time," he said.

The Kurdish media reported on Monday that Baghdad sent a new batch of funds to Kurdistan to pay the salaries of employees and employees of institutions, and government departments in the region.

BAGHDAD - A member of the provincial council of Kirkuk, Qassem Hamza, on Monday revealed the governor, Rakan al-Jubouri, to Baghdad to convey a US request for the return of the Kurdish Peshmerga forces after a meeting with US military officials.

He added: «Jubouri refused to respond to the US demand for the return of the Peshmerga only after taking the opinion of Prime Minister Haider Abadi», indicating that «Jubouri left yesterday (yesterday) to Baghdad to transfer an American request to Prime Minister Haider Abadi on the possibility of returning Peshmerga forces to Kirkuk . 
He pointed out that «Jubouri will meet with Abadi (...) to take his position on the American demand as Abadi is the commander-in-chief of the armed forces and who has the decision to deploy any troops in the province».
In contrast, Al Quds Al Arabi learned from a senior source in the province of Kirkuk that the Governor's visit to Baghdad comes "to participate in the conference to restore stability to the liberated areas." 
The source, who asked not to be named, said that «the meeting under the chairmanship of the Secretary-General of the Council of Ministers Mahdi Alalak, and the presence of a number of ambassadors of donor countries and international organizations, and a number of governors of liberated cities», while denying that the visit in order to meet Abadi on the possibility of exploring the possibility Return of the Peshmerga to Kirkuk.

But other Kurdish sources, belonging to the Kurdistan Democratic Party led by Massoud Barzani reported that the "secret meeting", brought together US military leaders with the commander of the law enforcement plan, Major General Maan al-Saadi, the governor of Kirkuk and the agency Rakan Said Jubouri.
According to the source, «several files were discussed with the Governor of Kirkuk, an agency, including the administrative situation in the province, while the meeting with the commander of the law enforcement plan to review the security situation inside and outside the province of Kirkuk before and after the elections», noting that «the meetings did not attend any of the Kurdish leaders . 
The Peshmerga and Asayish (Kurdish security forces) withdrew from Kirkuk and the rest of the disputed areas between Arbil and Baghdad after the Iraqi forces had been condemned by the "popular crowd" for a military operation on 16 October against the backdrop of the referendum held by the Kurdistan region on September 25 (September 2017). 
A force of the Peshmerga was stationed at a checkpoint 20 kilometers east of Kirkuk province, after the withdrawal of the federal police from the point, according to Kurdish sources, which confirmed that the deployment came in coordination with the Iraqi authorities.
The reports, despite the denial of the Kurdistan Regional Government President and the Peshmerga, the existence of formal talks with Baghdad or America on the return of Kurdish forces from areas of conflict. 
According to US media sources, the Washington-based "international coalition" seeks to involve the Peshmerga forces in maintaining security in the disputed areas following an increase in the number of armed attacks carried out by the "Islamic State" on the Baghdad-Kirkuk road on the one hand and between Diyala and Baghdad On the other hand.

The tasks were to maintain security in the disputed areas of Diyala, Kirkuk, Salahuddin and Nineveh governorates. 
The disputed areas between the Iraqi government and the Kurdistan region, the most important areas of dispute between the two sides for 14 years and an area of about 37 thousand square kilometers.

The Director of Customs of the Kurdistan region Samal Abdul Rahman, Tuesday, that a delegation from the Directorate of Customs Territory is in talks with Baghdad on the unification of customs duties at the border crossings. 

Abdul Rahman said in an interview for Alsumaria News that "a delegation from the Directorate of Customs of the Kurdistan region is in talks with the concerned authorities in the federal government in Baghdad," explaining that "the meeting aims to consolidate tariffs and customs tariffs at the border crossings."

 


Abdul Rahman added, "There were differences in the determination of tariffs and customs tariffs in the ports located in the Kurdistan region and other Iraqi outlets," noting that "the unification of customs tariffs and fees aims to provide service to the public interest." 

The governor of the Central Bank of Iraq Ali Alaq announced on Monday (12 March 2018), that a delegation from the federal government met with the Minister of Finance of the Kurdistan region to coordinate on the collection of taxes and standardization and organization and remove problems in this area.

Shafaq News / The governor of Halabja Ali Osman on Tuesday that the Iraqi Interior Ministry issued a decision to open a Directorate of Passports in the province.

Osman said at a press conference held today in Halabja, that those with a housing card in the province can review the Directorate, and obtain a passport.

He added that residents of the province will carry their passport, and will not review the province of Sulaymaniyah as it will issue this official document from Halabja itself.

The official media of the Patriotic Union of Kurdistan revealed an agreement to return the Peshmerga to the province of Kirkuk. 

"The meeting was positive, about the return of the Peshmerga to Kirkuk," he said, adding that the two sides had reached an agreement in this regard. Adding that other measures and local meetings would follow the agreement to return the Peshmerga to Kirkuk.

A few days ago, a Peshmerga force was stationed at a checkpoint in the eastern province of Kirkuk after the withdrawal of the federal police. 
The sources said the deployment came in coordination with the Iraqi authorities. 
The news comes despite the denial of the President of the Kurdistan Regional Government, the existence of official talks with Baghdad or America on the return of Kurdish troops from areas of conflict
