The head of the Kurdistan Regional Government of Iraq, Nigervan Barzani, supported the measures of the federal government to impose security in the disputed areas.

 

 
 
 

Baghdad - Sputnik . Barzani told a press conference on Tuesday: "We support the actions of the federal government to impose security in the disputed areas."


Barzani added: "There are no negotiations with Baghdad for the return of the Peshmerga forces to the disputed areas," stressing that "there is no agreement with the United States of the Peshmerga return to the disputed areas."

The federal forces took control of the province of Kirkuk and disputed areas with the Kurdistan region under law enforcement and security, on October 16 last, which forced the Kurdish Peshmerga forces to withdraw.

Disputes between Baghdad and Erbil were heated over the referendum on independence from Iraq on September 25, but they reached some understandings last month.

Kirkuk is one of the Iraqi provinces rich in oil, and has been the majority of the sources of income of the region since 2014, after being taken over by the Kurdish Peshmerga forces.

The Prime Minister of Kurdistan, Najirvan Barzani, that dialogue is the only way to solve the problems, expressing the readiness of the region to continue dialogue with Baghdad. 

Barzani met with US Special Envoy to the International Coalition against Daqash and his accompanying delegation, which included US Ambassador to Iraq Douglas Silliman, Andrew Peck, Assistant US Deputy Secretary of State for Iraq and Iran, and Ken Gross, Consul General American in the Kurdistan Region, and a number of diplomats, according to a statement of the Government of the Territory. 

During a meeting attended by Deputy Prime Minister of Kurdistan Kubad Talabani, the delegation valued the steps that were achieved in the dialogue between Erbil and Baghdad, which led to the normalization of relations and lifting the ban on the airports of the province and the release of part of the salaries of employees of the Kurdistan Region. Of talks to find a solution to all problems. 

The US delegation stressed that their relations will continue with Kurdistan and that they will pay greater attention to these relations and will work to strengthen them. 

For his part, Nigervan Barzani thanked the visit and to support the US for the talks in Erbil - Baghdad, stressing that dialogue is the only way to solve the problems, and expressed the readiness of the Kurdistan Region to continue discussions and dialogue. 

He pointed out that Kurdistan attaches great importance to its relations with the United States of America, expressing readiness to offer all facilities to strengthen relations in all fields. 

On the other side of the meeting, they discussed the situation in the region and Iraq and the upcoming Iraqi elections.

The Kurdistan Workers' Rights Organization (KRWC) on Wednesday said it had filed suit against the Minister of Commerce, Salman Jumaili and Prime Minister Haider al-Abadi for failing to pay their dues.

The head of the Federation of Farmers of Kurdistan, Fares Hussein Mayas, told a news conference that the Iraqi government stopped paying the dues of the farmers of the region, which caused problems for farmers, so the competent authorities to do serious work until Baghdad to send the dues of farmers.

He said that they filed a legal action in Baghdad against the Iraqi Council of Ministers and the Iraqi Ministry of Commerce, and will be the first of July 2018 the first hearing of the court.

For his part, the farmers' lawyer Bashdar Hassan said that they visited Baghdad and told the officials that if the farmers are not paid within 15 days, we will file a lawsuit against the Iraqi government.

He explained that they filed a lawsuit with the Administrative Court and handed over the complaint (complaint) to Prime Minister Haider al-Abadi on the issue of sending dues to farmers for the sale of wheat.

Hassan said that Baghdad owes more than 600 billion dinars to farmers of the Kurdistan region and tries to reduce the amount by half.

Economic expert Fuad Mohammed al-Jaf on Wednesday predicted the economic recovery in the Kurdistan region after a decline in the past months because of a package of decisions from the Iraqi government.

Jaf said in a statement to "Al-Ghad Press" that "the three provinces of the region have seen a significant decline in economic growth reached more than 35%, which are very critical both for the government of the region or the resident of the region, especially those who rely on a fixed government salary." 

He added that "the trade movement also stopped in the region because of the decisions of the center's government, which followed the referendum in the region, which generated a large economic gap, but after the breakthrough part of the crisis with regard to the airports of the region as well as border crossings and the return of work as well as the transfer of some of the salaries of the region, In qualitative terms. " 

"The recovery will reflect positively on the citizens of the region and gives a good indication of the return of business at the local or international level because many international companies, whether exporting or operating in the region were waiting for the position of Baghdad until it resumed its work."

The Director General of Customs in the Kurdistan region, Samal Abdul Rahman, that a delegation from the Kurdistan region will visit Baghdad, to discuss the file of border crossings closed and located within the borders of the province of Sulaymaniyah.

Samal Abdul Rahman said that the visit was postponed due to the start of election campaigns and the travel of the Governor of Sulaymaniyah, adding that the delegation will visit Baghdad after the return of the governor of Sulaymaniyah.

The governor of  Kirkuk (north of the Iraqi capital Baghdad), Rakan Said Jubouri, yesterday, the disappearance of more than 160 million dollars of Kirkuk oil money, demanding the Ministry of Finance and the Central Bank to open an investigation into these accounts and the recovery of state funds. 
Jubouri said in a press conference that "audit of the Office of the province in the accounts in Kirkuk showed the existence of an account is not registered in  the Kurdistan region of northern Iraq, deposited in the amount of 110 million dollars and was withdrawn, an account is not disclosed, except the previous account of $ 51 million "And stressed that the Ministry of Finance and the Central Bank has opened an investigation into these accounts to recover funds of the province. 
He added: "We were on our way to recover $ 51 million from the Central Bank in Erbil in the form of payments, but a complaint filed by the former provincial council chairman was stopped because of the process of payment of funds, and we will prosecute anyone who manipulated the funds of Kirkuk."
The Kirkuk administration, run by former governor Necmettin Karim and provincial council head Ribwar Talabani, was receiving money for Kirkuk to export oil and sell it through the Kirkuk oil pipeline to the Turkish port of Ceyhan.



The previous administration opened bank accounts in the Kurdistan Bank, and the funds were withdrawn without government control from Baghdad and without the knowledge of the Ministry of Oil on the volume of exports and the value of the amounts deposited in the accounts.

Shankali stressed that "the new salary scale will not be the level of ambition or merit for the staff of the region, but much better than the previous table, but we work according to the existing capabilities until the solution of outstanding problems between the Center and the region to start to grant the entitlements of employees in the region as a whole as employees in the rest of the provinces of Iraq. 

The Ministry of Finance in the Kurdistan Regional Government announced, on (March 19, 2018), on the arrival of salaries of regional employees of the federal government.

The MP for the Kurdistan Democratic Party (NDP) Najib Najib said on Monday (April 16, 2018) that the amounts provided by the government as salaries to employees of the Kurdistan region "insufficient" to meet the dues of employees of two ministries, noting that there is a deficit exceeding 600 billion dinars salaries between what it needs Territory and the federal government.

The Kurdistan Alliance MP Abdul Bari Zebari, Friday, continued political tension between Baghdad and Erbil until after the elections, noting that the crisis of the disputed areas and the export of oil has not been resolved so far despite the long talks between the two sides.

"The tension between the establishment of Kurdistan and Baghdad will continue until after the elections because most of the basic issues between the two parties are not resolved," Zebari told Mawazine News.

 Zebari added that "solving the issue of salaries of employees, airports and border crossings does not end the eternal crisis, but postponed the resolution of disputes over the export of oil in the region and disputed areas."

He added that "resolving the crisis is not on the agenda of the region or Baghdad because of concern of all blocks and political parties to the elections and the formation of the next government."

The crisis witnessed between the federal government and the Kurdistan region recently witnessed a breakthrough and moves to resolve the differences and develop solutions that began to emerge, including sending Baghdad, 250 billion Iraqi dinars, to health and education staff in the region as well as opening airports and border crossings after agreeing to supervise Baghdad on it
