Major parties prevent the solution of the Iraqi Kurdistan government

The National Union and the Democratic Party do not accept the dissolution of the government so as not to whisper in power and the rest of the parties are unwilling to inherit a government overwhelmed by debt.

Bacillus for solution

captionb.gif

Arbil (Iraq) - Can the Marathon visit to the Kurdistan Regional Government delegation to the political parties to change some of the demand for a solution or change the government, to remain Kurdistan again in the face of vague scenarios.

After the referendum on September 25, a strong wave called for the dissolution of the current regional government as the main reason for the region's crisis after the referendum and previous problems. The authorities were not enthusiastic about this request and stood against it.

Supporters of the government's solution argue that the current government is not at the level of economic and political crises, while opponents of this demand are the time available to form a few other governments and support relative changes in the cabinet.

A new government at this stage may not be able to quell the crises in the Kurdistan region, as this step will create a legal vacuum before the new elections on the one hand, and no political figure may be willing to inherit a government overwhelmed by domestic and foreign debts.

Movement of Change announced on November 23, a package of demands handed over to the Kurdistan Regional Government was the most prominent points of forming a provisional government instead of the current government until the next election.

A month before that, the movement itself had demanded with the Islamic Group in Kurdistan and the list of the Alliance for Democracy and Justice, headed by Dr. Barham Saleh, former deputy secretary-general of the Patriotic Union of Kurdistan called for the formation of a government of national salvation.

"In our last meeting with the government delegation, they told us that they prefer the survival of the current government, but they do not reject the idea of the interim government and will respond to us after it has been discussed," said Dana Abdulkarim, a member of the government's monitoring room for the Change Movement.

"We feel that the Democratic Party is slowing down and we, in turn, will continue to demand the idea of forming a provisional government and then we will launch an information campaign against the government," he said.

The Democratic Party retains the post of president and the National Union in the position of Vice President in the Kurdistan Regional Government and the current spread of control over most ministries, apparently do not want to submit to the formation of a new government easily.

"The current government is temporary and the formation of a new government will take a long time," Kurdistan Regional Government President Nechirvan Barzani told a news conference on November 20.

The parliament of Kurdistan has already extended its work on the 24th of November for eight months, and therefore the current ministerial term will extend for the same period, which lasted about six months.

The extension of the life of the parliament and the government at the time was excluded from the four ministers of the total of the ministers of the current composition of the twentieth ministers of the Movement for Change, while resigned two others from the Islamic Union and Christians.

Abdul Sattar Majeed, Minister of Agriculture and Water Resources on the Islamic Group, moved the issue of forming the interim government during the meeting of the Council of Ministers.

Majid said, "I did not reject the idea, but the Council decided to take a decision on the matter after discussing with the political parties."

While Nechervan Barzani over the past three weeks a team of his government to discuss with the political parties and the formation of the interim government one of the options put forward.

A source in the government, who preferred not to be named for the sensitivity of the subject, said that "Najirvan Barzani supports the decision on the subject of the interim government during a meeting of five."

It is not easy to throw the ball into the stadium of the five-party meeting, which will include the National Union, the Democratic Party, the Movement for Change, the Islamic Group and the Islamic Union in regard to a big problem like the government's destiny.

The problems of the former Kurdistan region have not been resolved in such meetings in the past, especially since nine meetings were held on the same five on the subject of the presidency of the region in 2015 and despite the failure to reach an agreement, it held the crisis more.

Since its formation in 1992, the Kurdistan Regional Government (KRG) has formed eight formations, but none of them has been resolved, although the region has experienced severe crises during the past 24 years, most notably the civil war and the political and economic crisis of the last few years due to the intensification of its differences with the central government.

The legislative elections in the Kurdistan region have not been held for 12 years, although the government is linked to a four-year parliamentary session.

When the civil war broke out in 1994, the province was divided into two administrative regions. The government did not dissolve in Erbil, but the Democratic Party remained in control while the National Union formed another government within the administrative borders of Sulaymaniyah.

It has not changed so far. After the crisis that erupted because of the referendum, the vision of the two main political parties in the region has not changed much about the solution of the government.

"We do not support the dissolution of the government, but it is better to make changes in the ministers and change some faces," said Diller Mawati, head of the National Union bloc in parliament.

And between the decision to form an interim government and the continuation of the current Kurdistan Regional Government remains the gap between the parties as it is, it seems that the culture of government solution in the Kurdistan region has not yet matured and has become a red line for the parties governing 25 years ago.

The movement of change has already demanded when it was in the opposition in 2011 in a statement to dissolve the government and parliament and the presidency of the Kurdistan region The National Union and the Democratic Party, who had the lion's share of power at the time called for a "coup," and six years after that is still the request to dissolve the government by Change movement takes sensitivity.

"We are not with the dissolution of the government because that will lead to problems," Democratic Party spokesman Mahmoud Mohammad told a news conference after the last meeting of the government delegation and the Democratic Party held in Erbil on November 28.

"The demand is unrealistic and illogical," he said. "It is not easy to dissolve and reshape the government, especially since the government has only a few months left."

Ali said that "such demands are a bet on the street vote for the elections," but on the other hand, it seems that the solution of the government and the formation of a transitional government is not easy even for those who demand it, and will fall any political figure wants to inherit the current government in the crisis of billions of dollars of debt Employees and oil companies.

The head of the National Union bloc in the parliament of Kurdistan agrees with the existence of this danger and says, "No one wants to receive a government on which all these debts."

Moreover, the dissolution of the current government without prior agreement may be followed by several rounds of negotiations between the parties to agree on the government's program, composition, personalities and the parties' share.

According to Ahmad Verti, a former deputy in the Parliament of Kurdistan and the legal expert that the dissolution of the government and the formation of a new government without a prior agreement will create a legal vacuum as the transfer of a number of powers of the presidency of the region after the abolition of the twenty-ninth of October (October) by a decision of the Parliament of Kurdistan in addition to its powers .

"There is no legal provision in the region that allows the extension of the life of the government and what is a political tradition. The government's solution is three ways: the resignation of half of the ministers plus one or the abolition of the parliament by half of the deputies plus one and the end of the legislative session with the government or the resignation of the prime minister, "He said.

The future of the equation of the conflict on the issue of resolving the government in the Kurdistan region is ambiguous, and may be approaching the date of elections is one of the scenarios behind the move the issue of dissolving the government, where each party to absorb the street protest in his way.

"The National Union and the Democratic Party do not want to be marginalized in power, so they do not accept the government's solution, and the other parties are not serious in their request, otherwise they would withdraw their ministers completely," said Shorsh Hassan, a political science professor at Sulaymaniyah University. Erbil - Mawazine News

The Kurdistan Regional Parliament (KRG) presidency on Friday issued a statement in which it responded to Prime Minister Haider Abadi on the restoration of control of the disputed areas.

A statement issued by the Presidency of the Parliament and read by the Mawazin News that "Abadi announced in a statement that the prevention of the division of Iraq is another victory not less than victory over the organization of a preacher," adding that "We in the presidency of Parliament we see the whole world, and repeat this fact, "If the Peshmerga and the wisdom of its leadership were not, the Iraqi forces could not liberate the city of Mosul and many other areas, which were subject to more than two years under the control of a preacher, and achieve those victories, which currently boasts Mr. Abbadi."

"It is surprising that Abadi considered the military attack on 16/10/2017, with the support and participation of the popular crowd against the will of the people of Kurdistan, who are Iraqi citizens, and the crimes committed in Kirkuk, Tuz Khurmato and other areas a victory, For a triumphant call. "

"We in the Parliament of Kurdistan consider the statement of Mr. Haider Abadi irresponsible, and a flagrant mistake that is far from the basis of citizenship and contrary to Article IX of the Iraqi Constitution permanent, which prevents in any way to implement such acts against the citizens in Iraq and give him legitimacy also, This is another violation of the spirit of the Constitution, which includes the non-application of Article 140. "

The statement said that "the violations have become a threat to the unity of Iraq, as well as the use of terrorists, urging the consequences of these violations of the mistakes of occupying large areas of the land of Iraq, and the commission of genocide and various crimes," calling for "open the door of dialogue and not to close the Kurdistan Region , And not allowed to narrow political objectives to affect it and have implications for the rights of the people of Iraq and the Constitution because the first victim and the first language of threat and the use of force Iraqi citizens.

Baghdad News -

The newspaper 'Arabs' London, in a report published on Saturday, that the President of the Kurdistan region of recessive Massoud Barzani, the government of the Territory to a political crisis, while noting that the culture of dissolving the government has not yet matured in the region.

The newspaper said in its report that 'Massoud Barzani, former president of the Kurdistan region, offered the territorial government to a political crisis because of the adventure of trying to secede from Iraq, came to step down from power in late October'.

She added that 'the attempt to secede has left political and economic repercussions on the region, and political friction between the Kurdish parties in terms of disagreement about the continuity of the current government or resolved.

She pointed out that 'views are incompatible between the Kurdish parties, where did not accept the National Union and the Democratic Party to dissolve the government so as not to whisper in power, while the rest of the parties are not ready to inherit the government soaked in debt'.

The newspaper said, quoting the site 'Niqash', that 'after the referendum of 25 September last appeared a strong wave calling for the dissolution of the current regional government, where it considers the main cause of the crisis of the region after the referendum and previous problems, while the authorities did not bow in return for this request and stood against him.

The newspaper said that 'supporters of the government's solution see the current government is not at the level of economic and political crises, while opponents of this demand time to form a few other government, and support the relative changes in the cabinet'.

"No one in Kurdistan wants to take over a government that has debts but a new government may not be able at this stage to quell the crises in the region, as this step will create a legal vacuum before the new elections on the one hand, and may not be any A political figure willing to inherit a government overwhelmed in domestic and foreign debt on the other.

The movement of change, on the 23 of last October, a package of demands handed over to the Kurdistan Regional Government, was the most prominent points 'the formation of an interim government instead of the current government until the next election, but Nechervan Barzani, head of the Kurdistan Regional Government, replied that' the current government is Temporary and the formation of a new government will take a long time '.

The report of the newspaper that 'the Kurdistan Parliament has already extended its work last October for eight months, and thus extend the life of the current ministerial line for the same period, which lasted about six months', indicating that' the extension of the life of the parliament and the government came at a time was excluded Four ministers from the total of the ministers of the current composition of the twenty ministers of the Movement for Change, while two resigned two others from the Islamic Union and Christians'.

The paper quoted a source in the government, did not name, that 'Nechirvan Barzani supports the decision on the subject of the interim government during a meeting of five'.

"It is not easy to throw the ball to the stadium of the five-party meeting, which will include the National Union, the Democratic Party, the Movement for Change, the Islamic Group and the Islamic Union in regard to a big problem like the fate of the government."

"The problems of the former Kurdistan region have not been resolved in such meetings previously, especially since nine meetings were held on the same five on the subject of the presidency of the region in 2015, and although not reached an agreement, it held the crisis more.

The newspaper said, "The Kurdistan Regional Government has seen since the formation in 1992 the formation of eight formations, but none of them, although the region has gone through the past 24 years of age with severe crises, notably the civil war and the political and economic crisis in the past few years because of intensified differences with the central government '.

She pointed out that 'the legislative elections in the Kurdistan region did not take place over 12 years, despite the link of the government formation of a parliamentary session of four years'.

"When the civil war broke out in 1994, the province was divided into two administrative regions. The government did not dissolve in Erbil, but the Democratic Party remained in control while the National Union formed another government in Sulaymaniyah administrative borders."

"We do not support the solution of the government, but it is better to make changes in the ministers and change some faces," said Delir Mawati, head of the National Union bloc in the Kurdish parliament.

"Between the decision to form an interim government and the continuation of the current Kurdistan Regional Government, the gap between the parties remains the same. It seems that the culture of dissolving the government in the Kurdistan region has not yet matured and it has become a red line for the parties that have ruled for 25 years."

Abbadi."

"It is surprising that Abadi considered the military attack on 16/10/2017, with the support system" rel="">support and participation of the popular crowd against the will of the people of Kurdistan, who are Iraqi citizens, and the crimes committed in Kirkuk, Tuz Khurmato and other areas a victory, For a triumphant call.

"The statement of the parliament of Kurdistan, saying that" the statement similar to that made by "Mr. Abadi" a threat to the future of Iraq and its survival as a civilian and democratic, stressing that negotiations are the only way to solve all problems. "

This why Article 140 is so important and the HCL is not done.

Baghdad News -

The newspaper "Al-Sharq al-Awsat" on Sunday, information that indicated the intention of the Iraqi government to open an international airport in Kirkuk, noting that the airports of Arbil and Sulaymaniyah will be affected by this situation.

The newspaper said in its report that 'punitive measures by the federal government in Baghdad against the Kurdistan region, is still ongoing, including the closure of airports Erbil and Sulaymaniyah against foreign flights, causing the region, according to airport officials, heavy losses estimated at nearly half a million dollars a day '.

She added that the said amount, 'a good return helps to alleviate the financial crisis that has plagued Kurdistan since the events of 16 October last, which brought the federal authority to the disputed areas'.

Two months after the closure of the two airports at the time confirmed by the director of Sulaymaniyah airport Taher Abdullah that the competent authorities in the region lost hope to resolve the crisis, there is no longer any role of the Iraqi Civil Aviation Authority in the crisis, because the authority confined to Prime Minister Haider Abadi, who alone has the decision to open the airports .

The newspaper quoted Abdullah, 'there should be any reassuring signals to open the airports', stressing that' what is currently promoting the opening of airports by the end of this month are nothing but rumors baseless, there is no guidance or decision or even contact between us and the authority Iraqi aviation in this regard, and therefore there is no hope to open our airports in the near future '.

He pointed out that 'the assurances of the Director of Sulaymaniyah Airport strengthens the doubts of Kurdish political sources about the intentions of the federal government to issue its final decision to establish a civil airport in Kirkuk, raising concerns about the transfer of this airport to an international airport, in exchange for keeping Erbil airports and Sulaymaniyah only for domestic flights, International '.

He pointed out that 'the authorities here, almost lose hope of the return of international flights to airports, which included in the last period until humanitarian flights', as confirmed by the director of Sulaymaniyah airport, saying:' Yes, even humanitarian flights are prohibited at the two airports, and need the approval of the Iraqi Prime Minister, There are patients who need to travel abroad to receive treatment, as well as wounded from the Peshmerga forces, but the federal authorities refuse any permission to these flights'.

Asked what Raj in the past days of the offer by the federal government to open Sulaymaniyah airport in front of flights in exchange for the closure of Erbil airport, and that the Deputy Prime Minister in the government of the province, Kebad Talabani, rejected such a proposal, said the director of Sulaymaniyah airport: 'I do not know this offer , The authority to allow flights is no longer even by the Iraqi Civil Aviation Authority, but became exclusive to the Prime Minister Federal Haider Abadi, and without his consent there will be no decision to open airports in the region '.

On the existence of any communication between the Iraqi and regional communications ministries, Abdullah said: "There are many calls from the authorities of the region to begin to negotiate to resolve outstanding issues, but so far has not received the consent of the territorial government of the other party, and therefore did not find anything in this regard, and personally do not see any Positive development in this path '.

According to newspaper sources, at the two airports, 'the proportion of passengers across them has dropped significantly, and by 72 percent, at Erbil International Airport flights in the past years ranged between 50 - 60 flights a day but now fell to only 5 - 6 domestic flights, The number of passengers through Sulaymaniyah airport was estimated at 1500 passengers, which in turn dropped to only 350 passengers. '

The sources said, according to the report, that 'this significant decline in the financial loss of the region losses estimated at 400 thousand dollars a day. In comparison with the number of flights launched from Erbil and Sulaymaniyah airports, the number of flights at Erbil airport in 2016 was 13,883. In Sulaymaniyah, the number of flights reached 5,900, representing 33 per cent of the total flights from Iraq '.

The newspaper concluded by noting that 'the federal authority in Baghdad, and on the basis of a series of decisions issued by the Iraqi Council of Representatives, closed airports Erbil and Sulaymaniyah international flights on 29 - 9 - 2017 as a punitive measure for the region because of the authorities to organize the referendum on secession from Iraq, Which ruled the Federal Court nullification from the constitutional point of view and lifting the consequences of it '.
