The Committee on Oil and Energy in the parliament that Kurdistan is still exporting crude oil without the knowledge and approval of the federal government, and warned that the quantities of oil of the region is fleeing to neighboring countries and Israel continuously.

MP Ali Maaraj, head of the committee said in a press statement that Kurdistan is still continuing to export its oil without the knowledge and approval of the federal government, stressing that the information received from government and media sources confirm that there are smuggling of oil to neighboring countries and Israel. Pointing out that the smuggling operations are carried out verbatim and across multiple stages and transporters to extinguish the automatic tracking system in order not to know the fate of the shipment of oil smuggled to avoid prosecution of companies that smuggle oil by the Iraqi government as it was in the past.

The Kurdistan Islamic Union (PUK) bloc in the Kurdistan Parliament held a campaign to collect signatures for the "draft cleanup of the region's payroll" and submitted it to the parliament's presidency on Monday, demanding that the biometric system be made to clean the staff lists.    

The bloc called in a letter to the legal signatures of many members of Parliament, the Presidency of Parliament to introduce the project in the work program of parliament, calling on the government and relevant parties to attend the parliament session to compete the project.

The bloc said in its book that the project aims to clean up payrolls of employees as soon as possible to make them include the names of real jobs only to enable the government to pay all of them.

BAGHDAD (Reuters) - The Kurdistan Regional Government (Peshmerga) announced on Monday the start of the first phase of the five-paragraph reform project.

"The ministry, under the supervision of Karim Sinjari, minister of the Peshmerga and the representatives of the United States, Germany and Britain, held a special meeting on the draft reforms and the organization of Peshmerga forces," the ministry said in a statement.

"The project of reforms in the Peshmerga Ministry includes five paragraphs, has entered into force today, stressing that the project is long-term and aims to organize the forces of Peshmerga Kurdistan."

He stressed that "the project includes 35 paragraphs will enter into force in stages and under the supervision of Britain, Germany and the United States."

The ministry held a meeting under the supervision of Acting Minister of Peshmerga Karim Sinjari and attended by senior officials of the ministry and representatives of American, British and German countries, the ministry said in a statement to the News Agency. The meeting was devoted to the reform and reorganization of Peshmerga forces.

The statement added that "five of the main points of the reform project of the Ministry of Peshmerga will enter the confusion of implementation."

US Ambassador Douglas Silliman on Tuesday expressed Washington's concern about oil contracts signed by Kurdistan and individual companies. 

"The contracts and oil sales concluded by the Iraqi Ministry of Oil with the international companies have been a large amount of transparency," Silyman said during a meeting with a number of media, including Alsumaria News, expressing concern "of oil contracts concluded by the provincial government and individual companies."

 

 


"Washington supports the Kurdistan government as a strong unified government and without differences within the Kurdish house," he said, adding that "Washington seeks to bring the views closer between the parties and maintain a strong Kurdish government united between its parties within the Iraqi constitution and a unified federal Iraq."

The Prime Minister's Office confirmed that the technical committees are continuing their work with regard to auditing the records of Kurdistan Region employees in preparation for the release of their salaries. 

According to Saad al-Hadithi, spokesman for the Prime Minister's Information Office, a specialized technical oversight committee is closely following the audit of staff records.

He pointed out that the work began a while ago in this regard under the direct guidance of Haider Abadi, adding that the subject is also linked to the financial budget for the next year, as well as resolving disputes over oil exported from the fields located in the region.

SULAIMANI – Pentagon fiscal year 2018 funding request includes support for the Peshmerga forces, a spokesman for defense department said, but implementation of the funded request is "contingent" on cooperation between Iraq and the region.

The U.S., leading a Coalition to defeat Islamic State (ISIS) militants in Iraq and Syria, has supplied the Kurdish forces with thousands of weapons and military equipment during fight against ISIS, almost defeated in Iraq.

Besides provision of weapons and equipment, the U.S. signed a memorandum of understanding (MOU) with the Kurdish ministry of Peshmerga in July 2016, which facilitated stipend support during the Mosul operation.

U.S. Defense Department's Spokesman, Eric Pahon told NRT English that the fiscal year 2018 funding request of the defense department includes support for the Peshmerga forces.

"Execution of these requested funds is contingent on operational requirements and GoI [government of Iraq]-KRG cooperation]," he added in an emailed written statement.

Specifically Section 1222 concludes with: The committee notes that funding provided to the Kurdish Regional Government (KRG) is to enhance Government of Iraq-KRG cooperation and support a unified effort to counter the Islamic State of Iraq and the Levant (ISIL). Such funding should be contingent upon KRG participation in the government of a unified Iraq and on their continued good faith cooperation in the anti-ISIL campaign.

Pahon also said Pentagon does not 'currently fund stipend payments" for the Peshmerga forces, after the 2016 MOU expired in July 2017.

An economic crisis in the Kurdistan Region has further deteriorated after the Iraqi government took security and economic measures against the KRG in the wake of a referendum on independence of Kurdistan in September. In a first reaction to the referendum, Baghdad banned international flights to and from the region, adding more economic pressure on the KRG.

The capture of the oil fields in Kirkuk in mid-October added another burden on the KRG. It effectively stopped crude oil from reaching the oil markets through Turkey's Ceyhan Port.

Earlier on Friday (December 1) a senior Kurdish official said the U.S. would allocate $364 million USD to the Peshmerga forces as assistance, bypassing Baghdad.

However, Pahon said the United States provides support to the Peshmerga forces and the Kurdistan Regional Government (KRG) with "approval of the Government of Iraq."

The National Defense Authorization Act (NDAA) authorizes $1.3 billion for the Counter-ISIS Train and Equip Fund, which includes $365 million as support for the Peshmerga in Fiscal Year 2018, the KRG said in a statement on November 15, hailing the support for the region.

Pentagon and the Coalition forces have supplied the Peshmerga forces with equipment, ammunition, weapons, vehicles, stipends and sustainment support worth $1 billion USD since the beginning of the campaign to defeat ISIS, Pahon stated.

Pahon, however, added they were provided with the approval of the Iraqi government, at that time.

The United States, alongside the Coalition forces, began to support and train the Peshmerga forces when ISIS overran Iraq in 2014.

The President of the Kurdistan Regional Government, Nechirvan Barzani, yesterday, the commitment to the unity of Iraq and the decision of the Federal Supreme Court and solve problems under the Constitution. This came more than two months after the Kurdistan region conducted a referendum on self-determination, which was rejected by Baghdad.

The Supreme Federal Court had issued, two weeks ago, the ruling unconstitutionality of the referendum in Kurdistan. "The court ruled that the referendum on September 25, 2017 is unconstitutional in Kurdistan and the rest of the region outside it and the cancellation of the effects and consequences of it all." 
In another context, Barzani blamed Baghdad for not holding a dialogue with Erbil to resolve the differences and end the sanctions. He considered that the non-ratification of the budget in its current form is better than approval and we hope to reconsider. 
"The invitation we received to visit Paris proves France's support for the Kurdistan region, and the French president confirmed his desire to contribute to resolving the differences between Erbil and Baghdad," Barzani said at a news conference after the meeting of the Kurdistan Regional Council (KRG). "We have not received any information so far on the details of the contact conducted by President Emmanuel Makron with Abadi."
"We would have been happy to travel to France through Baghdad, but unfortunately this did not happen," he said. "There are no technical or political negotiations with Baghdad today, despite our repeated calls to conduct the dialogue and the reason for this is a question that the Iraqi government must answer," he said. 
"We have affirmed our commitment to the unity of Iraq and the decision of the Federal Supreme Court and solve problems under a constitution that guarantees the rights of all," Barzani said. 
The prime minister of the region, "Abadi must be aware of the magnitude of responsibility and that the actions taken against Kurdistan harm part of the Iraqi people," adding that "what Baghdad is doing against Kurdistan has nothing to do with the referendum." 
Barzani pointed out that "Baghdad is taking advantage of the opportunity before it to destroy the political entity of the Kurdistan region," adding that "the draft budget prepared now is a proof of that." He stressed that "
"The absence of a better budget than the current project of the budget." He pointed out that "the territorial government told the International Monetary Fund, that Iraq needs the budget law in a way that reflects everyone." 
And reduced the share of the province in the budget of 2018 to 12.67% instead of 17%, which is the percentage received by the federal government since 2006. 
Asked about the date of elections in the region, Barzani said that "the date of the elections will be determined soon," adding that " The current committed to two legislative sessions, and after dialogue with political parties, we will determine the date of the elections. "
And on his meeting with the US ambassador in Iraq, the head of the provincial government that the latter "talked about a joint mechanism for dialogue between Baghdad and Erbil, and the need to participate in the region according to the Constitution." He added that "the territorial government believes that Iraqi-US coordination is incomplete, and we welcome a joint mechanism between the three parties in the disputed areas, between the Kurdistan region, Iraq and the United States." 
In the context of the region's relations with regional countries, Barzani stressed that "the relationship with Turkey is natural and continuous, and did not stop," stressing that "meetings with Turkish officials can be held when necessary."

The US ambassador to Iraq, Douglas Seelman, said yesterday that his country's forces have been in Kirkuk for a long time, adding that what was raised recently about this is the transfer of equipment to the base of Ki-Wan. 

He denied the US ambassador to reach an agreement with the Iraqi side on the increase or reduction of the number of international coalition forces after the stage of urging.

A Kurdish deputy told Al-Mada on Saturday that the return of the international coalition forces to the province comes according to an agreement governing the joint tripartism of the disputed areas. It is likely that the coming days will witness a gradual spread of these forces in the disputed areas. 
These developments come days after the disclosure of the presence of armed organizations in the south of Kirkuk, may be a substitute for a supporter. There is growing concern about the worsening situation in Tuzharmatu after the displacement of some 9,000 Kurdish families to extrajudicial areas.
