Article 140 and the HCL will be negotiated according to the Iraq Constitution of which you will adhere to an we don't need France or any other country telling the GOI how to interpret it....

All this in my opinion of course...But I think this is what Abadi will be telling Barzani behind closed doors...lol

The Government of the Territory confirms its respect for the decision of the Federal Court and its readiness to resolve in accordance with the Constitution
(Baghdad: Al-Furat News) The head of the Iraqi Kurdistan government, Nechirvan Barzani, respect the decision of the Federal Supreme Court for the referendum, noting "the readiness of the region to solve its problems according to the Constitution."
"We offered our position on the French president by three to four points, and we assured him of our willingness to engage in dialogue on the basis of the constitution," Barzani told a news conference after meeting with French President Emmanuel Macaron at the Elysee Palace today. 
"We have offered our position on the French president through three to four points, and we are ready to negotiate if Baghdad is ready for that in the framework of the Constitution," adding that "we have no problem on the federal authority at the border crossings, according to the Iraqi constitution." 
"We are ready to dialogue to resolve all the outstanding problems according to the Constitution to stabilize Iraq and the region."
He pointed out that "we issued earlier our position on the decisions of the Federal Court and confirmed our respect for the decision of the Federal Supreme Court, and we thank France for providing support to us and its historical relations with the Kurds and Iraq, and seeking to resolve the differences between Erbil and Baghdad and we see it able to do so." 
And on the referendum organized by the Kurdistan region on the twenty-fifth of last September, explained Barzani, "We are in a new phase, and this issue has ended and we have clarified our position in the Kurdistan Regional Government," noting that "we have already confirmed our respect for the decision of the Federal Supreme Court." 
It is noteworthy that the President of the Kurdistan Regional Government, Nechirvan Barzani, arrived on Saturday, to the Elysee Palace, and was greeted by French President, Emmanuel Macaron.

Macron confirms to Abbadi the support of France for the control of the federal government over the entire territory of Iraq

French President Emmanuel Macaron assured Iraqi Prime Minister Haidar Abadi of the support of France for the unity of Iraqi territory and the extension of the federal government control over all the territory of the country.

 

A statement by the Iraqi Prime Minister's Office said that Makron telephoned Abadi on Saturday evening, reiterating during the call to "confirm his country's steadfastness in the unity of Iraq and its territorial integrity and its support for the extension of federal authority over all lands and Iraqi borders."

The statement added that Abadi and Makron stressed "the need to resolve the problems through dialogue and adherence to the Constitution and territorial integrity of Iraq."

McCron, received earlier in the day, Saturday, in Paris, Prime Minister of the Kurdistan region of Iraq, Nechirvan Barzani.

During the meeting, McCron stressed France's adherence to the Iraqi constitution, the rights of the Kurds, the territorial integrity of Iraq and the right of the Baghdad federal government to exercise its full authority on national borders.

The situation between Baghdad and Erbil intensified after the September 25 referendum on independence from Iraq. The referendum commission in the region announced the participation of 72.16% in the voting process, of which 92.73% agreed to the separation and the formation of an independent state.

Baghdad protested the inclusion of the disputed areas under Article 140 of the Iraqi Constitution in the referendum process. On 16 October, Abadi decided to begin a process of enforcing security and law, redeployment in all disputed areas, and the return of Kurdish Peshmerga forces to the borders of 19 March 2003 , And the handover of the territory to its border rivals to the federal government.

France welcomed the decision of the Kurdistan government to recognize the decision of the Federal Supreme Court of Iraq, which considered Iraq a single federal state independent, stressing its support for dialogue between Baghdad and Erbil, according to the Constitution.

A deputy in the Parliament of Kurdistan that the Prime Minister of the Kurdistan Region, Nechirvan Barzani, will meet Turkish President Recep Tayyip Erdogan soon.

He said Delshad Shaaban, MP of the Kurdistan Democratic Party in a press statement continued (Basnoyz) that "the Prime Minister of the Kurdistan Region, Nechirvan Barzani arrived on Friday to Turkey and then went to France at the official invitation of French President Emmanuel Macaron.

"The political relations between the Kurdistan region and Turkey hit some of the chill after the referendum on the Kurdistan region on 25 September last but the economic and trade relations remained as they are between the two sides," said Shaaban, a member of the parliamentary energy committee.

Pointing out that "the Prime Minister of the Kurdistan Region, Nezhirvan Barzani, will meet Turkish President Recep Tayyip Erdogan soon," stressing that "the relations will return to normal during the next few days."

The spokesman for the Turkish Presidency, Ibrahim Qalin had announced earlier that the Turkish President Recep Tayyip Erdogan, is in the process of setting a date for the reception of the President of the Kurdistan Regional Government, Nechirvan Barzani.

"We do not hold enmity to any race or sect and what we want is the unity of Iraq, as proof that we have not closed our crossings to the citizens of the Kurdistan Region of Iraq."

Vice President Nuri al-Maliki accused French President Emmanuel Macaron of criticizing his statements calling for dissolving the Popular Struggle Organization, stressing the refusal of any state intervention and imposing its will on the Iraqi government.

Al-Maliki's remarks came in response to questions posed by journalists through his media window, which focused on his position on the French president's statements and his demand to dissolve the popular crowd.

"The French Constitution speaks of non-interference in the affairs of other countries of the world, but we are surprised by French President Emmanuel Macaron's interference in Iraq's internal affairs and demands the dissolution of a legal institution is the popular body Mujahid ".

"These positions are strongly rejected by France and affect the sovereignty and institutions of Iraq, and even contradict the French Constitution

The draft agreement states that "in accordance with the provisions of the Iraqi Constitution as the nominal law in Iraq and be binding in all its fold without exception and to extend the authority of the federal state and law in all provinces without exception met representatives of the federal government and the territorial government at the headquarters of operations Nineveh on 29-10-2017 They agreed on the following points:

1. 2 - the redeployment of Iraqi forces in all areas that lie outside the administrative borders of the provinces of the region, the size of the presence of Peshmerga in those areas and symbolically vary from one region to another as determined by the Federal Administration.

3. Securing the Vishkhabur area of the border forces and the federal forces because there is no legal basis for the involvement of any forces other than the federal forces and the local security forces except in the case of holding the Peshmerga forces part of the armed forces. In such case, the directives and orders of the commander-in-chief of the armed forces must be subject to Iraqi Armed Forces.

4 - Command and control by the federal forces (exclusively) in areas where the redeployment of federal forces.

5 - The leaders of the teams and the formation of the units and units of the federal forces and the Peshmerga axes prepare a plan to explore areas where the federal forces will be redeployed and a process of exchange of pieces.

6. The Agreement shall apply to the areas from which the territorial guards shall withdraw after the signing of this Agreement.

While dividing the responsibility of the 16th division is (Makhmour district towards the valley of Dibke - from the valley of Dibke towards the bridge of the Kuyer and then the following areas: "Hasudiya - Shanaf - Safiya - Tal al - Laban and even the bridge of Khazar" and then from the bridge of Khazar to control the current residence on the outskirts of the city of Kolk, From the Kuweer area to the villages of Hubera, Tel Barour, Baishika and Jabal Maqloub to the control of Birdash, the city outside, and Talqeef and its areas of Batania, Tall Asqaf, Al-Qush, Shikhan to Talul in the north of the city and the Duhok- Mosul road from Al- Fayeda hand inside).

According to the memorandum submitted by the military team and negotiator of the federal government and after studying the proposal of the agreement between the parties was agreed on the following formula:

In accordance with the provisions contained in Articles 110, 114 and 115 of the Iraqi Constitution on the competences of the federal authorities and the authorities shared between them and the authority of the Territory and with regard to the authorities of the region and restore the situation to normal in the region was agreed between the parties in light of the provisions of the Constitution as follows:

Points agreed upon:

Article 53 of the Law of State Administration refers to article 140 of the Constitution, which reads: "The Government of the Kurdistan Region is recognized as the official government of the lands administered by the said government located in Dohuk, Erbil, Sulaymaniyah, Kirkuk, Diyala and Nineveh."

2. In accordance with article 140, dealing with the issue of disputed areas in the light of Article 58 of the Law of State Administration, to take measures to normalize the situation in order to achieve justice and the will of the inhabitants of those areas and to eliminate the effects of unfair actions of previous governments. Disputed areas pending the implementation of Article 140 of the implementation, ensuring its security and the safety of its inhabitants under the principles of the Constitution and its provisions.

3 - The administration of the port of Bishkhabur in the light of paragraph (I) of Article 114 of the Constitution with regard to the joint customs administration. The protection of the security is a joint force of the Peshmerga and the federal forces and the International Alliance, knowing that the area of Bishkhabur falls within the administration of the powers of the territory under the provision of Article 53 of the State Administration Act stage to article 140 of the Constitution.

4 - Joint committees of the federal forces and the Peshmerga forces prepare a plan to explore areas where the deployment of the forces involved.

And on the response of the Kurdistan region on the course of the talks, the team explained to the Government of the Territory that he calls for:

1. Comprehensive cease-fire, which means stopping the fighting and separating the forces along the current front line.

2. Working to return to the joint security and military mechanisms between the army and the Peshmerga to counter the terrorism that still exists.

3. Respect for the borders of the cease-fire and the presence of joint military forces in the disputed areas until the problems of these areas are resolved constitutionally.

4 - start negotiations between Baghdad and the Kurdistan region with the participation of the international coalition on the basis of the Iraqi constitution and the formation of political committees, Dari, legal and military joint on the basis of the study of outstanding problems and resolve.

5 - To demonstrate good faith and create an environment conducive to the start of a positive political dialogue announced the Kurdistan region is ready to establish special arrangements and shared between the Peshmerga and the Iraqi army and representatives of the coalition forces in Bishkhabur, the presence of military limited and temporary until the return of things to normal according to the Constitution.

On the other hand, the Kurdistan Regional Government (KRG) on Thursday offered a joint Kurdish-Iraqi redeployment at the strategic border crossing of Ibrahim al-Khalil with Turkey, north of Dohuk province, with observers from the US-led international coalition.

I agree the news sure does sound quite good! Sadr has me a little worried, but Abadi has been working hard behind the scenes and it is starting to show. 

 

The corruption trials are a great thing, and the ISIS battles are all victories for each town.
