Turkish media announced on Friday that the head of the Kurdistan Regional Government Nigervan Barzani arrived in Turkey through the port of Ibrahim al-Khalil border.

BAGHDAD, Dec. 1 (Petra) - The head of the Kurdistan Regional Government (KRG) on Friday flew to Istanbul on a trip to Paris to meet Macaron. 

A source in the provincial government told the Petra news agency that Najran Barzani had traveled to Turkey on Friday and traveled across the border by land, and from there he was taken by a plane to Istanbul on a trip to Paris. Barzani will travel to Paris on Friday to meet French President Emmanuel Macaron. 

He said Barzani would present to Macron the financial conditions and political differences with Baghdad as well as the unstable political mood among the Kurdish parties themselves.

The Research Department of the Budget Department of the House of Representatives announced the executive summary of the budget of Iraq since the year (2005-2016). 

The Department said in a statement received 'news agency', a copy of it 'The central government has made payments from the federal budget to the Kurdistan Region for the period (2005 - 2016) about (89,130,601) million dinars, (eighty-nine trillion and one hundred and thirty billion and six hundred and one Million dinars). 

The statement added that the total revenues received from the region and registered with the Federal Ministry of Finance for the period (2005-2016) amounted to (2,273,430) million dinars (two trillion two hundred and seventy-three billion and four hundred million dinars).

He pointed out that this is the net amount paid by the federal government after excluding the revenues registered with the Federal Ministry of Finance for the Kurdistan Region (86,857,171) million dinars, (sixty-six trillion and one hundred and seventy-seven billion and one hundred and seventy-one million dinars), that is, the amount of funding is greater than revenues. 

The statement said that the total imports of crude oil exported by the Kurdistan Region (without notice to the federal government) and outside the federal budget for the period (2014-2016) amounted to (21,217,520) million dinars, (twenty one trillion and two hundred and seventeen billion and five hundred and twenty million dinars).

The statement added that the net amounts paid by the central government to the Kurdistan Region after excluding the revenues of the region registered with the Federal Ministry of Finance from (2005 - 2016) will be the amount of approximately (108,074,691) million dinars, (one hundred and eight trillion seven hundred and six billion six hundred and one Ninety million dinars).

BAGHDAD - The Baghdad government on Saturday reiterated its commitment to the constitution and its implementation as a precondition for starting a dialogue with Erbil.

"Baghdad is committed to respecting the Constitution and the decisions of the Federal Court," said Saad al-Hadithi, spokesman for the Prime Minister's Information Office. "We have constitutional provisions that must be applied and implemented on the ground as a basic condition for initiating dialogue."

Al-Hadithi added that "these constants are the restoration of control over all disputed areas, border crossings and oil resources. These are sovereign files that must be applied on the ground and are basic prerequisites for initiating dialogue."

He pointed out that "the agreement on these points are our conditions to restore the rift that resulted from the unconstitutional referendum by the provincial government."

The spokesman said that "all the measures taken by Baghdad in the previous period was derived from the Constitution and any step other than the law and the Iraqi constitution can not proceed."

On September 25, the Kurdistan Regional Government held a referendum on secession from Iraq

The Iraqi government spokesman announced on Saturday, the completion of audit lists of salaries of employees of the Kurdistan region. 

Saad al-Hadithi said in a statement to "Khandan", that the federal government completed the audit procedures in the payrolls of employees of the Kurdistan region. 

Al-Hadithi added that for the purpose of sending the salaries of the region's employees, we are waiting for the approval of the draft budget law and reaching a political agreement between Baghdad and the region.

The Prime Minister of the Kurdistan region, Saturday, that he discussed with French President Emmanuel Macaron 4 main points, including the commitment to a unified Iraq.

Barzani added that he stressed his readiness to hold a dialogue with Baghdad on the basis of the Iraqi constitution, noting that he believes that France plays a role to end the conflict with Baghdad.

"We respect the decision of the Federal Court of Iraq against the referendum on independence, and we live a new era and the referendum has become behind us and explained the position of the Kurdistan government."

On Saturday, French President Emmanuel Macaron received the Prime Minister and Deputy Prime Minister of the Kurdistan Region of Iraq, Nigervan Barzani, nephew of the former president Massoud Barzani, and Kubad Talabani, the son of former President Jalal Talabani, who died in October.

The meeting comes as the crisis between Erbil, the largest city of Iraqi Kurdistan and Baghdad, continues two months after the independence referendum organized by the Kurdish authorities.

French President Emmanuel Macaron called on the Iraqi authorities to dismantle all armed factions, including the popular mobilization forces and the application of Article 140 on disputed areas. 

McCron said during a joint news conference with the Kurdistan Regional Government President Nechirvan Barzani said today that France supports the Iraqi national dialogue and should preserve the rights of the Kurds. Noting that Paris is seeking a mechanism for the launch of dialogue between Erbil and Baghdad, expressing confidence in Abadi ability to solve problems within United Iraq. 

For his part, the head of the regional government, Nechirvan Barzani, said that France can play an effective role in solving the problems of the region with Baghdad according to the Constitution, noting that the provincial government has already announced and now declares its respect for the decisions of the Federal Court.
