The Minister of Planning in the Kurdistan Regional Government, said today's meeting between the two delegations of the region and Baghdad has been very successful in many areas and next week will visit a delegation from the Kurdistan region to Baghdad for import permission from Baghdad. 
A senior delegation from the federal government arrived in Erbil on Sunday. 
Deputy Speaker of the House of Representatives Bashir Al Haddad said that the delegation included ministers of "Industry, Planning, Trade, Culture, Chairman of the Investment Authority and Governor of the Central Bank." 
He added that "the goal of the visit is to find a mechanism to resolve the outstanding problems between Erbil and Baghdad." 
"The meeting was successful and the two sides agreed in many areas," the Kurdistan Regional Government's KRG minister of planning and industry minister told a joint news conference.
"The aim of today's meeting is the participation of the provincial government to organize the work and activities of the two governments, as well as the coordination and facilitation of trade affairs between the region and Baghdad in a number of areas," Ali Sindi, minister of planning in the region. 
He explained that "the Jalal of the meeting discussed the issue of permission to establish factories and export products easily to Baghdad and other Iraqi provinces and for the purpose of import permission, will visit a delegation from the Kurdistan region next week to Baghdad

Baghdad, held a senior officials of the Kurdistan region with a ministerial delegation from Baghdad, Sunday, a joint meeting to discuss a number of outstanding issues between the central government and the region, while the two sides concluded agreements on salaries of Peshmerga and border crossings. 

"A high-level delegation from the central government, composed of a number of ministers and the governor of the Central Bank of Iraq arrived in Erbil, to hold a joint meeting with the Prime Minister of the Kurdistan region and other officials in the region, in order to discuss in a statement to the Secretariat of the Council of Ministers. He added that "the meeting concluded the conclusion of a number of agreements of importance, which was met during the last period between the governments of the Center and the region on outstanding differences for several years on several issues, including oil and budget and salaries of Peshmerga and disputed areas and border crossings. 

The statement stressed that "a number of important issues were discussed, including customs tariffs and border crossings, as well as issues related to the financial, commercial and agricultural aspects." 

He explained that "the delegation of the central government consists of ministers of finance, industry, planning, agriculture and culture, the Chairman of the Investment Authority and the Governor of the Central Bank of Iraq and the Director of Customs and a large number of advisers in the presidency of the Council of Ministers of Iraq."

Not sure where you are getting your info but I can assure you that no one is going to tell the 

CBI what to do. The CBI will RV when they want to. 

 

For ex. 

Central Banks are separate entities from the governments they serve. They are not part of that government. The Federal Reserve is the Central Bank for America, but it is NOT a Federal Institution, it is a Private Bank. And as a Private Bank the members of the Federal Government have no authority over it. 

This is the same with the CBI. The Iraqi government makes laws and implements 

policy that will affect the CBI but only the CBI makes policy that controls the value of the dinar.

Al-Sindi said that talks were held on the granting of licenses to set up factories so that the region will not suffer from a problem and in order to facilitate the arrival of its products to Baghdad and other Iraqi provinces, adding that also to grant import licenses will go a delegation from the Ministry of Commerce in the Kurdistan Region to Baghdad.
At the same press conference, Iraqi Trade Minister Mohammad Hashim said that discussions were held on customs points, imported machinery and materials, with the issuance of an agricultural newspaper to import agricultural products.

ERBIL - Chancellor of Kurdistan Region Security Council, Masrour Barzani, has welcomed the latest discussions between Erbil and Baghdad, considering it a "positive" step towards resolving the remaining disputes between the sides.

A high-level delegation from Iraq led by Minister of Planning Nouri Dilemi arrived in the Kurdistan Region's capital Erbil on Sunday morning for talks on the ongoing disputes between the federal and regional governments.

Alongside other senior Kurdish leaders, Chancellor Barzani, who has been nominated to lead the next Kurdistan Regional Government (KRG), participated in Sunday's vital meetings.

"I joined a high-level delegation in Erbil today on behalf of the Kurdistan Region to discuss with a visiting high-level delegation from the Iraqi Federal Government a number of important, unresolved issues between Erbil and Baghdad," Barzani said in an online statement on his Facebook page.

He pointed out that a number of significant subjects were brought up during the discussions.

"Productive talks today in Erbil with high-level Iraqi ministerial delegation — discussed economic/policy integration and technical agreements to create space and trust necessary to settle ongoing disputes," the Kurdish top security official said in a separate statement on his Twitter account.

In addition to stressing the support of the government of Mr. Adel Abdul-Mahdi, Mr. Nechervan Barzani, Prime Minister of the Kurdistan Region, stressed that the Kurdistan Region is a political entity under the Iraqi Constitution and considered it necessary to deal with the region on this basis and respect its constitutional rights, Commitment of the Kurdistan Regional Government in cooperation with Baghdad in order to solve problems, especially in areas that are in the interest of all the people of Iraq.

He also stressed that the Kurdistan Region wants to progress the rest of Iraq in terms of growth and good economy and improve the situation of each individual in Iraq, and expressed readiness of the Kurdistan Region to help Baghdad in this direction.

The committee held a joint meeting with the Kurdistan Regional Government, headed by the President of the Kurdistan Regional Government, Najirvan Barzani, and the presence of his deputy Qubad Talabani and National Security Advisor and Minister of Interior, Planning and Health, the Head of the Cabinet and the Chairman of the Investment Authority and a number of agents, consultants, general managers and experts in the Kurdistan Regional Government 
. That the Committee on Economic Affairs took its decision at the 10th meeting to hold the next meeting in Erbil to discuss the obstacles and the implementation of the decision of the Council of Ministers in the Federal Government No. 13 of 2019. 
The Committee discussed the paragraphs on its agenda and listened to the technical and legal opinions from both sides to reach final agreements on the implementation of the above paragraphs of the resolution and a national and brotherly brotherhood transparent and a serious desire of both parties to reach common formulas that benefit the people of Iraq.
The Commission has taken a number of important decisions following the following:

- Formation of a joint committee between the representatives of the two governments and in the presence of the representatives of the companies examining the agreement on the mechanism of inspection of imported goods within a period not exceeding (60) days in order to preserve the health of citizens and the environment. The committee submits its recommendations to the Economic Affairs Committee for approval. 
- Holding a joint meeting between the tax authorities in the federal government and the Kurdistan region within two weeks to agree on common formulas for tax work throughout Iraq. 
- Commends the Economic Affairs Committee on the decisions of the Council of Ministers of the region on the implementation of decisions to protect the product and the continued cooperation to consolidate those decisions to benefit the Iraqi traders, manufacturers and farmers, with the addition of a member of the Kurdistan Region Committee Diwan 14 for the year 2018 and the prevention of import.
- Holding a joint meeting between the two ministries of commerce in the federal government and the region, one week after the date of the current session of the final agreement on the issuance of import and export licenses and submit recommendations to the Committee on Economic Affairs. 
- Unify the quarantine and veterinary fees and activate the work of the two committees formed in the Ministry of Agriculture in the Federal Government and the Ministry of Agriculture and Water Resources in the Region and continue to hold their meetings of the best continuous coordination service for the public interest, with the formation of a direct and mutual operations room between the two ministries to deal with emergency cases and the spread of epidemic diseases, Agricultural and veterinary services. 
- Approved the holding of periodic meetings every 3 months between the Committee of Economic Affairs and the Kurdistan Regional Government to follow up the implementation of their decisions and coordination in the common economic issues.

The Economic Committee of the Council of Ministers on Monday announced the adoption of important decisions with the provincial government. 
"The Economic Committee of the Council of Ministers held today a joint meeting with the Kurdistan Regional Government to discuss the obstacles and the implementation of the decision of the Council of Ministers in the Federal Government No. (13) for the year 2019," the media office of Fuad Hussein said in a statement received by Mawazine News. 
He explained that the committee discussed important decisions, including: 
- The provincial government take the necessary legal measures to take the recommendations of the record signed between the Border Ports Authority and representatives of the provincial government to unify the procedures in all outlets of the Republic of Iraq, including legislative procedures during the period of (6) Months".
- The ministries of planning in the federal government and the region to standardize the procedures for the classification of contractors during the period (60) days and submitted to the Economic Affairs Committee for ratification. 
- Approval of the mechanism of joint action to activate the Industrial Investment Law for the private and mixed sectors No. (20) for the year 1998 and ratified by the ministers of industry in the federal government and the Kurdistan Region.
