ERBIL, Kurdistan Region – Media reports on Wednesday claiming the Kurdistan Regional Government (KRG) is prepared to send Iraq 250,000 barrels per day (bpd) of oil in exchange for financial backing are “a total fabrication”, a government spokesman said Thursday. 

Safeen Dizayi, the KRG’s spokesperson, flatly denied reports concerning the content of Wednesday’s Supreme Oil and Gas Council meeting, which reportedly involved the long-standing oil dispute between the governments in Erbil and Baghdad. 

“The meeting yesterday of the Regional Council for Oil and Gas was a normal meeting, and whatever was published about it contains no truth and is a total fabrication,” read the KRG statement, without offering any detail on the content of the meeting.

Sources told Rudaw ahead of the meeting that the Region is prepared to hand over 250,000 bpd of oil to Iraq’s State Oil Marketing Organization (SOMO), as stipulated by the 2019 budget bill, provided Baghdad meets certain financial conditions. 

If Baghdad is willing to pay the salaries of the KRG’s public employees, pay the debts the KRG owns to oil companies, and dedicate a budget to support the operation of oil fields, the source said the Region would be prepared to hand over the oil.

However, Rudaw understands the KRG will most likely be unable to meet its obligation to hand over the oil due to existing contracts and debt repayments.

Past and current lawmakers in the Region’s parliament and the Iraqi parliament have told Rudaw the KRG’s oil is sold under long-term contracts. The KRG is also relying on its oil revenues to repay outstanding debts.

The characteristically vague KRG statement did however say the Region “desires” to resolve issues with the Iraqi federal government through dialogue, without specifying what these issues are.

The Kurdistan Regional Government on Thursday issued a clarification on the fact that the Regional Oil and Gas Council has decided not to hand over the region's oil to Baghdad and set up a committee to visit Baghdad to agree on the issue. 
The spokesman of the Kurdistan Regional Government, Sven Dzai, in a statement received / Mawazine News / copy, "The media published news and press reports about yesterday's meeting, Wednesday, February 27, 2019, the Regional Council for oil and gas, unfounded.

The Kurdish Democratic Party (KDP) is ready to resolve the issue of the Kirkuk governor with the National Union against the oil file in the province, confirmed informed Kurdish sources.

The Finance Committee of the parliamentary, Saturday, the federal government to send salaries for 12 months for employees of the Kurdistan region from last year. 
"The information that they have reported that the federal government sent 317 billion Iraqi dinars, for the Kurdistan region twice the salaries of the months of January and February of this year," said MP Sherwan Mirza. 
He added that "this amount sent from the budget 1/12 of 2018, which means the completion of the federal government to send salaries of staff of the province for the past year." 
He said Mirza, "Baghdad has not yet begun to send salaries of employees of the Kurdistan region in accordance with the new budget law," noting that "is expected to send the federal government salaries this month in accordance with the federal budget law for the year 2019."
The member of the Committee, "The House of Representatives will resume its meetings on the fifth of March," pointing out that "the Finance Committee will meet with the Federal Minister of Finance to discuss the issue of sending salaries of staff of the region in accordance with the new budget law."

The Kurdistan Regional Government announced on Saturday its intention to send a Kurdish delegation to the capital Baghdad to discuss a number of files and solutions to the existing common problems, including the dues of farmers in the region.

Abdul Razzaq Naundi, Director General of the Ministry of Industry and Trade in the Kurdistan Regional Government, said in a statement to the «orbit», that 'is scheduled to go from Kurdistan to Baghdad, to discuss several files, including food coupons for citizens, and financial benefits to farmers Territory, and how to register commercial companies'.

"Naundi pointed out," the existence of contacts and dialogues with the Iraqi Ministry of Industry to resolve the existing problems, as well as contacts with the Center to resolve problems related to food vouchers, pointing out that the Iraqi government was informed of an official letter in this regard.

Lol I was just thinking while reading something along these lines but mine was ... I imagine how long it'll take before the Kurds start fussing over there 12mo paid in advance salaries... smh low-key starting to believe the Kurds are an ungrateful bunch

It was a regular meeting and what was reported by some news outlets did not reflect the reality, but it was false reporting.

As it has always reiterated, the Kurdistan Regional Government reaffirms its commitment to resolve issues and disputes with the Iraqi Federal Government through dialogue.

ERBIL, Kurdistan Region — An overarching theme echoed by Kurdish leaders at the Erbil Forum was that they want to be a part of the Iraq they agreed to when the constitution was drafted, and Iraqi leaders need good relations with Kurds for stability not only in the country but in the wider Middle East.

"We don't have a central government as it should be, though we have it in the constitution. The constitution is dealt through a selective way. The articles that relate to the issue of federalism and the central government have been ignored," argued Kurdistan Islamic Union (KIU) leader Salahaddin Bahadin.

Following the US invasion and ousting of Saddam Hussein in 2003 prominent Kurdish leaders like the late PUK leader Jalal Talabani and KDP President Masoud Barzani went to Baghdad wanting to be "true partners" in the Iraqi state.

They sat with Shiite political leaders who had been sidelined or even exiled and worked with Sunnis to incorporate protections for all of the country's ethno-religious groups and sects. 

"The priority was given to other issues instead," claimed Bahadin at the Erbil Forum on Friday.

Iraq and the Kurdistan Region effectively operate as two separate countries with independent economies, security apparatus, and school curriculums.
 

When Kurdish and Iraqi officials come together it is often to rubber stamp deals pre-agreed by political parties. To better address this gap, an advisor to Barzani revealed to Rudaw English that the Kurdistan Regional Government (KRG) is discussing a new position, a Minister of Federal Affairs.


"The issue between Kurdistan and Baghdad remain unresolved because the constitution is not given the final say... Iraq has a state, but we don't have a nation. We have different components and the components are in a negative competition," Bahadin added.

Adnan Mufti, the former speaker of the Iraqi parliament who is also a PUK Politburo member, reiterated the sense among many Kurds say they don't feel Iraqi, but had hope during the liberation — 15 years ago.

"After we voted for the [Iraqi] constitution [in 2005], I conducted an interview with al-Hayat newspaper, he asked me 'Do you feel you are Iraqi?' I said: 'It is the first time I feel I am an Iraqi after the constitutional vote," Mufti said.

Iraq has a Federal Court in Baghdad that it calls a "supreme court;" however, it is weak and the constitution was not followed when it was established.

"The constitution includes real partnership, Turkmens, Assyrians, Kurds and Arabs are held equal and have their rights recognized," Mufti said.

Under the Baathist thumb, Kurds and Shiite were persecuted through multiple ethnic cleansing campaigns including the massacre against the Barzanis, Anfal, and Halabja.

"...when we were abroad, we felt Iraqi only because we had the Iraqi passport," said Mufti.

"But at the time we felt our rights were violated and that we did not have any rights. I also said [in that interview] that our future will be marked by how far the constitution will be implemented."

Osamah al-Nujaifi, the former speaker of the Iraqi parliament, acknowledged that Kurds need to play a greater role in Baghdad.

"...the unresolved issues between the central government and the Kurdistan Region cannot be postponed. These are problems already postponed and will explode one day," said the Sunni politician.

Nujaifi underscored that Erbil-Baghdad relations directly affect security in northern Iraq.

"When the relationship with the Kurdistan Region remains unstable, this will influence the situation in Mosul, Diyala and Kirkuk. These problems are all interrelated, and we failed to find solutions to the rising problems," he said.

Ayad Allawi was prime minister of Iraq during the transitional period. He is Shiite, but not a hardliner. In the 2018 parliamentary election he led the Wataniya that included Nujaifi and other Sunni politicians.

"Iraq is the center of the Middle East security. Iraq is the backbone of the stability of the greater Middle East, he said.

Allawi is considered a statesman who was present with Barzani and Talabani as the new constitution was drafted and agreed upon.

"When we were in the opposition [against Saddam] — the Americans did not want to admit — we used to say that Iraq is the center of the stability in the Middle East," he argued.

A trend at the Erbil Forum was that stabile Erbil-Baghdad relations strengthen Iraq; therefore, Kurds want to be a part of an Iraq in the spirit of the 2005 constitution if it is going to avoid another cycle of extremism. 

"If something bad were to happen to it [Iraq], the entire region will not enjoy stability. And lack of stability in the Middle East would influence the entire world," Allawi said.

The chief of staff of the Peshmerga forces, General Jamal Eminki, said on Saturday that the committees formed between the Peshmerga and the army are continuing their work, warning that the da'ash has become a serious threat to the Kurdish areas outside the administration of the region. Iraqi forces have no ability to protect them.

"In terms of the Kurdish areas outside the administrative borders of the province, a group of committees has been formed between the Ministry of Peshmerga and the Ministry of Defense. It is continuing its work and conducting a comprehensive survey of those areas and at any time they complete their work," he said.

He added that "the preacher does not pose a threat to the Kurdistan region because the defense sites of the Peshmerga forces have been well governed, and the organization will not be able to carry out any operations against the region," but added that "a daunting poses a significant threat to areas under the protection of Iraqi forces, especially the Kurdish areas outside the administration Territory ".

He added that the organization of Daqash poses a danger to those areas, especially: Makhmour, Kirkuk, Mosul and Sinjar, which does not have the presence of the Peshmerga forces, except for the Iraqi forces, which can not provide the necessary protection.

MP from the Patriotic Union of Kurdistan Sherwan Mirza, Saturday, that the federal government will send salaries of employees and the Peshmerga in any way. 
"The federal government will begin to send the share of the Kurdistan region from the general budget for the year 2019 as of March next year," Mirza said in a statement conveyed to the media of his party and informed Mawazine News. 
He added: "According to the general budget for the year 2019, if the Kurdistan Regional Government handed over 250 thousand barrels of oil to the company Sumo, the federal government will send the share of the Kurdistan region of the budget fully." 
He explained: "In the case of non-delivery of oil to the company Sumo, the federal government will pay salaries of staff and allocations of Peshmerga forces only, amounting to 522 billion dinars."
He stressed that "the federal government will in most cases send a sum of 522 billion dinars to the Kurdistan Regional Government because this amount is the allocations of salaries of employees and the Peshmerga and agreed between all the parliamentary blocs and this text is clearly in the budget." 
He pointed out that "the Kurdish deputies will return to the capital Baghdad during the next week, and will hold a meeting with the Federal Minister of Finance to discuss the budget and the share of the Kurdistan Region."

Turkmen forces warn of entering Kirkuk in political auctions

The Turkmen political parties and forces and the members of the House of Representatives and the Turkmen province, sat a meeting in the Turkmen Front in Kirkuk, while the attendees warned of the involvement of the province in political bidding. 
"The political and security situation in Iraq in general and the Turkmen areas in particular was discussed," the statement said. "The head of the Iraqi Turkmen Front MP Arshad Salhi made a presentation that included his participation in the consultation meeting held by the President of the Republic on 27 February 2019 in the capital. Baghdad". 
The political parties and political forces of Turkoman decided not to include the issue of Kirkuk and the formation of the local government as a political deal between the two Kurdish parties during their negotiations in the formation of the regional government and the completion of the cabinet cabins in Baghdad.

Nujaifi underscored that Erbil-Baghdad relations directly affect security in northern Iraq.

"When the relationship with the Kurdistan Region remains unstable, this will influence the situation in Mosul, Diyala and Kirkuk. These problems are all interrelated, and we failed to find solutions to the rising problems," he said.

Ayad Allawi was prime minister of Iraq during the transitional period. He is Shiite, but not a hardliner. In the 2018 parliamentary election he led the Wataniya that included Nujaifi and other Sunni politicians.

"Iraq is the center of the Middle East security. Iraq is the backbone of the stability of the greater Middle East, he said.

Allawi is considered a statesman who was present with Barzani and Talabani as the new constitution was drafted and agreed upon.

"When we were in the opposition [against Saddam] — the Americans did not want to admit — we used to say that Iraq is the center of the stability in the Middle East," he argued.

A trend at the Erbil Forum was that stabile Erbil-Baghdad relations strengthen Iraq; therefore, Kurds want to be a part of an Iraq in the spirit of the 2005 constitution if it is going to avoid another cycle of extremism. 

"If something bad were to happen to it [Iraq], the entire region will not enjoy stability. And lack of stability in the Middle East would influence the entire world," Allawi said.

For quite a while the Kurds played the " done hard & ruff by the Iraqis " card . . . after some time had gone by they slowly but surely began to show their Azz.

BAGHDAD - Mawazin News 
revealed a source familiar with, on Sunday, a visit to a Kurdish economic delegation to Baghdad this week. 
The source told Mawazine News that "a commercial economic delegation representing the ministries of industry and agriculture in the Kurdistan region is heading to Baghdad this week." 
He added that "the delegation will discuss in the capital a number of outstanding issues with Baghdad and coordinate the work of both sides."

A source close to the Minister of Finance Fouad Hussein , on Sunday, the disbursement of dues of employees of the Kurdistan region .
 
The source told Alsumaria News that "has been released dues of the last three months of 2017 for employees of the passports of the Kurdistan region, and has been the payment of the salaries of the dams in the region."
 

The source, who asked not to be named, said that "the Minister of Finance has launched the dues and salaries of the staff of the province for this year and according to the quota prescribed in the State Budget Law of 2019."

The Turkmen Front on Monday revealed Kurdish attempts to coax Baghdad into control of Kirkuk. 
"The oil Kirkuk and its Turkmen and Iraqi presence, will erupt a new crisis and will burn Iraq and the region if not handled with caution," said the head of the Front, Arshad Salhi, in a statement received by Mawazine News. 
"The attempt by the two Kurdish parties to make Kirkuk a deal between Erbil and Baghdad is a wrong course, and they will not be divided into two independent administrations," he said. "The attempt by the Kurdistan Democratic Party to subjugate Baghdad to regional pressure and try to control Kirkuk militarily and militarily after Oct. 16 is a wrong track." 
He called Salhi, Baghdad "
He continued: "We advise you again not to commit the mistake of the referendum, (and most importantly do not deceive the Kurdish people slogans) and the issue of Kirkuk between its components and Baghdad, and the position of the governor political maturity Turkmen."
