The Bahraini newspaper Khaleej newspaper reported on Thursday that Iran has lifted its hand on Parliament Speaker Salim al-Jubouri and instructed the leader of a coalition of state law, Nuri al-Maliki, to dismantle the partnership from al-Jubouri for his latest moves.

The newspaper quoted a member of the National Alliance and a leader in the stream of wisdom Hamid al-Ma'ala, saying 'the forces of the Shiite alliance agreed to reject any initiative provided by a Sunni party to resolve the crisis with the Kurdistan region.'

The newspaper said that 'leaders in the National Alliance believe that the Sunni forces indirectly support the referendum of the Kurdish region, in preparation for the claim of a similar province in the Sunni areas and the convergence of the communal sectarian began to appear between the Kurds and Sunnis.

Kurdish Peshmerga forces blocked roads from the Iraqi Kurdish region to the country's second city Mosul for several hours in response to Iraqi troop movements, a senior Kurdish military official said.  

"The two main roads connecting Erbil and Dohuk to Mosul were cut off on Thursday with sand embankments as a precautionary measure after we detected an increase in deployments and movements of Iraqi forces near the front line with the Peshmerga," the official told AFP news agency. 

Hours later, the barriers were removed and "the situation returned to normal," he said.

The move came after Kurdish authorities said late on Wednesday they feared Iraqi government forces and allied paramilitary units were preparing to launch an assault on the autonomous northern region. 

"We're receiving dangerous messages that the Hashed al-Shaabi [paramilitary forces] and federal police are preparing a major attack from the southwest of Kirkuk and north of Mosul against Kurdistan," the Kurdistan Regional Government's Security Council said.

The warning came amid escalating tensions between Iraq's Kurds and central authorities in the wake of last month's Kurdish independence referendum.

In the oil-rich region of Kirkuk, which is disputed between the Kurds and Baghdad, a local commander said there were no immediate signs of movement.

"We have seen no unacceptable movement on the part of Iraqi forces," said Wasta Rasul, the commander of Peshmerga forces in southern Kirkuk. 

Rasul said the Peshmerga were in meetings with the US-led coalition that has intervened in Syria and Iraq against Islamic State of Iraq and the Levant (ISIL) and that "its aircraft are monitoring the situation carefully".

The coalition has worked with the Peshmerga, as well as pro-government forces, in the battle to remove ISIL from areas it seized in Iraq in mid-2014. 

"Some ISIL terrorists have been allowed to enter Kirkuk," Iraq's Prime Minister Haider al-Abadi said on Wednesday. "We ask the Kurdistan region and we ask Kirkuk - which is under the federal authority - to send officials to Kirkuk to get these terrorists and investigate them."

Security sources said Iraq's elite Counter Terrorism Service (CTS) and Rapid Response Force had deployed more troops near Rashad, a village 65km south of Kirkuk, near Peshmerga positions.

The spokesman for Iraq's Joint Operations Command refused to confirm or deny any preparations for an offensive.

"What I can say is that our forces in Hawija have accomplished their duty and have started to clear the region of explosives and restore the law in order to allow people to go home," said Brigadier-General Yahiya Rassul.

Iraqi forces last week retook control of Hawija, one of ISIL's last enclaves in the country, which is close to Kurdish majority areas.

Baghdad and Erbil have been locked in a standoff since voters in the semi-autonomous Kurdish region overwhelmingly opted two weeks ago for independence in a referendum the central government called illegal. 

Iraq has cut the Kurdish region off from the outside world by severing air links, while neighbouring Turkey and Iran have threatened to close their borders and block oil exports.

Turkey will gradually close border gates with northern Iraq in coordination with the central Iraqi government and Iran in response to the independence referendum, Ibrahim Kalin, President Recep Tayyip Erdogan's spokesman, said on Thursday.

In Baghdad, the Kurdish referendum has dominated all other official proceedings. Lack of progress on electoral laws means federal elections could be postponed – again.

The controversial Iraqi Kurdish referendum on independence has also had a divisive impact on politics in Baghdad. For one thing it has ended the historic alliance between the Kurdish politicians and their Shiite Muslim counterparts in Baghdad. But perhaps more importantly, it is preventing the passage of important legislation and the efficient running of the Iraqi parliament.

In Iraq, a new set of legislation is drafted for each election. The Iraqi parliament started planning for this two months ago but have not managed to achieve much.

Between September 16 and November 9, the parliamentary agenda had tabled an ongoing discussion of a new series of laws related to provincial and federal elections, slated to be held in April 2018. MPs were also supposed to be nominating new members for the Independent High Electoral Commission, or IHEC, the body tasked with overseeing elections in Iraq.

“Three weeks before the referendum, there had been progressive talks and we had reached a preliminary agreement,” Hassan Turan, the MP for the Turkmen Front from Kirkuk, told NIQASH. “But the referendum crisis has delayed further talks and everyone got obsessed with that issue.”

In fact, the last five meetings of MPs have focused almost solely on what to do about the referendum and ignored the electoral laws that will be needed early next year.

In one particularly lively session on September 25, the same day the referendum on Kurdish independence was held, dozens of politicians made passionate speeches about the subject. At the end of the session, the MPs voted to ask the Iraqi prime minister, Haider al-Abadi, to deploy federal troops in the northern city of Kirkuk and other “disputed territories” – these are areas the Iraqi Kurdish and Iraqi Arabs have been fighting over for years.

If a conflict between Baghdad and the KRG is avoided, any impact on Iraq's credit rating will be limited in the near term, the agency said.

"The referendum in the Kurdistan region of Iraq shows the continued political risks of Iraq, and the referendum highlights the deep political divisions in Iraq, although it is difficult to predict the implications in the short term.

For his part, Salam Ismail, one of the workers in a beautiful market east of Baghdad, said that "the movement of the market is almost normal despite the deterioration of the political situation with the Kurdistan region," adding that "traders who rely on the import of goods from Turkey are watching the situation without taking any decision Importing goods from Turkey ".

"

"The market in central and southern Iraq is not affected by the referendum within the region," said economic expert Thuraya al-Khazraji. "The only victim in the political crisis is the citizen in Kurdistan because of the closure of roads and border crossings and the instability in the markets. And citizens are scrambling to buy food in anticipation of any emergency. "

"The Baghdadi citizen is no longer affected by shocks after events over the years of political events and financial and economic crises."

On the other hand, the head of the mission of the World Bank in Iraq, Rubiro Bujouda, the government is making great efforts to reduce spending and increase the financial returns by following several ways to bridge the budget deficit without affecting the private sector in Iraq.

He added that "in this area, the World Bank has allocated $ 350 million for the reconstruction of part of the liberated areas in the provinces of Salah al-Din and Diyala, in addition to the allocation of another amount of $ 355 million to rehabilitate the main road that connects Basra to the Kuwaiti border and the port of Umm Qasr" . 

He noted that "Iraqi fiscal policy or more accurately" the general budget "linked to oil prices, as the decline in the price of a barrel of oil directly affects the treasury revenues. "There are many factors that affect the increase in expenditures, including spending on military armament, to fight the terrorist organization, which constitutes a large proportion of Iraq's budget, which in turn puts pressure on the fiscal and monetary policy in Iraq."

He pointed out that "the government is making great efforts to reduce spending and increase the financial returns by following several ways to bridge the budget deficit without affecting the private sector in Iraq and this represents the request for loans without affecting the size of cash in Iraq or in private sector investment "He said.

He pointed out that "the biggest challenge we face is the security situation not only in terms of the presence of the World Bank teams on the ground, but to attract interested teams to work in those areas, so the project was placed under the emergency tent, which allows the use of government institutions and private sector institutions for reconstruction Those areas ".

He stressed that "all reports prepared by the World Bank are carried out through cooperation and work as a team with government agencies, and no data is published only after the approval of government agencies to publish."

"In order to promote the private sector, we must not rely entirely on the government sector to provide employment. The government has started to implement its private sector development strategy by reforming legislation on the development of this sector, Funding to be made available to the private sector, including small and medium enterprises, to provide more job opportunities. "

ISIS last week Kurds this week im not cynical by any means but one has to understand when the " important legislation " as its referred in the article ever see's the light of day it shifts some of the money from the corrupt goi / parliament members  bank accounts to the citizens of Iraq and they have been slow walking that for years and years now stealing the country blind while they bought up half of London .... we wait
