The Arab coalition, headed by Saleh al-Mutlaq, said on Wednesday that the issue of annexing Kirkuk to the referendum needs national consensus and does not accept compromise, among that the vote of the Kirkuk Provincial Council in the absence of Arab and Turkmen components on the referendum exceeded the constitutional powers granted to the provincial councils.

"The political process that was built in Iraq was built according to the Constitution and in accordance with national consensus in making important and fateful decisions," a statement by the coalition said. "The measures taken by the Kurdish parties controlling the Kirkuk Governorate Council All this is based on this process and thus the vote of the Kurdish parties with the approval of the governor of Kirkuk bears the responsibility of Massitj of negative disasters as a result of irresponsible behavior towards the people of the province. "

He added that "the meetings held by the Kurdish delegation in Baghdad received a message from officials that the Arabs and Turkmens are reluctant to hold a referendum outside the borders of the region," noting that "the leaders of the region to take the dialogues a way to reach satisfactory solutions for the Iraqi people and not be a political imposition The reality is based on this sensitive issue. "

He thanked the coalition, "the leaders of the region with their noble attitudes towards the embrace of displaced people who have been subjected to the most recent attack of modern history by calling the terrorist Khawraj era," adding that "strategic issues that do not accept compromise, including the issue of Kirkuk, which we call the small Iraq to include all Iraqi components need to agree patriotic".

The decision of the Kirkuk Council threatens to block the adoption of the provincial elections law

 Baghdad / Mohammed Sabah

The initial agreement reached by the components of Kirkuk to overcome the node of local elections, threatened to collapse after the decision of the provincial council to include a referendum in the Kurdistan region to be held in September next.

The Arab component is required to deal with the decision of the recent Kirkuk Council, in return for resuming negotiations with the Kurdish component, which was supposed to start after the Eid holiday. In the view of the representatives of the Arabs of Kirkuk that the inclusion of the referendum will prevent passage of the law of provincial elections.
The Kurdish blocs reduce the importance of reservations made by some components in Kirkuk, denying the existence of a link between the annexation of Kirkuk to the disappearance and the holding of local elections that have been stalled since 2005. The MP of the Union of Iraqi forces, Mohammad Tamim, told the (range) yesterday, "The decision of the province Kirkuk by agreeing to involve them in a referendum in the Kurdistan region will block all efforts to pass the law of provincial elections after the Eid holiday.
The Kirkuk Provincial Council voted on a request by Governor Najmuddin Kareem during a session on Tuesday on the decision to include the province for a referendum in the Kurdistan region in the province of Arab and Turkmen representatives.
The decision comes after the recent rapprochement between the components of Kirkuk on the organization of local elections in conjunction with the rest of the provinces, after a series of amendments to Article 37 of the draft law on provincial elections and districts and districts. The article on the organization of the Kirkuk elections blocked the completion of the vote on the provincial elections law in more than one session of the parliament, due to the continuing dispute between the Kurdish component and the rest of the components of the governorate to distribute the posts and decide the fate of the province.
"One of our conditions for the resumption of negotiations with the Kurdish component after the Eid holiday is to cancel the decision of the Kirkuk provincial council and prevent its annexation to the region in the referendum," said Tamim, a senior Arab Kirkuk resident. "The decision will create a major crisis in the House of Representatives." The leader of the Union of Forces that "the final agreement, reached by the components of Kirkuk, stopped at two points; first, which determines the fate of the province of Kirkuk? And secondly, when the voter register is checked; before the elections during the elections or after the elections? Stressing that "this agreement became a threat after the decision of the Kirkuk Provincial Council."
The Kirkuk Provincial Council, which was elected in 2005, consists of 41 members, 26 to the Kurdish Brotherhood list, 9 to the Turkmen and 6 to the Arabs. In the coming years, the governorate has not witnessed elections at the level of the provincial councils due to disagreements over determining the percentages of the representation of the components and the failure to implement Article 140. The PUK bloc responds to the threats of MP Mohammad Tamim saying that "the subject of the referendum is different, Considering the disruption of the agreement will lead to the return of all rounds of negotiations.
"The components of Kirkuk, through a series of meetings, reached advanced stages to resolve the crisis of organizing the elections for the province," MP Amir Karim said in a statement. He added that "the agreement will resume after the Eid holiday to pass the law of provincial elections, which has become dependent on resolving the problem of Kirkuk."
And recognizes the decision of the House of Representatives MP Christian Imad John the difficulty of passing the law of provincial elections under the recent decision taken by the Kirkuk Provincial Council, considering that this will be to reach final agreements on Article 37 on the organization of the vote in Kirkuk.
Article (37 / I) of the provincial elections law that "Kirkuk provincial council elections and districts after taking into account the following:
a / review and audit data and records all, concerning the population status of the province , including the voter register.
B / identify a mechanism for sharing The highest positions in the province except the federal posts to ensure representation of all components of the province
c / The status of the province of Kirkuk remains as it is now until the House of Representatives decide to put the province in the future.
Among the controversial articles facing the passing of the provincial elections law is article 52 of Law No. 36, which provides for the sharing of power among Arabs, Turkmen and Kurds by 32% each, compared with 4% for the Christian component.
"In the event that the parties do not reach an agreement that deals with the issue of Kirkuk provincial elections, the parliament will resort to presenting the government proposal to vote along with the proposals of all components," John said in a statement. He stressed that "any of these proposals that get the highest votes, will be passed in the
House of Representatives."

 Baghdad Mawazine News

Kurdish political sources revealed on Saturday that an Iranian delegation visited the Kurdistan region a day before Eid al-Adha and met with the president of the province Massoud Barzani and leaders of the National Union in another Iranian attempt to discourage them from holding the referendum of September 25.

"The Iranian delegation was headed by former Iranian ambassador Hassan Danaye fled, and went from Sulaymaniyah to Erbil to meet with Barzani in another Iranian attempt to discourage the Kurdish authorities from holding a referendum on September 25, and to inform them of the Iranian rejectionist position. For the process in whole and in detail. "

The sources said that "the delegation expressed Tehran's readiness to mediate and use its influence in order to reach Baghdad and Erbil to the agreement, especially with regard to the financial and political issues outstanding between the two sides."

Danay Farr is one of the Iranian political and security figures who enjoys special relations with Kurdish leaders, especially after being represented by Tehran in the capital Baghdad between 2011 and 2017.

It is noteworthy that the President of the Kurdistan region, Massoud Barzani, announced last June, the determination of the twenty-fifth of next September, a date for the referendum on the independence of Kurdistan, which provoked a variety of reactions at the Iraqi and international levels.

The intensification of the crisis in Kirkuk and helicopters with international protection

The crisis in Kirkuk has taken a serious and sensitive character, especially after the direction of the provincial council to include in the referendum of Kurdistan . As security and political crises intensify, the Arab and Turkmen components are moving towards international protection, while Turkomen seeks to sue the Kurdish governor for corruption and lawlessness.

Arab leaders in the province say that the provincial council and local administration, which is dominated by the Kurds are raping the rights of Kirkuk, and threaten the civil peace in a real threat. This position will prompt them to resort to the United Nations to provide international protection of its components.

This position also corresponds to the position of Turkmen, especially with the helicopters of some of the component leaders to start proceedings to prosecute the governor of Kirkuk, Kurdish Necmettin Karim, on charges of corruption and administrative and legal violations, and perhaps also to the positions of the last governor of the referendum in Kurdistan.

Not only that, but followers that what is happening in Kirkuk puts the central government at stake, and the importance of its immediate intervention after the rebellion against the decision of the Iraqi judiciary to cancel the decision of the provincial council to raise the Kurdish flag on the departments and institutions of the province.

This comes at a time when observers warn of national conflicts in Kirkuk, because of the decision of the local council to hold the referendum, in preparation for annexation to Kurdistan.

Abadi and Barzani in a telephone conversation to discuss the security situation and ignore the referendum

Baghdad Mawazine News

Iraqi Prime Minister Haidar al-Abadi and Kurdistan Region President Massoud Barzani discussed in a telephone conversation the situation on the ground in the war against the organization calling.

"Barzani congratulated Abadi on the occasion of Eid al-Adha, as well as the victories achieved by the Iraqi forces against" Daash "and the liberation of the district of Tal Afar in the province of Nineveh.

Iraqi Prime Minister Haidar al-Abadi held telephone talks with Kurdistan Regional President Massoud Barzani in several files, especially the latest developments in the situation related to the fight against the organization and the military coordination between the two sides.

For the first time in nearly a quarter of a century, the Peshmerga forces fought alongside the Iraqi army as part of the battle in Mosul, a move considered by Iraqi officials as a "historic" response.

The area under its control has shrunk dramatically, losing its main strongholds throughout Nineveh province in 10 months of fighting.

The Kurdistan Regional Presidency said in a statement that during a telephone call between Barzani and Abadi discussed "the situation on the ground on the fronts of the war against terrorists is calling."

The statement said that Barzani congratulated Abadi on the victories achieved by Iraqi forces in the battle to regain control of the city of Tal Afar.

Iraqi forces seized Tal Afar and surrounding areas in a nearly 10-day campaign under air cover from the Washington-led international coalition.

This comes as the attention of the Iraqi forces and Peshmerga forces to Hawija, which is the last strongholds important to the organization of Dahed in the northern regions of Iraq.

The battle of Hawija probably requires cooperation and coordination between the Kurdistan region and Baghdad, where the Peshmerga is surrounded Hawija from Kirkuk.

The Presidency of Kurdistan said that Barzani stressed during a telephone conversation with Abadi, "the need to continue coordination and cooperation between the Peshmerga forces and the Iraqi army forces in the war against the terrorists are urging."

The statement of the presidency of the province did not contest whether the two sides discussed the battle to regain control of Hawija or the file of the independence referendum in Kurdistan.

Abadi praised the cooperation and coordination between the Peshmerga forces and the Iraqi forces, which was repeated by Iraqi and US officials later.

Barzani: Referendum “Peaceful Mean” to Let the World Hear Voice of Kurdistan

Barzani: Referendum “Peaceful Mean” to Let the World Hear Voice of Kurdistan

ERBIL — Kurdistan Region President Masoud Barzani has reiterated that the September referendum on Kurdistan’s independence is a “peaceful mean” to let the world hear the voice of the people for which the failed political practice of the past century is no longer an option.

The remarks were made in a message Barzani sent to the Kurdish diaspora in Denmark who organised an event on Saturday in support of the independence vote.

Barzani hailed their support, saying that such a significant backing gives courage to the people in Kurdistan Region.

The Kurdish president stated that Kurdistan Region may no longer accept persecution and marginalisation. “The Iraqi government has failed to remain committed to the principles of partnership… the Kurds are not obliged to stay with Iraq, [but] we would like to be as two friendly neighbours who can cooperate on political and economic affairs as well as anti-terrorism efforts,” reads Barzani’s statement.

Barzani reaffirmed that the referendum is the path towards statehood, a state based on federal and democratic principles. “The rights of all components and nations will be preserved,” he emphasised, noting that there would certainly be no room for sectarianism and extremism in the future independent state of Kurdistan.

The Kurdish president also renewed a call on the diaspora Kurds to go to the polls and vote in the referendum as this is a national project and not a bid for a specific political faction or an individual.

Kurdistan Region has set a referendum on its independence from Iraq for 25th September. The Kurdish diaspora will be allowed to vote electronically  via this link.

I think this whole thing is a negotiating ploy.  The referendum is not binding (more of a show of hands- "who wants this?"), but would be something to threaten Baghdad with in order to get their "fair share" of the budget.  If the GOI/CBI need them on board to be compliant with the IMF/World Bank/UN, they will give them their 17%+ and pay what's owed.  The GOI will always have the option to cut their 17% off if they declare independence.  Once the people are getting a share of the oil money pie, they won't want to leave.
