June 8, 2017

Announced, Germany, on Thursday, it is concerned that the KRG plans to hold a referendum on independence next September could inflame tensions in the region.

This came during a statement by German Foreign Minister, Sigmar Gabriel, quoted by Reuters in the first international reaction to the plans announced by the regional president Massoud Barzani to hold a referendum on 25 September next.

Gabriel said that "we can only be wary of taking unilateral steps in this case," adding that "the unity of Iraq is in great danger."

He continued that "redrawing the borders of the state is not the right way and may lead to the aggravation of the difficult situation already troubled in Erbil and Baghdad as well."

Gabriel called "all parties to seek dialogue and find a consensus to deal with outstanding issues and not to ignite conflicts again in the disputed areas between Erbil and Baghdad."

He said that "it is necessary to maintain unity inside Iraq to support the ongoing war against al-Daesh."

He said that "victory was not achieved after the war against Daesh and only together we can take the following steps which may be the most important in dealing with the challenges ahead."

The, Russian Foreign Ministry announced earlier on Thursday, its support for the unity of the Iraqi territory, calling for the settlement of all disputes between Iraqi Kurdistan and Baghdad through dialogue.

The spokeswoman said Foreign Ministry spokesman Russian Maria Zakharova told a news conference today that "the Kurdistan Regional leaders statements about a referendum on self-determination in the next September, drew our attention," asserting that "Russia calls for the support of Iraq's territorial integrity and respect for and observance of the legitimate rights of all communities and national groups without conditions, and the Kurds represent the largest of those groups. Spokesman for Iraq's PM Haider Abadi's office announced Friday any move regarding Kurdistan region's independence should be carried out in conformity with the country's constitution.

In a press statement released Friday, Sa'ad al-Hadithi said, " The governance in Iraq relies on the constitution as a legal and political reference to determine the relationship between the federal government and the Kurdistan region".

On Wednesday, Kurdistan region President Masoud Barzani announced Sept. 25 as a date for the region's referendum on independence.

Barzani's announcement came following following a meeting with the Kurdish political parties in Erbil in northern Iraq.

"Any decision concerning the future of Iraq must take into account the constitutional provisions, it is an Iraqi decision and not one party alone," al-Hadithi was quoted as saying.

Kurdish referendum 'not automatic break with Baghdad' - Senior official

Kurdish referendum 'not automatic break with Baghdad' - Senior official
Kurdish referendum 'not automatic break with Baghdad' - Senior official

An expected "yes" vote in an independence referendum would strengthen Kurdistan's hand in talks with Baghdad rather than leading to an automatic break from Iraq, Reuters quoted a senior ally of Kurdistan Regional Government President Massoud Barzani as saying on Friday.

Hoshiyar Zebari also said a vote for secession would not mean the Kurds annexed either the oil-rich region of Kirkuk or three other disputed regions in Kurdish-controlled territory.

"You will hear people saying we are for Iraq’s unity, territorial integrity, we want dialogue between Baghdad and Erbil, we understand all this," he said.

"A referendum is a democratic process, no democratic country can oppose having a referendum; we are not talking about independence, we are talking about the referendum."

ARA News

The Iraqi government said on Friday that any unilateral move by the Kurdistan Region towards independence would be rejected by Baghdad.

This comes just two days after the president of the Kurdistan Regional Government (KRG), Masoud Barzani, announced September 25 as a referendum day on Kurdish independence.

“No party can, on its own, decide the fate of Iraq, in isolation from the other parties,” said Saad al-Haddithi, Iraqi government spokesman.

“Iraq is constitutionally a democratic, federal country with full sovereignty … Any measure from any side in Iraq should be based on the constitution,” Haddithi said.

Iraqi Prime Minister Haider al-Abadi reportedly said in April that he respected the Kurdish right to vote on independence, but he did not think the timing was right for the move.

Hemin Hawrami, the senior assistant to President Masoud Barzani, said that the referendum will include the so-called disputed territories that have been mostly controlled by the Kurdish Peshmerga forces since June 2014, after the Iraqi army fled ISIS offensives in Mosul, despite setbacks in August 2014, when ISIS attacked and took Sinjar and other areas, which have almost all been taken back since last year, apart from south Sinjar.

“Referendum on 25/9/2017 is for Iraqi Kurdistan including Kirkuk, Khanaqin, Sinjar and Makhmour,” Hawrami said on Wednesday.

Both Turkey and Iran have opposed an independence referendum, however, the Iraqi Kurds say that the regional countries should not interfere in the region’s affairs.

“When we talk about a referendum, we talk about Kurdistan in Iraq only,” KRG’s foreign relations chief Falah Mustafa Bakir said, in a message to the neighbouring countries that have their own Kurdish populations, and fear Kurdish independence will inspire their own Kurds to seek more independence.http://aranews.net/2017/06/iraqi-government-rejects-independence-kurdistan-region/

Kurds Should Not Decide on Referendum Unilaterally: Iraqi Govt

ERBIL— The decision over running the independence referendum in the Kurdistan Region should not be made unilaterally, said Iraqi government spokesperson, while he called for observing national consensus and constitution before launching the survey.

Saad al-Hadithi's statement was published by the state-run media where he underlined Baghdad should also be involved in the decision-making process over the referendum.

The official stated "All Iraqis must have their word about the future of their homeland, and no party can determine its fate independently from others."

He stressed "any decision on the future of Iraq must take into account the constitutional provisions. It is an Iraqi decision and does not concern one party only."

On Wednesday Kurdistan Region leaders planned the referendum to be held on September 25, 2017 and agreed to continue negotiating with Baghdad and the neighboring countries as well as the international community for the process to be carried out in peace.

A hand-written note by Kurdistan Region Masoud Barzani after announcing the date of the survey highlighted that Kurds strive to achieve their goals in peace and opt for the best ties with their neighbors, especially Iraq.

Let’s separate from Iraq first then talk about state-building

By Ayub Nuri 2 hours ago

Since the announcement of the plan for a referendum in the Kurdistan Region to decide whether to stay with Iraq or leave and build an independent state some worry that such a project would lead to the establishment of a dictatorial state.

Others have come up with a long list of preconditions to be met before going for a referendum such as writing a fantastic constitution, good institutions, strong economic infrastructure and a functioning parliament.

At the end of all their negative comments they say they are not against independence, they are only against referendum especially the one planned for September.

How do they think you can decide on your future if not through a referendum? Also a date has to be set for a referendum whether it is now or ten years from now.

Besides, their concerns and fears are misplaced. They worry about a dictatorial Kurdish state as if right now we are part of the most democratic country in the world. They warn of lack of institutions and a constitution and Iraq miserably fails at all of those.

Part of their fear is that one party and one man should not be in charge of the referendum project and that it is a national ambition. But historically and everywhere in the world it has always been one man and one party that have pushed for independence and the rest of the nation follows.

Who cares at this stage what kind of state Kurdistan will be. It would certainly be nice to have a successful democratic state with a strong economy, high standards of living and a useful member of the international community. But right now, the biggest thing is to make sure we successfully separate from Iraq. Then those questions could be addressed.

You can’t have your dream state without declaring it first. Also, being part of Iraq for a hundred years has made many Kurds unable to invest in the land. Almost everything, whether it is building a highway or a dam or a family home is put on hold because no one is sure what happens next and when we might face another attack from Iraq or a group like ISIS.

An independent state would finally give people some breathing space and a chance to invest in their own future and that of the country.

If anyone has issues with the political parties here or with corruption or lack of institutions, they will better be able to hold them accountable in an independent state than a de facto region that is neither fully independent nor fully part of Iraq.

In many aspects now, the Kurdistan Region is doing better than Iraq and as an independent state it will do better still.

Tens of years of fighting the Iraqi regime, all the mass graves and sacrifice was for Kurds to be able to have their own country. Now that that chance is upon us there is no excuse not to seize it.

Concerns about corruption, fear of dictatorship, philosophizing or texts from political science books are irrelevant here. It is a simple yet historical project for a people to separate from a country they have never been proud or felt part of.
