ERBIL, Kurdistan Region—Prime Minister Nechirvan Barzani said on Sunday that Kurdistan Regional Government’s (KRG) policy is that Kurdistan Region territories must not be used for attacks against any neighbouring countries and that the Kurdistan Workers Party (PKK) must keep its conflict out of the KRG so that innocent civilians do not pay the price of a war that the “KRG is neither involved in nor wants to.”

 

Speaking to the media, Prime Minister Barzani also said that ISIS as an organization in control of big cities was gone and its threat greatly diminished thanks to Kurdish-Iraqi efforts with backing from the coalition forces, especially the United States.

 

However, he warned, ISIS still existed as a real threat and for that he believes American troops must stay in Iraq until that threat is fully eliminated.

 

Here is the full transcript of KRG Prime Minister Barzani’s remarks on the PKK presence in the Kurdistan Region, Erbil-Ankara efforts to address the issue of cross-border air strikes as well as the need for American and coalition forces to stay and combat the remaining ISIS threat.

 

As you all know, an unfortunate incident happened yesterday in Shiladze. Here I want to express my condolences and sympathy to the person who was martyred and his family as well as those wounded.

 

What happened was certainly sad. But I want to emphasize once again that the official policy of the Kurdistan Regional Government (KRG) is that we absolutely do not want our land to be used against any of our neighbours.

 

What causes these incidents is that some parties use KRG territories to create trouble for our neighbours.  For us at the KRG this is absolutely unacceptable.

 

We do understand these people’s right to protest and protesting has been regulated by the law and it is all clear how it should be done.  But when efforts are made to derail peaceful protests and turn them violent is in no way acceptable by the KRG.

 

We will establish an inquiry committee for this case and will study it in earnest so that this kind of incident does not happen again.

 

Unfortunately, a number of people have been killed in Turkish air strikes recently.  But the question is where did those air strikes take place. Did it take place in a village? No. It happened in areas where the PKK is present. It is because of the presence of the PKK that those air strikes occur. There is a cause and that cause is the PKK.

 

The answer is not to attack Turkish bases in that area. The answer is to talk to the Kurdistan Regional Government. We have to solve the issue that causes these air strikes. If there are no PKK in those areas there will be no excuse for Turkish air strikes.

 

Local authorities have also always cautioned people not to venture beyond certain areas as there is the risk of air strikes. But unfortunately they sometimes ignore these instructions and as a result these incidents happen.

 

Of course we do also try with Turkey to make sure that these incidents do not occur again. But it is all clear, the reason is the PKK presence.

 

The Turkish foreign minister and I had a telephone conversation and the optic of our phone call was the incident that took place in Shiladze. We stressed that the Kurdistan Regional Government will take all legal measures to try anyone who has tried to change the course of the protests which was peaceful in the beginning and it was their right. But later on some people among them changed the course of the protests. I emphasized that we will investigate this incident.

 

As the Kurdistan Regional Government our responsibility is the protection of the citizens of the Kurdistan Region of Iraq. But unfortunately, some opposition groups of our neighbouring countries without any consideration of the interests of the Kurdistan Region and its people they use territories of the Kurdistan Region to attack or cause our neighbours trouble.

 

Let’s ask ourselves this question: Which country or which logic would accept something like this? Even if we put ourselves in their shoes, would this be rational?

 

Is it acceptable for you to come and use Kurdistan Region land as a safe-haven for yourself , train and organize yourself then go cause the neighbouring countries trouble. Who will then pay the price? People of the Kurdistan Region. That is the case in Shiladze and on the Iran borders in Sulaimani, too.

 

We are paying the price for something we are neither involved in nor want to be.

 

They must stop these acts and Kurdistan Region territories must never be used against any of our neighbours. We are serious about this issue.

 

Unfortunately during the four or five years we were busy fighting ISIS they exploited it as an opportunity and cause the Kurdistan Region problems.

 

We are saddened when our citizens become such targets and get martyred. That is not something we are happy about. But local administrations including mayors have constantly warned people of going to certain areas as there will be the possibility of air strikes. Why? Because the PKK is there. Why is the PKK there? To train and go inside Turkey and cause trouble there the price of which our people will pay.

 

The ISIS threat

 

ISIS is the enemy of us all. ISIS is the enemy of Baghdad, Erbil and other countries. In this regard the Kurdistan Regional Government has full cooperation with Baghdad. In terms of information exchange our cooperation is much better than before.

 

ISIS is no longer there as an organization in control of big cities thanks to the efforts of everyone and the blood and sacrifice of the Peshmerga, the Iraqi army, the Hashd al-Shaabi, the federal police and of course with support from the coalition forces. That threat has now been diminished. But that does not mean ISIS is finished. ISIS is not finished in this country. 

 

On the presence of American troops in this country, we believe that as long as there is an ISIS threat in this country which there is and is real, it is necessary that American forces stay in this country to support Iraqi forces. That is our opinion at the Kurdistan Regional Government. That is in the best interest of Iraq.

 

If God forbid ISIS comes back with force as it did that time Iraq will face a huge a disaster. We should not forget that ISIS reached the gates of Baghdad and got close to Erbil. What stopped and ended ISIS was the support of the coalition forces chief among them the United States.

 

That ISIS threat isn’t over completely. We believe that until the end of the ISIS threat coalition forces should stay in this country.

 

No force has come from Syria to the Kurdistan Region. A lot is being said about that but no American soldier has come to the Kurdistan Region.

HEWLÊR-Erbil, Iraq’s Kurdistan region,— A new international bank is coming to Iraq’s Kurdistan Region, Kurdistan Regional Government (KRG) finance minister said on Wednesday, after a meeting with a delegation from the World Bank.

“With the support of the prime minister of the Kurdistan Region, we were able to approve the license of an international bank from Baghdad to operate in the Kurdistan Region,” said Minister Rebaz Hamlan.

The bank will be named Nishtiman – meaning homeland.

 

Hamlan met with Mirza Hussain Hasan, executive director of the World Bank Group, on Wednesday.

In their meeting, Hamlan said they have been able to pay back a significant portion of the KRG’s debts to private banks, using its oil revenues.

The KRG was hard hit by a four-year economic crisis that forced the government to introduce unpopular austerity measures, borrow cash from private firms, and put on hold almost all its service projects.

Hasan said he was happy to see Kurdistan Region’s banking sector develop and promised assistance, according to a KRG statement.

The KRG is also working to reform the banking sector, including introducing technology tools, said Hamlan.

Now that relations between Erbil and Baghdad are mending and the financial crisis is easing, the government is picking up where it left off on its unfinished projects that have been on hold since 2014.

They have also started paying their employees regularly.

“We have been able to resolve the financial woes to a large extent and with the resilience of civil servants. We overcame the issues such as drop in oil prices, the cutting of the civil servants’ salaries by Baghdad,” said Hamlan.

“We are now paying our employees every 30 days,” the minister announced.

The public sector salaries are secured in the new Iraqi 2019 budget, even if Erbil does not hand over stipulated quantities of oil.

Hamlan said they are encouraged about enhanced cooperation between the two governments, hopeful they will finally be able to end long-standing disputes.

“The KRG-Iraq joint committees are economically working to improve our relations,” he said.

He was equally optimistic about the economic outlook for 2019.

In a subsequent meeting with KRG Prime Minister Nechirvan Barzani and Deputy PM Qubad Talabani, Hasan commended the government’s implementation of its economic and administration plans that helped the Region tackle the financial crisis, according to a KRG statement.

Representatives from the International Finance Corporation (IFC), a member of the World Bank Group, who have in the past funded strategic private sector projects in the Kurdistan Region, also accompanied Hasan on his visit to Erbil.

The IFC showed readiness to fund more projects, the KRG statement added.

Barzani stressed that the private sector should play a pivotal role in the development of a strong economy in the Region.

Kurdistan considered as the most corrupted part of Iraq. According to Kurdish lawmakers and leaked documents billions of dollars are missing from Iraqi Kurdistan’s oil revenues.

In December 2018, a Kurdistan Islamic Union (KIU) lawmaker in Iraqi Kurdistan Parliament, Sherko Jawdat Mustafa, claimed that the Kurdistan Regional Government (KRG) brings in over $1 billion per month, but that as much as $300 million of that goes missing each month.

KDP party leader, Massoud Barzani, who served as president of Kurdistan region from 2005-2017 and still has full geographical and political control of Duhok and Erbil provinces, has been routinely accused by critics of nepotism and amassing huge wealth from oil business for his family instead of serving the population. Barzani’s son Masrour is the Kurdistan region’s intelligence chief and his nephew Nechirvan Barzani is the prime minister.

According to local and international analysts the lack of control mechanisms in Iraqi Kurdistan makes it a paradise for illegal financial activities by the Kurdish ruling leaders.

Abadi expressed his rejection of what he called "deals" political, which aims to normalize the situation in the disputed province of Kirkuk between Erbil and Baghdad.

The Kurds are trying to re-normalize the situation in the disputed areas covered by Article 140 of the Constitution, which has not been applied to now through negotiations with the federal government headed by Adel Abdul Mahdi of the Kurdistan Region.

Abadi's press office said in a statement on Wednesday that the latter met with the deputy Turkmen Front member of the House of Representatives for the province of Kirkuk, Mr. Hassan Tauran.

"During the meeting, they discussed the political situation in Kirkuk province and the importance of preserving the stability of the province and peaceful coexistence among its citizens from various components and providing services to its people," the statement said.

The statement quoted Abadi as saying that "Kirkuk will remain a city for peaceful coexistence, a miniature Iraq and its stability represents a safety valve for Iraq."

"We will not allow any deals at the expense of its security and stability," he said.

It is noteworthy that the Peshmerga forces, and security Asayish has withdrawn from the disputed on October 16 in 2017 after the Iraqi forces launched by the popular crowd a military campaign following the referendum held by the Kurdistan Region on September 25 of the same year.

BAGHDAD / SNG - The Kurdistan Regional Government (KRG) President Nechirvan Barzani said that there is good understanding between the KRG and the federal government on all issues between them.

This came in a speech by Najirvan Barzani at the ceremony marking the 15th anniversary in Arbil, where two explosions occurred in third place of the Patriotic Union of Kurdistan and the second branch of the Democratic Party, in 1/2/2004, resulting in the deaths of more than 100 people and wounded dozens.

Barzani said that the Democratic Party and the National Union and work and understanding together can maintain the gains achieved, as they were in the past in one front and protected Kurdistan.

On the relations between Erbil and Baghdad, Barzani said that the understanding between the two sides in all fields, pointing out that there is good coordination with the Federal Prime Minister.

Barzani pointed out that the terrorists benefit from the problems between Arbil and Baghdad, and now there is a danger to Da'ash and similar organizations in Iraq.

Prime Minister of the autonomous Kurdistan Region Nechirvan Barzani 

Prime Minister of the autonomous Kurdistan Region, Nechirvan Barzani urged taking steps to end the threat of the return of ISIS, warning that the terrorist group's movements in the disputed regions and some Iraqi provinces may pose serious threats to the Iraqi security.

During his speech on Friday, marking the 15th anniversary of the 2004 Erbil bombings, Barzani said "We should not forget the day of February 1, the day where Peshmerga bloods were shed alongside bloods of figures of the Kurdistan Democratic Party and the Patriotic Union of Kurdistan."

"We, in the Kurdistan region are proud of the multiplicity of spectrum and nationalities, and the peaceful coexistence prevailing among all citizens; it has become part of our culture," he added.

Concerning Erbil-Baghdad relations, Barzani said that there is a positive atmosphere between the Kurdistan Regional Government (KRG) and the federal government, adding that there is joint understanding with Baghdad's Prime Minister Adil Abd al-Mahdi.

"We think that this [positive] atmosphere will have a big [role] in eliminating ISIS, as the terrorist group tries to make benefit from the dispute between Baghdad and Erbil," Barzani stated.

The 2004 Erbil suicide attack targeted the offices of Kurdish political parties in Erbil on February 1, 2004. The attackers detonated explosives strapped to their bodies as hundreds of the two main parties in KRG convened to celebrate Eid Al-Adha in Erbil.

A former government minister, the deputy governor of Erbil Province and the city's police chief were among those killed at offices of northern Iraq's main political groups, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK). The attacks occurred as party leaders were receiving hundreds of visitors to mark the Islamic feast.

Al-Hayat newspaper speculated that the bombings may have been a retribution for the Kurdish role in capturing Hassan Ghul.

The Ministry of Health in the Kurdistan Regional Government, that Baghdad agreed to send 17% of the share of the Kurdistan Region of medicines in the year 2019. 

He said Khalis Qadir, spokesman for the Ministry of Health, there is a bilateral agreement between the Ministry of Health in the Kurdistan Region and the Federal Ministry of Health, 17% of the share of the Kurdistan Region of medicines for the year 2019. 

He added that he promised to share the region of medicines and medical supplies this year, will be at the same time to send the share of medicines for displaced people will not be the 17% of the budget has been identified. 

He explained that the rate of 17% was identified in the past years to the Kurdistan Region and was sent only 45% of that proportion to the Kurdistan Region, despite the huge number of displaced and the war against the organization of Daed.

The spokesman for the Ministry of Health said that the region's share of medicines was sent this month as it was last year, but it is expected after the implementation of the law of the general budget, to enter into an agreement with Baghdad to take effect and send 17% share of the Kurdistan Region of medicines. 

He also explained that the budget of the health sector has been increased in the general budget this year, thus the region will receive a larger share of the medicines.
