He pointed out that "the number of employees in the Kurdistan region in the budget is 682021 employees, adding that the budget allocated 816 billion dinars for the salaries of the Peshmerga forces, at 68 billion dinars a month."
He added that "under the budget law, Baghdad will send monthly 522 billion dinars, as salaries to staff and Peshmerga forces, noting that Article 10 / II, in the law obliges the federal government to pay dues in the Kurdistan region and in the event of non-delivery of the region 250 thousand barrels of oil to Baghdad, , The federal government will deduct the damage. " 
He explained that "the deduction will not include salaries of employees, stressing that Baghdad will send 522 billion dinars even if the province did not deliver oil to it, indicating that in the event of non-delivery of oil will cut the federal government all the dues of the region except salaries of staff and peshmerga."

BAGHDAD, Jan. 6 (Xinhua) - Arbil announced on Wednesday the formation of five joint committees of the Iraqi defense ministries and the Peshmerga forces to discuss security files related to the disputed areas.

 

Article 140 of the Iraqi constitution provides for the normalization of the situation in the province of Kirkuk and other disputed areas in the provinces of Nineveh, Salah al-Din and Diyala, and then count the population who will decide in a final step to determine the fate of their areas to keep them affiliated with Baghdad or join the northern region.

 

The Secretary-General of the Ministry of "Peshmerga" Jabbar Yawar said in a televised statement that during a high-level meeting between the two ministries on Tuesday, it was decided to form 5 joint regional committees for the disputed areas.

 

He added that the tasks of the committees are to conduct a field survey, and to form a joint center, to consider security files.

 

The committees are due to meet next week to discuss their tasks and make recommendations to a high-level panel of the parties to make decisions.

 

In October 2017, the federal government forces took control of the city of Kirkuk, the center of the province, after it had been under the control of the Peshmerga since the invasion of the northern and western Iraq's "Da'ash" terrorist organization in the summer of 2014.

 

Before that, the Iraqi army and Peshmerga forces were jointly managing the security of the area.

 

For years, there have been outstanding problems between Baghdad and the northern region, particularly the disputed areas between the two sides, notably: Kirkuk, oil wealth management, financing and arming the Peshmerga.
