President of the Republic Barham Salih on Monday discussed with the Secretary General of the Kurdistan Islamic Union the political developments in the country and Kurdistan.

"The President of the Republic, Barham Salih, received at the Peace Palace in Baghdad today the secretary-general of the Islamic Union Salahuddin Muhammad Baha al-Din and his accompanying delegation," a presidential statement received in a copy.

Iraqi President Barham Salih stated that American troops had deployed in his country at his government’s request after the ISIS terrorist group swept through Mosul city. The Americans were tasked with empowering Iraqi forces in confronting the extremist threat, he stressed.

The Iraqi ruler sat down with Asharq Al-Awsat for an interview on the sidelines of the weekend’s Arab Summit that was held in Tunisia.

The understanding was for the Americans to arrive in Iraq without setting up permanent military bases or keeping combat units, Salih explained, while saying his country will not be used as platform to harm its neighbors.

Asked about his participation in the Arab Summit as a Kurdish president of Iraq, Salih replied that the Arab League had previously proposed the idea of a national state. Iraq is a multi-ethnic country that includes Arabs, Kurds and Turkmen and Muslims, Christians and many sects.

“There is so much diversity in the region,” he remarked. “The Arab world is not strictly defined by national or ethnic lines. I represent Iraq and it is part of this Arab world. As Iraqis, we have a real interest to be in touch with the Arab world because that also ensures Iraq’s and the region’s interest.”

Commenting on whether he believes that Iraq is the “weakest link” in the Iraq-Turkey-Iran triangle, Salih stressed: “Definitely not. Iraq has endured difficult circumstances.”

“Observers may differ over when the Iraqi crisis began. There are no disputes that the problem started and became worse when Saddam Hussein came to power in 1979. Then the Iraq-Iran war erupted, followed by the invasion of Kuwait, the consequent siege, the 2003 invasion and the emergence of terrorism,” he noted.

“Iraq has not known stability for four decades,” he lamented. “It was used as an open arena for others to settle scores on its territory. These developments destroyed Iraq, its economy and state.”

He described the victory against ISIS as a “major turning point” that would allow Iraq to “make a comeback” in the region.

“We are a part of this region and we enjoy Islamic neighbors, like Iran and Turkey, and also boast the Arab depth that we spoke about,” Salih explained.

“Our vision stipulates that our interest lies in our relations. We need good ties with Iran. We share 1,400 kilometers with it. We also enjoy historic, social and cultural roots with it. The same goes to Turkey,” he continued. “It is in our favor to have good ties based on good neighborliness and joint interests.”

Furthermore, he remarked that the “absence of the Arab role in Iraq in recent years has left an impact on the country. We hope that the Arab role would be effective and serious in Iraq. It will help Iraqis and allow them overcome the challenges.”

“I am optimistic that Iraq will attain its success. I have sensed during my visits to neighboring countries that there is a regional interest to see Iraq prosper and for Iraqis to enjoy stability. These countries may have different direct agendas over various issues, but I believe that Iraq’s success is an issue they can all agree upon,” Salih told Asharq Al-Awsat.

On how realistic his assertions that Iraq will not become part of any regional axis, he stressed that this issue was “necessary”.

“Iraq cannot be a platform to harm any of our neighbors. We absolutely cannot be a part of any plot to target any of our neighbors. It is not in our interest…. This is a conclusion reached after four decades. We are a part of the region. If we want to meet the demands of reconstruction, providing jobs for our youths and providing services, then we must be in complete peace with our neighbors,” he declared.

Relations with Saudi Arabia

Turning to Saudi Arabia, he remarked that ties with the Kingdom are “growing.”

He had paid a visit to the Kingdom in November where he met with Custodian of the Two Holy Mosques King Salman bin Abdulaziz, Crown Prince Mohammed bin Salman, Deputy Prime Minister and Minister of Defense, and several Saudi officials.

“I sensed from King Salman his complete keenness on Iraq,” stated Salih. He also asserted the need to develop relations with Baghdad, while revealing that a Saudi ministerial delegation will soon visit the Iraqi capital to activate the joint Saudi-Iraqi committee.

Iraqi Prime Minister Adel Abdul Madhi is set to visit Saudi Arabia and neighboring countries in mid-April.

“Bolstering relations with the Kingdom is an integral part of our vision for what Iraq’s ties should be like,” Salih said.

Moreover, he described his talks with Crown Prince Mohammed as “good, frank and direct.”

“He was understanding of the situation in Iraq and the need to allow the Iraqis to overcome the challenges and avoid having the country shoulder issues it can do without.”

Constant contact with Damascus

Addressing Syria’s return to the Arab League, he hoped that it would take place.

“Syria has endured dangerous catastrophes and tragedies. What is taking place there is a horrific humanitarian crime that poses a real danger to regional and international security,” he noted. “After all of these years of violence, it is time to help Syria and its people reach political solutions without foreign dictates.”

“It is the Arabs’ duty to embrace Syria and its people and help them overcome hurdles that are preventing them from reaching political solutions. Iraq has called for Syria’s return to the Arab League, but we have not been able to do so during this summit.”

“The situation in Syria is dangerous. Some believe that the risks have been limited now with ISIS’ defeat. I do not share this view. We must not underestimate the remaining terrorist threat in Syria or the severe humanitarian challenge posed by the displaced and refugees. We have a humanitarian, religious and moral duty to work seriously on pushing matters in the right direction,” Salih emphasized.

Asked if he was in contact with Syrian President Bashar Assad, he replied: “There is constant communication between the Iraqi and Syrian governments. We believe it is necessary.”

He also revealed that Iraq’s national security advisor makes frequent visits to Syria to meet with Assad, underscoring the security cooperation between Baghdad and Damascus to control the border and confront terrorist threats.

Corruption in Iraq

The recent ferry disaster in Mosul has once again shed light on the rampant corruption in Iraq. Salih acknowledged the situation, saying: “Corruption and terrorism were two sides of the same coin. If we do not defeat and seriously confront corruption, then it will destroy us. It is a major problem that has been mounting for four decades due to poor management, wars, violence, foreign meddling and other factors.”

“We are now required to carry out serious measures. This is the national and political challenge that we are confronted with,” Salih remarked, noting that the premier was chairing a higher anti-corruption committee. “The solution won’t be easy, but we have no choice but to confront this problem.”

Asked about the “lost billions” in Iraq, Salih revealed that it was very difficult to make an exact estimate, “but massive funds are definitely being squandered and deprived from the people. Often, these funds end up being employed to prolong the cycle of violence and chaos.”

“I am confident, however, that the government and parliament are serious in confronting this problem,” he said.

Undisciplined elements

Asked about Iraq’s ability to contain militias, Salih said that this issue is being “unjustifiably exaggerated.”

“Let us set things straight. When ISIS seized Mosul in 2014, Baghdad came under threat. Ayatollah Ali al-Sistani issued a fatwa for jihad at the time and several youths consequently clamored to defend their country. Were it not for the Popular Mobilization Forces (PMF), which was formed at the time, we would have been in imminent danger.”

“It has made great sacrifices and was spearheading the battles to destroy ISIS. The PMF is now fortified by law as part of the state security apparatus. I am not saying that there are no undisciplined elements. Yes, there are as is the case in the army, police, and even the Peshmerga. Dealing with these cases must take place through legal means. We should not generalize and claim that Iraq’s only problem lies in so-called militias,” Salih explained.

Soleimani and Iraq’s voice

On reports that Iraq’s decision-making power effectively lies in the hands of Iranian Revolutionary Guards Quds Force commander Qassem Soleimani, he stated: “During the age of social media, anyone can turn into an analyst and political expert.”

“I say that Iran is an important neighbor to us and it has helped us against oppression and ISIS. It is true that Iran has influence as does Iraq in Iran. The influence is mutual, but the decision-making power ultimately lies in Iraq and its constitutional institutions, meaning the government, parliament and judiciary.”

“No decision can be taken without taking into consideration the current reality. For example, can France take a purely French decision without taking into consideration Europe, the United States and others? We are a part of this region and our decisions must take into consideration the Arabs, Iran, Turkey and Gulf.”

“Iraq is part of this region and it is in our interest to enjoy good relations with Iran based on common interests,” he added. “We have interests to enjoy good ties with Saudi Arabia, Jordan and Egypt.”

He noted that Abdul Mahdi had paid visits to Jordan to meet with King Abdullah II and Egypt to meet President Abdul Fattah al-Sisi, saying that Baghdad has economic interests that benefit the region.

“Indeed, Iraq is turning into a weighty player in the region. If we look back to the past four decades, we realize that it had fragmented the region’s security, political and economic system, which allowed terrorism and foreign meddling to take root in Iraq. In other words, Iraq’s absence from the regional order was a factor in the eruption of chaos.”

“Now, given its geographic and historic position, it can play a central role in restoring the region and opening channels of contacts between countries. The regional order cannot ignore Iran and Turkey and no one can deny Iraq’s Arab roots. The region is therefore, required to review and form a new regional structure for its security and economy and deal with with the dangers of extremism and unemployment.”

ERBIL, Kurdistan Region – The Peshmerga have not yet received funds allocated to them in the Iraqi budget and the ministry will send an envoy to Baghdad to track down the money, secretary-general of the Peshmerga Ministry told Rudaw. A member of the Iraqi parliament finance committee believes the problem is bureaucratic, not political. 

In the 2019 federal budget, the Peshmerga have been allocated 68 billion dinars ($57 million) monthly. The funds come out of the budget given to the Iraqi army and are intended for salaries only, said Secretary-General Jabar Yawar, but “it has not been sent for the last three months.”

His ministry has tried to get answers from the Iraqi Defense Ministry, to no avail, and they are now sending a representative with a letter to Baghdad to follow up.

The 2019 budget marked the start of a return to cooperative relations between Erbil and Baghdad under the new government of Prime Minister Adil Abdul-Mahdi. In the budget, Baghdad agreed to resume sending the Kurdistan Region its share of money from federal coffers in exchange for Erbil handing over oil and customs revenues.

Baghdad has sent Erbil the Kurdistan Region’s monthly share, but the Peshmerga funds have not yet been transferred. A member of the Iraqi parliament’s financial committee does not believe there is a political problem. His committee followed up on the matter last month.

The payment “has no issue, but the delay is due to bureaucracy,” Sherwan Mirza Qadir told Rudaw on Tuesday. 

“The lack of a minister may be one of the reasons,” he speculated. 

Iraq is still without a Minister of Defense because of disputes among Sunni factions. The post is being filled temporarily by a deputy, according to Qadir. 

Previous Iraqi governments under PMs Nouri al-Maliki and Haider al-Abadi refused to send Peshmerga salaries on the pretext the Peshmerga payroll was unclear and inflated.

The budget passed in late February, “is the first time Peshmerga salaries are fixed in the Iraqi budget law. And this is a guarantee that these salaries will be sent to the Kurdistan Region monthly,” MP Ahmad Haji Rashid told Rudaw earlier this month. 

The Peshmerga are undergoing organizational reforms to professionalize the force, under the direction of British, American, and German allies.

"The 12% allocated to the Kurdistan Regional Government within the federal budget for the year 2019 included all salaries of employees in the region except for the Peshmerga forces," said member of the Committee Siham al-Aqili said in a statement to the information that "the Peshmerga will receive its salaries from the budget of the Federal Ministry of Defense being Forces of the federal government. "

She added that "all the funds allocated to the region were fully disbursed and received by the government of Erbil in the past days," indicating that "the federal government has not placed any increase within the funds allocated to the territory so far absolute."

The Kurdistan Regional Presidency on Wednesday called on the federal government in Baghdad to submit an official apology for the crimes of genocide committed by the Baath regime against the Kurdish people.

"The Iraqi government should make an official apology to the Kurdish people for the crimes committed against them by the former regime," parliament speaker Fala Farid told reporters on the sidelines of a conference on civilization and religions in the city of Arbil.

"The federal government must do its duty to the families of the victims of these crimes and compensate them for their harm," she said.

ERBIL, Kurdistan Region – Iraqi Prime Minister Adil Abdul-Mahdi has instructed the Ministry of Finance to send funds for Peshmerga salaries to the Kurdistan Region, after months of delay in disbursing monies that were allocated in the 2019 budget. 

“Prime Minister Adil Abdul-Mahdi, as acting Minister of Defense, has decided to send four [months of] salaries for Peshmerga forces, from January 1, 2019, until now,” member of the Iraqi parliament Nasir Harki told Rudaw on Wednesday. Harki sits on the parliament’s security committee. 

In the 2019 budget, the Peshmerga were allocated 68 billion dinars ($57 million) monthly to pay salaries, coming out of the budget of the Iraqi Defence Ministry. The budget was passed in January, but the Peshmerga Ministry has not yet received any payments.

Abdul-Mahdi made the decision on Tuesday after the Peshmerga Ministry said they were visiting Baghdad to track down the money. He sent a letter, the contents of which were disclosed to Rudaw, to the Ministry of Finance instructing it to transfer all 12 months’ worth of payments, 816 billion dinars, from the Defense Ministry to the Finance Ministry in order to be used for Peshmerga salaries. 

The Kurdistan Regional Government (KRG) paid the Peshmerga their salaries for January, Secretary-General of the Peshmerga Ministry Jabar Yawar told Rudaw on Wednesday.

This year is the first timePeshmerga salaries are fixed within the payroll of the Iraqi Ministry of Defence, he said, crediting improved relations between the regional and federal governments

The delay in sending payments is not indicative of a problem in that relationship, but is because of bureaucratic delays in Baghdad, he added. 

His ministry will send a representative to the Iraqi Ministry of Defence to discuss establishing a mechanism for transferring the Peshmerga share of the budget, Yawar said.

Nasser Harki, parliament member of the Kurdistan Democratic Party said on Wednesday that Prime Minister Adil Abd al-Mahdi, who also serves as acting defense minister, issued a decree ordering paying the salaries of four consecutive months to the Peshmerga forces.

This comes after the Iraqi Ministry of Defense had stopped a decision to pay the dues of the Peshmerga forces on the pretext of the absence of data and information about these forces. However, Abd al-Mahdi ordered paying them, Harki, who is a member of the parliament’s security and defense committee said.

The decision means that each of the Peshmerga forces included in the resolution will receive up to 816 billion dinars, Harki said, adding that Abd al-Mahdi directed the Iraqi Ministry of Finance to send the money to the Kurdistan Region.

KDP, Turkmeneli Agree on Normalizing Kirkuk

ERBIL - The Kurdistan Democratic Party (KDP) and the Turkmeneli Party have agreed to work jointly on normalizing the situation in the disputed province of Kirkuk, an official confirmed on Thursday.

Delegates from the KDP met with the members of the Turkmeneli led by the former party's president, Riyadh Sari Kahya, where they agreed on a number of points in regards to the security, political, governance affairs, and public services in the city, Kamal Karkuki, head of the KDP leadership council in Kirkuk, told BasNews.

They have decided to share views on the peaceful coexistence among all components in Kirkuk, urging the federal government to resolve the remaining issues in the city, calling on the Iraqi Parliament to enforce the law for cancelling the decisions made by the former Baath regime led by Saddam al-Hussein concerning the agricultural lands in the region, the official explained.

The two sides also agreed to work with other parties on making preparations for the provincial elections, while stressing that only the provincial council can decide on the appointment of a new governor for the city which should come after the province is stabilized.

Paris: Erbil is living a new birth and is pushing for pace

 

A French delegation headed by the governor of Paris on Thursday visited the city of Erbil, the capital of the Kurdistan Region, stressing the coordination between the two capitals at various levels.

Erbil governor Nawzad Hadi said in a joint press conference with the French delegation on Thursday afternoon that it was the second time that the governor of Paris visited the city of Erbil, indicating that the visiting delegation expressed his desire to continue bilateral relations between the two capitals.

Hadi pointed out that the governor of Paris spoke today about several service projects that are implemented in coordination between the two capitals.

Hadi explained that the two sides will coordinate together always, pointing out that he sees in the governor of Paris similar to Franco Mitterrand, who helped Kurdistan on an ongoing basis.

For his part, the head of the French delegation and Paris Governor Annie Dalko said that she was happy to visit Erbil for the second time, stressing that Arbil is living a new birth and urges progress towards prosperity.

She explained that the Peshmerga had a big role in defeating the da'ash, stressing the continuation of the friendly relations between France and the Kurdish people.

She added that her presence in Erbil is to work closely and increase coordination in the field of services.

France is one of those countries that have in the past provided repeated assistance to the Kurdistan Region and is one of the countries in the international coalition of the war against the organization is calling.

KIRKUK, Iraq – After months of discussions, Kirkuk’s Turkmen have settled on two possible candidates for the post of provincial governor and plan to submit the names to the Iraqi parliament in order to get their person into the post, bypassing the Kurdish-dominated provincial council.

Seven Turkmen parties in the disputed province have agreed to nominate Riyadh Sari Kahya, head of the Turkmenli Party, and Faydhulah Sari Kahya, head of the Turkmen Tribal Council. 

The Turkmen have nine seats in the Kirkuk Provincial Council and say they have the support of six Arabs in the 44-member body.

“For a year and a half, the Turkmen have been saying let a Turkman be Kirkuk governor for once to make the Turkmen psychologically feel better. The Arabs have told us they don’t object and support us getting this position and this makes us feel happy,” nominee Riyadh Sari Kahya told Rudaw.

An Arab has served as acting governor since October 2017 when the Kurdish governor was removed by parliament. Arab members of the council say they have signed an agreement backing the Turkmen proposition, but they want to see the governor have the support of the whole council.

“For us, the Arab component, we would like for the next governor of Kirkuk to be a governor for the Kirkukis themselves. We have no redlines, as long as everyone agrees on the individual through an agreement in the council,” Hattem Taayi, spokesperson for the Arab Alliance in Kirkuk, told Rudaw.

The Kurdistan Democratic Party (KDP), the largest party in the council with 15 seats, says the position will be filled through talks among Kurdish parties. 

“This issue for us, the Kurdistan Democratic Party, is dependent on discussions between… president [of the KDP] Masoud Barzani and Mr. Kosrat [Rasul, head of the Patriotic Union of Kurdistan, PUK],” KDP’s Mohammed Khurshid told Rudaw.

Kurds collectively hold 26 seats in the council. That number is enough to reach quorum and elect a governor. Recognizing they will not succeed in getting the governorship through the council, the Turkmen have opted to try getting an order from the parliament, arguing that Iraq has 19 provinces – all of them currently controlled by Kurds and Arabs – so one needs to go to the Turkmen. 

Iraq’s population is an estimated 75 – 80 percent Arab, 15 – 20 percent Kurdish, and five percent other minorities, including Turkmen, according to decades-old figures. The government is preparing to conduct a census in 2020.

Kirkuk is part of the disputed areas claimed by both Baghdad and Erbil. It was under Kurdish control until October 2017 when federal forces retook it after the Kurdistan independence referendum. Governor Najmaldin Kareem was sacked by the parliament for backing the vote and replaced by interim Governor Rakan al-Jabouri, a Sunni Arab. Jabouri is accused of reviving Baathist policies of Arabization.

The KDP has refused to return to Kirkuk, describing it as “occupied” by Iraqi armed forces and accusing elements within the PUK of “treason” for handing the city over to Baghdad. Rivalry between KDP and PUK prevented the two from adopting a unified stance on Kirkuk. They broke their impasse in March, however, signing a deal in which they agreed on a range of issues, one of which was to postpone making a decision on the Kirkuk governorship. 

KDP head Masoud Barzani has indicated he could accept a PUK governor, providing it is someone who played no role in losing the city.
