SULAIMANI, Iraq’s Kurdistan region,— The Change Movement (Gorran) has stated that it believes in the formation of an independent state of Kurdistan but that holding the referendum currently set by some Kurdish parties and the Kurdish government for September is “illegal.”

The party’s national council held its first meeting in Sulaimani after the death of its influential leader Nawshirwan Mustafa on May 19 following a long battle with illness.

Gorran or Change has said that they are continuing the path of the late leader who since his early youth until his death struggled in “bringing about the base and principles of founding and declaring the independent state of Kurdistan,” Shorsh Haji, Goran’s spokesperson said as he read a written statement, adding that such Mustafa envisioned a reformed Kurdistan.

The party refused to attend a meeting on Wednesday held by the Kurdistan Democratic Party KDP leader Massoud Barzani to discuss the issue of the independence referendum. Gorran has set the precondition of reactivating the Kurdistan parliament so the legislature can pass a law in this regard.

The crises inside Iraqi Kurdistan deepened in August 2015 following the expiration of Massoud Barzani’s term as president as he refused to step down and remains unofficially in office. According to the law, Barzani cannot run for presidency anymore and Gorran was against illegal-extending of Barzani term.

Barzani has closed the Kurdish parliament in October 2015 after parliament’s Speaker Yusuf Mohammed Sadiq was prevented by Barzani forces from entering the Kurdish capital of Erbil.

Kurdistan PM Nechirvan Barzani has removed four members of his cabinet including the Peshmerga and the Finances from the Change Movement and replaced them with KDP politicians.

“The issue of referendum should be the last phase of a comprehensive plan before the declaration of the independent state of Kurdistan,” Haji continued, “but the process, that the Kurdistan Democratic Party and those who play along [with] its tune has begun, is a party-based and illegal process.”

Nechirvan Barzani, and Deputy PM Qubad Talabani convened a meeting in Erbil last week with some political parties, including the Patriotic Union of Kurdistan (PUK) with whom Gorran has had an alliance agreement with since last year, and the Kurdistan Islamic Union (KIU), who shared with Gorran a parliamentary opposition to the ruling KDP-PUK government from 2009 until 2013.

On June 7, Iraqi Kurdistan Region’s political parties, not including the Change Movement (Gorran) and the Kurdistan Islamic Group (KIG) came to an agreement to hold the referendum on the region’s independence this year on September 25.

The Gorran statement is as much directed against the PUK and the KIU as it is against the KDP. It would have wanted the two parties to also set a precondition for a reactivated parliament prior to any dates being set for the referendum.

Gorran, the second-largest party with 25 seats in the Kurdish parliament, and the Islamic League (Komal) with six seats, both members of the coalition government headed by the KDP, boycotted the meeting.

“Neither this issue, nor any other factor should be used as justification to postpone or cancel conducting the general elections on time,” Gorran’s statement added.

Commenting on a recent contract signed between Erbil and the Russian giant oil firm Rosneft, the party said that the issue of referendum should not be used to pass this and other “non-transparent” contracts made in the oil sector that it claimed has left the Region with a “big debt.”

The debt, the statement said, has driven the lives of people to a “dangerous level.”

Lack of control mechanisms and closed parliament in Iraqi Kurdistan makes it a paradise for illegal financial activities by the Kurdish ruling leaders.

Gorran also said that it is their priority to improve the living conditions of the people of Kurdistan in light of the ongoing financial crisis caused primarily by a drop in oil prices for the oil-dependent Region, the budget cut by the central government in Baghdad since early 2014, and the war against the ISIS group and the subsequent influx of refugees who sought refuge in the relative safety of the Kurdish Region.

The Kurdish opposition accuses Barzani and his KDP of using the independence issue as means to stay in power and monopoly it.

Kurdistan is apparently a big mess, or is it? So messed up on so many levels. Abadi is paying their salaries and they are still wanting to separate  from Iraq? Guess this too is based on the fact they do not have to honor any OPEC production limits.    :wacko:

Haider said, in a press statement: We did not participate in the Kurdish parties meeting and we demand that the Parliament of Kurdistan is the legitimate and political reference for each fateful step official Valjhh which must specify the destination is the parliament, pointing out that the internal conditions in the region and on the level of Iraq and the level of regional international and must be appropriate to take such a step and study, and that we wanted the parliament to be a reference to political parties.

Furthermore, the United Nations said it would not "participate in any way or in any form" in the process of holding a referendum on the independence of the Kurdistan region . 

It can raise a statement issued late on Wednesday, on the mission of the United Nations  to help Iraq (UNAMI), doubts about the credibility of the vote , which has already sparked widespread criticism from the central government in Baghdad, and many Western countries. 

This comes at a time when the two presidents announced the two Kurdish parties ( the National Democratic Alliance and the Kurdistan) to activate the Kurdistan parliament, in a move to overcome the obstacles to the referendum. 

The "National Union" that it "decided that the parliament meets in its first meeting under the chairmanship of Mohammed Yusuf," while the "Democratic Party stipulated that the opposition MDC select another person place the current president of the parliament in the second session."

A coalition of Iraqi forces, on Thursday, refusing to declare the presidency of the Kurdistan region of Iraq to hold a referendum in the province of Kirkuk and the disputed areas, stressing that the referendum violates the Constitution.

It denied the United Nations Mission in Iraq (UNAMI), Thursday, Iraqi Kurdistan involvement referendum scheduled to take place on 25 September 2017.

Patriotic Union of Kurdistan (PUK)'s Leadership Council will hold a meeting on Thursday to discuss the issue of Kurdistan Region's referendum on independence, Rewaz Fayeq, a member of PUK's leadership council revealed on Thursday.  

He said that during the meeting the council is likely to discuss the agreement with Kurdistan Democratic Party (KDP) to reactivate  the region's parliament and lay down a roadmap to solve problems between political parties. 

The Kurdish Parliament, which was shut down since October 2015 by the KDP-led Kurdish government, has been a major contributing factor to the political deadlock between the five major political parties, particularly between the KDP and Change Movement (Gorran).

Reactivating the region's parliament is considered an important move in the current stage as it comes in light of the scheduled Kurdish referendum on independence on September 25.

ERBIL — The independence referendum planned to be held on September 25, will not adversely affect the fight against the Islamic State (IS), according to Kurdish officials.

The referendum on Kurdistan Region’s independence from Iraq "will increase the coordination between the forces fighting IS extremists," said Kurdistan Region Presidency Spokesperson Omed Sabah, referring to the coordination between the Iraqi forces and the Kurdistan Region’s Peshmerga forces.

The statement followed voiced concerns by several foreign officials regarding the likelihood that the referendum would detract from the focus on the fight against IS militants.

"One of the priorities of the Kurdistan Region is to defeat terrorism whenever it is required," Sabah added.

“We will fight terror more strongly, which is a threat to us and to the world,” Kurdistan Regional Government Prime Minister Nechirvan Barzani confirmed during a meeting with the UK Ambassador to Iraq earlier this week.

ERBIL — International Young Democrat Union (IYDU) released a statement on June 14 to announce its support for the aspirations of the Kurdistan Region people for independence and called for the recognition of the struggles and sacrifices of the Kurds and other minorities living in the Kurdistan Region.

“The IYDU recognises the inalienable right of every person around the world to be free and to decide on their own governments, and supports a stable and democratic Iraq. The IYDU also recognises the aspirations of the Iraqi Kurdistan people and other minorities living in the Kurdistan Region of Iraq,” the statement reads.

The referendum on Kurdistan Region independence which is set to take place this year is ,according to the IYDU, “a legitimate process.”

“The IYDU Executive looked into the non-binding independence referendum for Iraqi Kurdistan, which will be held on 25 September 2017, and anonymously believes it is a legitimate process,” the statement continues.

The IYDU demanded that the struggle of the Kurds and other components to be recognised as they have gravely suffered throughout the years from all kinds of atrocities under the dictatorship of Saddam Hussein, and other Iraqi regimes.

The significant role of Kurds in the fight against the Islamic State and the defeating the extremist group should also be acknowledged, IYDU says.

IYDU association also stated that it will take an observation mission in the forthcoming plebiscite on Kurdistan Region independence on September 25th this year.

“IYDU is participating in an observation mission on the 25th of September,” the statement reads.

However, the IYDU said it will support a referendum that will preserve the rights and freedoms of all ethnicities and religions living in Kurdistan.

He said Barzani, "We have tried in the past to conduct the referendum process, but the time was not right yet, and if we now postpone this process more than the past, it would not be in the interests of the people of Kurdistan, and will have negative consequences that will affect the fate of the people, therefore, now is the right time to conduct a referendum. "

The President of the Iraqi Kurdistan Region, Masoud Barzani, confirmed that Kurds want to negotiate the Independence referendum results peacefully with the Iraqi Federal Government, Foreign Policy reported. 

He said "I explained to him(the Iraqi Prime Minster Haider al-Abadi) that this referendum is a normal, legal right of our people (Kurds), and that afterwards we want negotiate the results of the referendum in a peaceful way through dialogue."

He added "The referendum is for independence. The people will decide."

It is worth mentioning that the Kurdistan Region would hold a referendum on September 25 that would also include "the Kurdistani areas outside the region's administration", a term Erbil uses for the disputed areas that are claimed both by Baghdad and Erbil. It is to be followed by parliamentary and presidential elections on November 6.

Barzani: Amicable Divorce from Iraq “the Only Solution”
 

LODZ — An amicable divorce from the federal government of Iraq is the “only solution” to Iraq’s woes and wider regional instability, Kurdistan Region President Masoud Barzani said during his recent interview with the Foreign Policy.

“A long time ago I reached the conclusion that it was necessary to hold a referendum and let our people to decide,” he said. “For a long time I have had this belief that Baghdad is not accepting real, meaningful partnership with us.”

However, Barzani reiterated during the interview that referendum will be followed by negotiations with the central government on a peaceful secession. 

“We don’t want also to accept to be their subordinate. This is in order to prevent a big problem, prevent a bloody war and the deterioration of the security of the whole region.”

Concerning the position of the international community and negative reactions by the neighbouring countries that could result in isolation of the future independent Kurdistan, Barzani said, “If this decision is made by referendum and the reaction is to isolate us, let our people die… That will be a ‘glory’ for the world that they have killed our people by starvation just because those people wanted — through democratic means — to express their destiny.”

Following a meeting with Kurdish political parties on 7th June, Barzani announced that Kurdistan’s independence referendum will be held on 25th September this year to allow the people finally decide on statehood or remaining as part of Iraq.

Commenting on decades of persecution of Kurds under Iraqi governments rule, the Kurdish president pointed out that the share of Kurds was only “the Anfal campaign, chemical bombardment, the destruction of our villages, the mass graves, genocide”.

“Post-2003, what was the share of the Kurds?” Barzani asked. “They cut the budget of Kurdistan, and they have not abided by the Iraqi Constitution.”

Highlighting the continuation of Erbil and Baghdad cooperation on counterterrorism efforts, Barzani stressed out that the coordination between the Kurdish Peshmerga forces and the Iraqi army will be further strengthen. The president stated he recently discussed the independence referendum with Iraqi Prime Minister Haider al-Abadi, and that Abadi “was receptive and understanding”.

And eventually, Barzani hopes, the international community will come around to his point of view. “They are saying that maybe this is not a good time, or it may create problems, and I have my differences with them on these two points,” he said. “If these international players are against this referendum, that means that they are against their own values — the peaceful, democratic right of people to express their own decisions about their destiny. If they stand against the referendum, it means that they are against democracy.”
