It's very apparent that post ISIS is there, we're at that milestone. Barzani is useing the ultimate strategy on behalf of the Kurdish Region, either an ironclad deal with Central Government now, implement a Solid Binding Contract, implement HCL article 140 Erbil agreement that's totally binding with detrimental implications in event of breach of that contact i.e. payments of proceeds required by that agreement on time scheduled periods, or in case of contract breach by Central to Kurdish state we then people of Kurdistan by contract breach will become our own Government. He is telling us, the international community, the Kurdish region, and Central Government of Iraq, that's the terms of the final agreement with Iraq, and anyone else Globally. That's my interpretation of what Barzani is specifically saying here. And, I'd have to say he's being very wise and calculating, and cautious, and impressive leadership for the people he represents. Very good article. It's looks to me like we are almost there. If all these terms are met, which I believe they will, then Monetary Reform will begin. How long? If Central agrees to Kurdish terms, which I believe they will then MR won't be much longer. Yeah, I know, I have to say that work "Soon"!

ERBIL, Kurdistan Region— The Kurdistan Region will go ahead with its much-talked about public vote on independence this year and there will be no turning back, the head of the country’s influential Security Council Masrour Barzani said Wednesday denouncing what he called efforts that want to delay the vote, tentatively planned for the end of 2017. 

“We will not listen to those who find pretexts in order for the referendum not to take place. We won’t listen to them as there is no turning back and no second thoughts,” Barzani said in a defying speech at a youth gathering in Erbil Wednesday. 

“The process towards independence has already begun. We are currently taking steps toward it and God willing, I am assured that we will arrive there in a short period. The referendum will be held this year according to what has been discussed and planned,” he added. 

Barzani’s remarks were seen as response to earlier statements from other Kurdish factions which have demanded the reactivation of the regional parliament before holding the referendum. 

The opposition Gorran Movement (Change) and the Patriotic Union of Kurdistan (PUK) have stated that they will support the vote after the reactivation of the parliament which has been shut down since October 2015 after heated disagreements between Gorran and the Kurdistan Democratic Party (KDP) effectively dismantled a power-sharing deal between the two rivalling parties. 

The KDP has rejected to support the ousted Speaker Yousif Muhammd whose return to office is one of the main preconditions presented by Gorran to take part in the referendum. 

The KDP has in the past accused Muhammad, a leading Gorran member, of impartiality.

“A new presidency should be elected for the parliament, but the parliament should not become a partisan tool and come in the way of national issues, we think the parliament should serve this purpose,” Barzani said referring to the referendum.

Barzani’s Wednesday remarks reaffirmed earlier statements from top Kurdish officials including the region’s president and premier about the referendum which is most likely to take place before the end of this year.

Finally, with regard to the Iraqi constitution, al-Tamimi said that the Iraqi constitution in its first article stipulated that Iraq is one unit, and there are resolutions issued by the UN Security Council stressed the unity of Iraq and independence, and the Iraqi-American agreement signed in 2008 emphasizes the unity of Iraq And it is one mold and one unit. And therefore any independence away from the understandings established with Baghdad is illegal and unconstitutional.

 

As for the disputed areas, as the Iraqi Constitution calls it in Article 140 or disputed, he felt that it was very important to be resolved in 2007, but because of the existing circumstances and disagreements, the matter was postponed. If we assume that the region will declare independence, it can not include these areas because the Iraqi law and constitution put these areas in the middle circle and is not resolved. If Erbil goes to the option of annexing these provinces by force, then Baghdad has the right to resort to the Security Council and even the use of force.

Severe disputes erupted among Kurdistan leaders that may prevent holding the Kurdistan independence referendum, MP Abd al-Karim al-Naqib of al-Mowaten bloc said on Wednesday.
 

In a press statement, al-Naqib said that Kurdistan borders demarcation is considered a controversial issue among Kurdish leaders.
 

When asked about annexing Kirkuk to Kurdistan, al-Naqib said that Kirkuk is an Iraqi governorate where all ethnicities live in harmony and peace.
 

Al-Naqib also called for the Iraqi government to trigger Article 140 to solve disputes between Baghdad and Kurdistan.
 

Tensions have recently escalated for raising Kurdistan's flag over governmental buildings in Kirkuk governorate.

Like i have said before...Kurdistan may hold their referendum, which is step one if the people vote to leave iraq. Then there are many steps to be taken as stated in the first article, and that will take years to complete. So in my opinion i dont see this hindering the raising of the value of their currency what so ever. In my opinion i think if you give the kurds what is rightfully theirs that would settle a great majority of the problems because that is what is fair and owed to them. One of the biggest things that has to change is baghdad not being willing to give an inch and to rightfully acknowledge kurdistan. ;)
