Barzani fold the referendum page and resume its political activity in Baghdad and Najaf in the absence of favor

Baghdad - Mawazin News
Former Kurdistan Region President Massoud Barzani chose the timing of the absence of President Barham Salih from the country to announce the end of the break with Baghdad, and met with its leaders after a year on the referendum of independence of the region and discuss the common issues, most notably the budget and the completion of the formation of the government, National Union Party ".
The leader of the Kurdistan Democratic Party, Massoud Barzani, visited Baghdad on November 22, a page of accusations and threats exchanged between him and the federal authorities, which followed the referendum on the independence of the Kurdistan region at the end of last year.
Shortly after his return from Baghdad, Massoud Barzani said that the new Prime Minister Adel Abdul Mahdi, more understanding of the former Haidar Abadi issues of the Kurds, and is cooperating with them to resolve.
But the visit to the capital, then go to the province of Najaf and meet the leader of the Sadrist movement Moqtada al-Sadr, inspired by a new policy planned Barzani to implement, in line with the current changes represented by the control of the federal forces on Kirkuk and disputed areas and border crossings, in addition to the adoption of the general budget of the country for 2019 and Baghdad's insistence To reduce the share of the Kurdish region to below 17 percent.
The leader of the "Democratic Party" Mohsen Saadoun, "Barzani discussed with Prime Minister Adel Abdul-Mahdi and leaders of the parliamentary blocs in the outstanding issues between Baghdad and Erbil, but the main reason for the visit is his desire to activate the role of the political party in the negotiations between the blocks. Basr was to mediate and shift the deadlock in the negotiations to complete the formation of the government. "
"The current understandings do not rise to the level of an alliance, but Barzani plans to open an office in Baghdad for continued communication," said Mohsen Saadoun, Mohsen Saadoun. , Especially as his party is a key partner in the new government. "
He pointed out that "the Kurdistan Democratic Party, and through the visit of the last leader of the capital, wanted to devote the idea of participation in the administration of the state through participation in government and play a greater political role nationwide.
The page of the differences that Barzani wanted to join with the Shiite parties was accompanied by a new page of tension with the other Kurdish partner, the Patriotic Union of Kurdistan, which linked the timing of Barzani's visit to the capital and the travel of Barham Saleh to the Italian capital of Rome in order to avoid Barzani .
It is known that the Barzani party strongly objected to Saleh's candidacy for the presidency, and considered it an abuse of the partnership between the two parties in the administration of the region, especially after the loss of his candidate for the same post Fuad Hussein.
According to the leader of the Patriotic Union of Kurdistan, Giyath al-Surji, "Barzani's visit came in order to serve the interests of the Democratic Party and strengthen its influence, taking advantage of the absence of President Barham Saleh and his travel out of Iraq, and chose this time specifically so as not to meet Saleh, That "Barzani does not want to achieve the interests of the Kurdish people, because he chose dribbling, and the National Union party is old and does not fear any step or conspiracy may be woven against him because he does not ask more than his entitlement and gains in Baghdad."

Perhaps the agreement on the operation of Kirkuk oil pipeline to the Turkish port of Ceyhan through the Kurdistan region is the point of convergence of real interests between the federal government and the regional government led by the Barzani Party, the oil that was exported to Iran until recently through the road through the province of Sulaymaniyah where headquarters The Patriotic Union of Kurdistan, which was strongly opposed to the export of Kirkuk oil to Turkey in the argument of control of the Barzani party on material imports and not distributed equitably, but the recent US sanctions on Iran came back to the Iraqi oil pipeline - And restore the relationship between the Center Triet and the region as well.
Despite the warm welcome received by Barzani in Baghdad and Najaf, his demands to increase the province's share of the general budget (from 14 percent to 17 percent), the withdrawal of federal forces and the popular mobilization from Kirkuk and the rest of the disputed areas and the return of Peshmerga forces, Is not being achieved, at least in the foreseeable future, as the political parties in the Federal Parliament are mostly from the "popular mobilization" factions, which earlier opposed the referendum on the independence of the territory.
The MP for the coalition of "building" Haneen al-Qado that "the demands of the withdrawal of federal forces are contrary to the Constitution, which stipulates in Article 121 the right of federal forces to move freely in all regions of the country, and that the Peshmerga forces in the" "The rest of the demands, such as the share of the region and the distribution of imports, are subject to the equation of ratios and statistics available to the population, and can not be manipulated at the expense of disadvantaged areas."
He pointed out that "the disputed areas need to amend the Constitution, instead of political negotiations."

In view of Barzani's conviction that it is difficult to restore the status quo before the referendum and the implementation or amendment of Article 140 concerning the conflict zones, he seeks political influence in the capital that allows him to obtain the possible gains, rather than the method of confrontation and war of statements, I felt some isolation when I preferred the parliamentary blocs candidate of the "Union" Barham Saleh, replacing his candidate Fuad Hussein, overwhelming majority.
The proposal, carried by Barzani, can be understood by the leaders of Baghdad and revealed by the leader of the Kurdistan Democratic Party, Repin Salam, the formation of a "top policy board" comprising the leaders of blocs and three presidencies and plans the country's policies as an attempt to give a more effective role to his party, The recent elections have led to the birth of political alliances that have moved somewhat away from the usual sectarian and national dichotomy since 2003, which over the past years has allowed the Kurds to be a "tribal egg" of the political process.

Kurdistan's budget share reaches 14%, KRG still not convinced

The Iraqi Federal Government has agreed to increase Kurdistan’s share of the 2019 budget bill from 12.68 percent to 14 percent, a source revealed.

In an interview with The Baghdad Post, the source further pointed out that a committee was specially formed to settle the 2019 budget share issue with Erbil.

The source, who spoke on condition of anonymity, however, said theKurdistan region is still not convinced with this percentage as it seeks to return to the 17 percent budget share, especially after Baghdad and Erbilagreed to resume oil exports from Kirkuk.

The budget is roughly based on the population in areas administered by the Kurdistan Regional Government. However, lacking an official census since 1987, Baghdad relies on ration cards and other means to determine population.

For 2018, the KRG's share was effectively increased 14 percent after the parliament voted to allocate emergency funds into the KRG's share.

Politicians from the Kurdistan Region want to see their share of the budget returned to 17 percent, especially because the Kirkuk-Ceyhan oil pipeline is part-controlled by the Kurdistan Regional Government.

Kurdistan Parliament announces readiness to hold a new referendum in the region

10

On December 15, 2018, Kurdistan Region Parliamentarian Tarek Jowhar confirmed that the Kurdistan Regional Parliament (KRG) had drafted a draft constitution for the Kurdistan Region in 2009 and asked the Electoral Commission in Iraq to include it in the draft referendums but was rejected for political reasons.

"The draft of another constitution was written during the previous session, but because of the disruption of the work of the provincial parliament and internal problems did not go through the Constitution of the region."

He added that "the Parliament of the region is determined during the current fifth legislative session to complete the draft constitution of the Kurdistan region, and will not need the approval of the federal government and neighboring countries, as happened in the question of referendum because it is a local constitution specific to the province and the basic requirement to be placed before the project is not to conflict with the Iraqi constitution Federal ".

He noted that "after the completion of the project, the Electoral Commission in the Kurdistan region will hold a referendum for citizens in the region, for the purpose of voting on it."

The region had held, 25 September 2017, a referendum for separation from Iraq, the results indicate the desire of the people of the region to separate, a large proportion, but Baghdad and regional countries opposed the separation, and stood against him.
