Kurdistan announces the implementation of Article 140 of the Constitution

 

Press sources confirmed, the attempts of the Kurdistan Regional Government, to include a number of villages in the province of Rabia in Nineveh province to the region. The sources said that the villagers have expelled a number of engineers and staff of the area who are trying to demarcate new borders of the Kurdistan region, claiming the implementation of Article 140 of the Constitution.

The residents of the villages of Mahmudiyah, Saudi Arabia, Safia, Sheikhan and Cairo refused to do so. They demonstrated before Rabia's headquarters demanding that the government authorities "stop these abuses."

A source familiar with the federal government will send, on Sunday, the amount of 317 billion dinars as salaries to employees of the Kurdistan region. 
The source said for / Mawazin News /, "The federal government will send on Sunday the amount of 317 billion dinars as salaries to employees of the region." 
The source said that "the Ministry of Finance in the Kurdistan region can receive the amount mid-week." 
He added: "The Central Bank has already announced, the disbursement of the amount of 570 billion dinars to its branches in Erbil and Sulaymaniyah, to repay their loans."

The central bank in Arbil on Wednesday received 317 billion dinars for distribution to employees of Kurdistan as salaries for the month of October. 
A source in the Ministry of Finance and Economy in the Kurdistan Regional Government, for / Mawazin News /, "The amount of 317 billion dinars reached the branch of the Central Bank in Erbil for the distribution of employees as salaries for the month of October." 
The source added that "the Ministry of Finance requested a list of employees from the rest of the ministries for the purpose of distributing salaries to employees of ministries and government institutions in the region." 
And that "the distribution will be in the coming days and if the tables are completed will be distributed before the end of this year and the holiday of New Year." Ended 29 / a 43

Baghdad agrees to spend 3 salaries for the region in early 2019

The Federal Ministry of Finance agreed to send payments of salaries of employees of the Kurdistan region for the first three months of this year in 2019.
An official source at the Ministry of Finance said on Friday that ministry officials agreed in principle to spend three batches of money sent by the federal government to the Kurdistan region monthly [317 billion dinars per month]. 
In a press conference last week, KRG Finance Minister Rebaz Halaman said Baghdad had sent the first batch of salaries to the region's employees in April 2018, while it was scheduled to send monthly 317 billion dinars since the first month of the year. 
The Minister of Finance of the region that they demanded the federal government to compensate the region and send funds for the three months, which amounted to 951 billion dinars.
The official said that they received the book of the Ministry of Finance in the Kurdistan region, and studied it, indicating that there is preliminary agreement to spend this money in 2019, noting that the form and mechanism of compensation has not yet been discussed.

Kurdish parties in the province of Kirkuk on Monday announced two agreements on the province. 
Party officials held a press conference followed by a formal statement: "The Kurdish parties stressed during the meeting on the activation of the provincial council and the decision of the governor because it is a share of the Kurdish component in Kirkuk." 
The statement added that "the unity of the Kurdish class in Kirkuk has been stressed and overcome all political differences." 
He said that "on the security situation, we emphasize the application of the law and the Constitution and the return of civil rule and the end of the military rule in Kirkuk." 
"All legal and civil means have been taken to the streets in the event of continued constitutional violations in the province," he said. "All options are open to us."
For his part, said the official of the Patriotic Union of Kurdistan Rund Mullah Mahmoud during the conference, "The Iraqi Council of Ministers circulated an official book on the government departments and institutions to implement Article 140 of the Constitution and stop the processes of Arabization." 
He added that "the current administration of the province is paralyzed completely and can not provide services to citizens in Kirkuk," explaining: "We seek to resolve the position of the Kurdish component in the province, which is the entitlement." Ended 29 / a 43

Kurdistan reveals a new agreement with Baghdad

Director-General of the Ministry of Health in the Kurdistan Regional Government, the agreement with the Federal Ministry of Health on a number of points, most notably Baghdad's recognition of quality control checks in the region, and not reduce the share of the region of medicines.



 
A high-level meeting was held between the Ministries of Health in the Region and the Federal Health, under the supervision of the Minister of Health of the Region, Rikut Hama Rashid, and the Federal Minister of Health, Alaeddin Alwan, and the two sides agreed on a number of issues. 
"The meeting paid particular attention to the file of medicines, the problems of the displaced, and the tests of quality control in the region," said a spokesman for the provincial health ministry Khalis Qadir. 
He added that, according to the agreement, the federal health and from now on will recognize the tests of quality control in the region, and will be sent the share of the Kurdistan Region of medicines by 17%, and unlike the share of the Kurdistan region of the budget, which amounts to 12.67%. 
With regard to the file of the displaced, Qader pointed out that federal health will send the shares of displaced people from medicines, and will involve doctors and health personnel in the Kurdistan region, in the courses and conferences held in Iraq and abroad.
