It is expected to visit a delegation from the Parliament of Kurdistan, the Iraqi capital Baghdad, next week, to discuss a series of files in dispute with the federal government, headed by a file of salaries and compensation for victims of the former regime, including political prisoners and victims of Anfal and genocide.

The relations between the federal government and the Kurdistan region witnessed unprecedented tension following the referendum of independence in September 2017, after former Prime Minister Haider al-Abadi moved the armed forces and popular militia militias and used them in internal political conflict (with the Kurdistan Region), in clear violation of the Constitution Iraq.

The visit comes at a time when the relations between Baghdad and Erbil warmer and improved significantly since the formation of the new federal government headed by Adel Abdul Mahdi, who renewed, stressing during the past few days on the  improvement of relations between Baghdad and Erbil, describing it as "very good".

In the past months, Kurdistan and Baghdad have exchanged visits to political and ministerial delegations to discuss the thorny differences between the two sides.

"It is true that there are differences of views but our relationship with Erbil is good," Abdul Mahdi said.

According to statistics, the Anfal campaigns, carried out in the 1980s against the Kurds in Iraq, claimed the lives of 180,000 people, mostly women, children and elderly, and used heavy weapons, including chemical weapons.

The Kurdistan Regional Government has long said that compensating the families of victims of Anfal campaigns "is a moral and historical responsibility" borne by the Iraqi government.

The delegation of Parliament of Kurdistan has met with the Ministry of Martyrs and Anfal Affairs to prepare a final paper before leaving for the Iraqi capital next week.

There was no specific date for the visit.

 Since the inauguration of the new Iraqi Prime Minister, Adel Abdul Mahdi, the presidency of the federal government in Baghdad and the visit of Kurdish leader Massoud Barzani to Baghdad in November 2018 there has been a clear breakthrough in relations between the two sides aimed at addressing a set of outstanding files between the two parties, including oil and economy and disputed areas.

ERBIL (Kurdistan 24) – In a visit with senior Kurdistan Region officials on Wednesday, the United Kingdom’s Ambassador to Iraq, Jon Wilks, discussed political developments, and the security situation in Iraq and the autonomous Kurdish region.

The UK ambassador, along with an accompanying delegation which included British Consul General to Erbil Martin Warr, met separately with President of the Kurdistan Democratic Party (KDP) Masoud Barzani, Chancellor of the Kurdistan Region Security Council (KRSC) Masrour Barzani, and Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani.

In his meeting with Masoud Barzani, both sides “exchanged views on the latest political developments in the region and the world, as well as the political process in Iraq,” a statement on the KDP leader’s website read.

The two highlighted the security situation in Iraq with both agreeing that political differences between Erbil and Baghdad should not affect the fight against the so-called Islamic State, the statement added.

Masoud Barzani and Winks also addressed the safety and livelihood of the Internally Displaced Persons (IDPs) and refugees, nearly two million of which the Kurdistan Region has provided a haven. They underlined the need to provide the necessary security and services to the displaced so they can return to their areas.

In his meeting with Chancellor Masrour Barzani, Ambassador Wilks “discussed in length recent regional developments [and] emphasized the need to prevent a resurgence of ISIS,” a statement on the KRSC’s website read.

“They agreed that among other measures, closer coordination between Peshmerga Forces and Iraqi Security Forces and joint checkpoints and operations in the disputed territories are important components in that effort,” it added.

Chancellor Barzani also expressed concerns about the recent developments in the disputed province of Kirkuk, urging Wilks “to help facilitate talks to reduce immediate tensions.”

Elsewhere, in a meeting with Prime Minister Nechirvan Barzani, the two sides “discussed the latest developments in the region, in general, and the political and security situation in Iraq, in particular,” a statement on the KRG website said.

ERBIL - Belarus has shown readiness to develop its economic and industrial relations with the Kurdistan Region, Belarusian Ambassador to Iraq Andrei Savinykh said on Wednesday.

Savinykh made the comments during a meeting with the Chancellor of Kurdistan Region Security Council Masrour Barzani in Erbil on Wednesday where they held talks on the bilateral ties between the sides and the latest political developments in the Kurdistan Region.

The Belarusian envoy briefed Chancellor Barzani with his country's capacity in the areas of economy and industry, stressing on further strengthening the ties between Erbil and Minsk in the fields of business, education, health, and agriculture.

The Kurdish leader, in return, reaffirmed Kurdistan Region's readiness to expand the bilateral ties, pointing out that there are opportunities for foreigners to work in the Kurdistan Region in all sectors.

He additionally shed light on the underway efforts to establish a new cabinet in Erbil.

ERBIL The situation in Kurdistan Region has significantly improved to create a suitable atmosphere for foreign investments, said Kurdistan Region Prime Minister Nechirvan Barzani.

“Security and stability in Kurdistan Region contribute to create the favorable environment for foreign investors,” PM Barzani said during a meeting with Ambassador of Belarus to Iraq, Andrei Savinykh.

On Erbil relations with the central government in Baghdad, Barzani said he hopes the remaining disputes would be resolved soon to further develop the ties.

He also explained that the Kurdistan Region hopes for a “friendly, peaceful, and cooperative” relations with other countries.

Ambassador Savinykh welcomed any initiative to foster ties between Minsk and Erbil.

The two officials also reviewed the latest political and security developments in Iraq and Kurdistan Region, including the efforts to eradicate the Islamic State (IS) ideology as well as the return of displaced people to their hometowns in Iraq.

Erbil, Kurdistan Region, Iraq (cabinet.gov.krd) – Prime Minister Nechirvan Barzani received British Ambassador to Iraq, Jon Wilks and British Consul General to the Kurdistan Region, Martin Warr.

The general situation in the region, political and security stability in Iraq, and the condition of the displaced people in the Kurdistan Region were discussed.

They stressed that negotiations and dialogue are the only way to maintain security and stability in the region.

Ambassador Wilks commended Prime Minister Barzani for his role in improving the relations between the Kurdistan Region and Baghdad and settlement of some issues between the two sides. They also discussed bilateral relations.

Ambassador Wilks gave a brief overview of his visit to IDP and refugee camps in Duhok and highlighted the issue of displaced persons’ return to their places of origin.

The process of the formation of the new cabinet of the Kurdistan Regional Government was also discussed.

Erbil, Kurdistan Region, Iraq (dfr.gov.krd) – Minister Falah Mustafa received a delegation from the Ministry of Foreign Affairs of Finland, headed by Ambassador Anne Meskanen, Senior Advisor at the ministry, and discussed recent developments in Kurdistan and the wider region.

Ambassador Meskanen thanked Minister Mustafa for presenting an overview of recent developments in Kurdistan and beyond, and commended the role of the KRG in promoting women’s rights, enhancing their role and preventing violence against women. 

Minister Falah Mustafa, Head of the Kurdistan Regional Government (KRG) Department of Foreign Relations (DFR), outlined to the delegation the current developments in Kurdistan Region, relations between Erbil and Baghdad, and the KRG’s policy concerning internally displaced persons. He said that Kurdistan is ready to strengthen relations with Finland, and boost bilateral ties with neighbouring countries and the international community.

He welcomed Finland’s decision to reopen its Embassy in Baghdad and said he hoped to see a Finland Consulate in the Kurdistan Region in the near future.

Erbil, Kurdistan Region, Iraq (dfr.gov.krd) – on Tuesday 14th May, Minister Falah Mustafa had a good exchange with Mr. Andrei Savinykh, non-resident Ambassador of the Republic of Belarus, regarding the recent political situation in the region, the process of reactivating the Kurdistan Region presidency and forming the new KRG cabinet.

Minister Mustafa and Ambassador Savinykh discussed relations between Erbil and Baghdad and the readiness of the Kurdistan Regional Government (KRG) to address the outstanding issues through dialogue and mutual understanding; and its relations with neighbouring countries and the international community.

The Head of the KRG Department of Foreign Relations and Ambassador Savinykh confirmed their commitment to further enhancing mechanisms for bilateral ties and cooperation, in the interest of both sides.

Ms. Siham Mamand, Assistant Head of the DFR,, and Mr. Fuad Mamand Hamad, Honorary Consul of the Republic of Belarus in Kurdistan, also attended the meeting.
