2018-2022 development plan stimulated the economy and accommodate private sector

9/8/2016 0:00

Abdul Zahra Mohammed al - Hindawi ,
some believe that talking about the preparation of a new five - year development plan for the years 2018-2022 is still early and we have nearly a year and a half from the age of window Plan 2013-2017 after the Cabinet approved the request of the Ministry of Planning to start work on a new plan.
It is not easy important that reach stakeholders to develop detailed frameworks for such a plan in a very rapid, economic and security policy changes at the local and international levels .. because the plan is also known need very stable conditions in order to find their way to the application. preparation of the plan , but in spite of these challenges , a real challenges can not overlook them, but we must start work early in thepreparation of the new development plan after reviewing the performance and implementation of the two preceding two plans levels, first is the 2010 -2014 plan working out stopped after two years of life as a result of political circumstances in the country and of the exit of troops occupation and Iraq 's possession of his decision to the political, economic, and characterized the plan with the old palace, is the magnitude of the oil revenues , which was obtained by Iraq, but the problem you encountered is the unity of the political differences within the House of Representatives, which was reflected in the annual budgets associated originally the general frameworks of the plan .. what It had no annual budget to see the light before four or five months of the year passed ,and this delay has led in turn to block the implementation of investment projects , both at the level of local governments (provinces) development program or investment program (federal ministries) .. this disruption was due to the large number of measures of the listing and advertising, analysis and referral and the start of implementation, and the result was that the financial and physical implementation of projects ratios were not exceed at best the (70 percent) while spin the rest allocated to the Ministry of money or the province to the next year and the beneficiary itself. cases of failure Perhaps the adoption of this style ( recycling) to create a state of relaxation among the beneficiaries and declining vigor .. then came the second development plan 2013 - 2017 and sought by their authors to benefit from the cases of failure that accompanied its predecessor, including the issue of recycling allocations is discharged, it has been canceled this article of the budget is no longer the money retained the property of the hand beneficiary but rather go to the public treasury of the state and shares of the measure to reduce the relaxation rates and the pursuit of full annual allocations disbursed. but the problem of approving the budget delay has not been exceeded in the first year of the plan in 2013, the budget in the month of April of the same year was issued .. then came the year 2014 and ended without a budget after the failed House of Representatives passed due to the sharp political differences .. in the same year , Iraq has witnessed violent shocks cast a dark shadow on the general framework of the Five - year plan .. in this year began oil prices rolled quickly to drop from about $ 112 to 60 dollars .. and coincided with the decline the fall of Mosul , however , the organization «Daash» terrorist then followed by cities and other provinces and resulted in large waves of displaced occurrence as well as stop all investment projects in those provinces which led to a high rate of poverty in Iraq to 23 percent after the It fell to 15 percent in early 2014 .. under these facts and serious shocks , the government is obliged to review all plans and procedures and previous ones development plan , which was launched in the circumstances of the country live in good economic affluence, and suddenly resources dropped by half or more .. and it was among the measures taken, the launch of the government program 2014-2018 and reconsidered by the investment projects , including reducing the burden of the government 's financial commitments and the allocation of funds for the relief of displaced people with no inclusion of any new projects in the public budgets of the state , which has become unable to prosecute the ongoing decline in oil prices and become a deficit ratios where large reach more than 25 percent .. and was working to re - adapt the development plan in accordance with the new challenges.international certificate from the foregoing it is clear that the plans of the previous two development , which has been prepared in spite of the giant efforts in their preparation of by national and international experts, These two plans scientifically and sobriety have obtained the international certificate by a lot of organizations and governments friendly and brotherly .. but the magnitude of the challenges that confound and influenced the Executive actually plans .. also that one of the difficulties facing the plans are not issued a binding law implementation, which loses strength with the presence of many exceptions and great challenges may contribute to pull the plan off track decree. but most importantly , this and that is the diminutive fiscal revenue and single - source .. that should - It is certain that this matter will not lose sight of the stakeholders put the plan - that It is given a wider space for other sectors of development that could be an alternative or supportive of the economy and mention here of agriculture and industry sectors , and the third was tourism and the latter expected him to witness a boom in the coming years after the marshes inclusion and a group of Iraqi antiquities on the World Heritage list, as well as the existence of thresholds Holy should reconsider benefit from financial mechanisms .. incomes also must not forget we are talking about the preparation of five - year development plan for 2018-2022 and the impact of the Iraqi private sector , which did not take his chance in the entire development process of construction .. If the previous plan had given for this sector account for 21 percent of the size of investments, requires a new plan that this figure doubled to 40 or at least 30 percent. developmental goals and looks a good chance to prepare for this plan quietly and deliberately to be able to achieve their development goals, especially that it will coincide with the entry of the agenda of sustainable development global into effect .. also must issue the plan by law in order to ensure its application in the ground .. this reality imposes on the plan the search for solutions to the problem of ongoing investment projects that the more than 4,500 projects in various fields at a cost of about $ 100 billion, these projects threatened disappearing that is not a solution to the funding and completion .. It also requires the authors of the plan to set clear vision on improving the level of performance and production of human and physical levels in light of the limited revenue and the resort of Iraq to external borrowing and the consequences of this borrowing from the selectors.

The five-year plan ... from emergency poverty to difficult challenges

03/2/2018 12:00 am

Abdul-Zahra Mohammed al-Hindawi

The government, represented by the Ministry of Planning, is preparing to launch the five-year development plan 2018-2022. The new plan will certainly be different from the previous plans, especially the 2013-2017 plan. This difference is the circumstances and challenges faced by the previous plan and the circumstances that will face the new plan.

If the plan 13-17 was born under conditions that are less complex, they are highly complex, especially the low oil prices and the lack of alternative economic sources, and the emergence of a "dire" and the consequences of serious spread of what is known as emergency poverty as the levels of poverty rose overnight at large rates .
In less than a year, the national poverty index rose from 15 percent to about 23 percent and from 20 percent to 41 percent in the provinces that have been subjected to the occupation of the terrorist "da'ash". These conditions have hindered the development plan and prevented its stated development goals from being achieved.
The expected challenges of the new plan 18-22 can be met by making it flexible and able to identify with challenges and respond to risks and thus achieve its desired objectives by stimulating productive sectors such as industry and agriculture and focusing on policies to improve asset management that promotes infrastructure activities such as water, sewerage, electricity, construction, transport, communications, Etc., and to channel investments sectorally and spatially according to the criteria of comparative advantage based on integration in development decision-making and implementation between different levels of management and the private sector, Oil to build a base for economic diversification.
The challenges are many and great, foremost of which is the security challenge. Despite the fact that Iraq is turning to the black "black" page with all its pains and pains, there are still significant challenges to the development plan. Another challenge is the limited or limited financial resources. We still rely on oil As a supplier head of the financing of the budget that was not the only one , it is the dominant gross domestic product with a clear decline in the contribution of other agriculture sectors to exceed its contribution to 5 percent at best and manufacturing industry , which contribution dropped to less than 1 percent in 2015.
this limited or resource will be reflected in sales The financing of investment projects , whether planned or those that are under implementation and inherited from the previous plan, which stalled due to the lack of financial allocation required to complete the completion according to the timing of time.
If we exceed the security and financial challenges, considering that the state has become stronger and is able to impose its authority and to face any security challenge, and oil prices will see an improvement in prices over the next five years, as it is expected that the price of a barrel will range between 70-80 dollars in the global market This gives us some sense of urgency in achieving the five-year plan.
There are other challenges, including: the file of the displaced, the weakness of the policies against the phenomenon of dumping goods, the continued high rates of consumer spending, the disparity in the distribution of incomes at the expense of decline and small investment spending, and a sharp disparity in spatial development throughout the country .. In addition to the imbalance of production structure and high debt rates Which amounted to 19 billion dollars as an external debt and about 48.5 trillion dinars the volume of domestic debt and most of those debts were going to fill the budget deficit resulting from high rates of consumer spending
.
All these challenges will make the five-year plan difficult if it is not a flexible plan capable of responding to challenges. This flexibility and responsiveness can be achieved through a mandatory implementation plan, that is, a law that obliges all parties to adhere to the plan's directions. A law may delay its approval because in such a case it must go to the House of Representatives, and there may take a long time before you see the light, but to have a plan guaranteed implementation is better than a plan that may remain just ink
on paper.

Spatial development first

21/4/2018 12:00 am

Thamer Hymes

The five-year plan (2018-2022) can be described as promising and balanced, as the sectors are kept at the macroeconomic level in electricity, manufacturing, extractive, agriculture, water resources, construction and housing.

As previously known, development has problems that need to be addressed through the distribution of priorities. Previous plans have recorded gaps in spatial development. The previous plan (2017-2017), although not implemented due to the known circumstances, indicates that the spatial development of Baghdad The highest ranking by achieving a record in the development of productivity (industry and agriculture) while the rank of Muthanna province
less.
Therefore, the priority table is the road map for spatial development in terms of implementation and the pillars of sustainable development. For example, in priority housing for the governorates of Qadisiyah, Dhi Qar and Maysan, the most deprived by 45% according to the 2013-2017 plan.
The situation became more noticeable after 2017, as the provinces of Anbar, Mosul, Salah al-Din and Diyala become the top priority despite the fact that the housing problem in the governorates of Qadisiyah, Dhi Qar and Maysan has not been addressed. Share the four provinces affected by the
"hasty".
To know how to deal with this problem because it may go in the light of data before «urging» Is (100 thousand housing units) to secure the return of displaced persons and slums and transgressors as contained in the target numbers of the plan in force now?
We hope to fill the gaps and establish a good basis in all respects, which provides long-term economic stability between Baghdad and the provinces as Baghdad is attractive to migration from the countryside to the city, which also stimulates the bridging gap between the import and the local output in the production of building materials,
The bridging of the sustainable development gap in the housing sector requires the investment of many raw materials as well as the existence of factories for producing prefabricated houses that do not exceed KD 30 million with building materials, most of which allow local owners to build three-storey buildings with international specifications. We are suffering a crisis in housing and manufacturing and forget the unemployment that will be absorbed by our labs industrial integration, agriculture
and service.

Has anyone seen or read this five year plan for 7% growth?  It seems that trade and international standing to do business (RV/RI) would have to be a part of this plan in order for Iraq to achieve this much consecutive economic growth. One can only hope and pray!

"The plan was prepared by a team of experts representing various bodies including university professors specializing in the economy, including the private sector and civil society organizations as well as representatives of the relevant ministries, as well as the use of international expertise from United Nations organizations such as the United Nations Development Program And the World Bank, these entities contributed in one form or another in the process of preparation and review of the plan, which lasted two years since 2016 to the beginning of 2018 and these years witnessed many conferences, workshops and seminars, and the plan focuses on four main tracks are addressing poverty in the form of Li and provincial reconstruction, and to achieve good governance and equal opportunities among the members of society, and represents a real plan to respond to the challenges of the plan because it focuses on the applicable policy - making clear in the ground. Financial challenges

Hindawi said that the plan is ambitious and represents the real response to reality and adopt the basic principles of its implementation, be mandatory implementation, and the gradual transition of economic transformation and be sustainable, but the obstacles are the same constraints that faced the previous plans, the plan of 2017 and 2014 are the financial and political challenges, And social, this plan tried to find solutions to these challenges by giving sufficient flexibility, and alternative solutions and thus give some kind of ability to implement, especially as all the relevant parties participated in the

08/5/2018 12:00 am

Hussein Thagb

Economic programs are an important focus in changing the future courses of action for the better, with their orientations and plans are applicable in light of the availability of a number of data, which reach the developmental march to achieve the desired goal.

With the upcoming elections, the local circles hope that the next economic program will be a platform for an effective start towards the long-awaited development process, amid the availability of elements of advancement. At the same time, there are challenges that may confuse the work.
The national economy, where the stage of overcoming the challenges is the real key to a large regional and international labor market. We are well aware that the developed international effort has specialized sections that study the reality and the workplace environment. From all sides, especially legal
and security.
The government program is in dire need of drawing up a new road map that works to overcome all challenges without exception, and an effective role for the one window in completing the actual and short period of the requirements of investment work, which is the main axis of development after there has been a decline in financial revenues due to the decline in prices, Its gradual recovery is cautious.
Iraq is a great field of work and this is known to all the economies of the region and the world, which necessitates us to make offers that attract international capital and make it a pillar of the process of building and reconstruction of the country, and here can benefit from successful global and regional experiences and employment locally after the Iraqi characterization.
As long as we need the international effort with its advanced technologies and capital, our future economic program is in dire need of standing in the attractive environment of the Iraqi immigrant and international effort that wants to work for us, and when we provide such attractive elements, we have set our feet on the path of the great labor revolution expected by the national economy. Does not require exceptional efforts, given the availability of various natural resources and
young human resources  .
It is not impossible to achieve our development goals. We are the richest country in the world with the size of wealth in the clio square meters relative to the population according to the statistics of the specialized centers. Here, the will has a great role in achieving this goal after the performance of the concerned parties with their tasks in this
important economic  .

The next economic program is able to chart its development trajectories with unprecedented success after it exceeds the threshold of challenges, which were not impossible at the core, and Iraq is in the ranks of major global and
regional economies  .
