The Committee for the Coordination and Management of Government Activity agreed to the establishment of electronic governance on the proposal of the decision of collection and electronic payment and referred it to the legal department to complete the legal framework of the proposal in preparation for submission to the Council of Ministers.

This came during the meeting held by the Committee in the Secretariat building headed by the Secretary-General of the Council of Ministers d. Mahdi Al-Alak to review its procedures for the last period and identify the requirements of implementing the e-government project and to identify the most important challenges facing the work of the three teams (infrastructure, policies and legal framework, applications and electronic services), and discussed the decision of the government network insured and unified.

 The Secretary-General to include the achievements of the Committee in the ministerial portfolio to be handed over to the next government, pointing out that the Commission has made important progress during the previous phase through the work of the three teams to secure various aspects related to the completion of the e-government project.

The committee recommended the necessity of unifying the visions and speeding up the completion of legal legislations according to the three levels (security, technical and administrative) and drafting them in a comprehensive law that accommodates the laws issued by the relevant sectoral bodies. It decided to hold an expanded seminar that includes IT configurations in all government institutions to view all the dimensions and factors related to the e-government program through the implementation of an integrated framework of the operational work model to implement the main projects and identify the requirements on the other hand.

The General Secretariat of the Council of Ministers has established the Administrative and Financial Department / Training and Development Department a workshop for the advanced cadres in the Secretariat represented by the Assistant Secretary and the Directors General and their assistants to discuss the achievement of sustainable development in Iraq.

The Secretary-General of the Council of Ministers Dr. Mahdi Al-Alaq presented a working paper entitled (Development in Iraq between the objectives ... and implementation) on the one hand, and invest the outputs of the Kuwait International Conference for the reconstruction of Iraq on the other hand in achieving sustainable development, noting in his paper that the government operates in an integrated format To achieve the objectives of this development, to take advantage of the available resources in light of the aspirations of citizens and meet their needs in the dimensions of development, most notably the three sectors (economic, social and environmental).

The workshop discussed the objectives, objectives and sustainable development plans, as well as the National Development Plan 2018-2020 and the Trade Policy Program of the Government Program 2014-2018, the level of achievements and challenges after the victory.

The General Secretariat of the Council of Ministers organized a workshop to discuss the field of achieving sustainable development in 
Iraq. 
The Secretary-General of the Council of Ministers, Mahdi Al-Alaq, presented a working paper entitled "Development in Iraq between objectives and implementation" during the workshop. He also explained how the outputs of the Kuwait International Conference for the Reconstruction of Iraq sustainable.  
He Alaak according to the statement that " the government is working according to an integrated format to achieve the objectives of this development, to take advantage of the resources available under the aspirations of the citizens and meet their needs in the development dimensions, most notably the three sectors (economic, social and environmental).
The workshop discussed the themes, objectives and plans for sustainable development, as well as the National Development Plan 2018-2020 and the Trade Policy Program of the Government Program 2014-2018 / level of achievements and challenges after the victory, according to the statement.

Interior reveals an electronic passport

BAGHDAD - The Ministry of the Interior on Wednesday (August 8th, 2018) set up a committee to set up a new electronic passport system in several countries of the world, while it plans to send teams to issue passports to the Iraqi communities within four new countries. 

Director of Passport Affairs Brigadier Ahmed Abdul Sattar said in a press statement that his administration "formed in cooperation and coordination with the Directorate of the unified national card affairs a committee to develop the special mechanisms to launch the new electronic passport used in a number of developed countries."

He explained that "the work of the new passport will begin when the completion of the work of twinning the electronic system of the two passports and unified card, which will proceed after the conversion of all circles of civil affairs across the country to the unified card, which reached work to advanced stages."

On the other hand, Abdul Sattar said that his administration sent a delegation to issue passports to Iraqi communities in Morocco and Qatar, while sending a new delegation to the countries of Bahrain, Finland, Russia and Belarus, after obtaining official approvals to send teams to issue travel documents, The Iraqi community there. "

He pointed out that "the Directorate has more than 20 systems to issue travel documents outside the country distributed among Arab and foreign countries and according to the presence of Iraqi communities in them."

He stressed that "this step represents the beginning of a real start to activate the partnership within the framework of the strategy of the development of the private sector launched by the government from 2015 to 2030, facilitating the transition of the leadership of development from the public sector to the private sector after the availability of conditions and conditions appropriate to the private sector and be a basis for development until 2030 within Timelines and stages of rehabilitation and empowerment of the private sector to be a partner in leading the development of the country. " Public sector



Hindawi pointed out that "the role of the public sector has declined because of the economic crisis and should have been the private sector complementary to him," explaining that "all the government's plans today, whether the five-year development plan for 2018-2022 or all strategic plans to lead a true partnership with the sector Especially in the areas of housing, industrial, investment or other development sectors. "

And on the membership of Iraq in international arbitration between Hendawi that "this means deciding the problems of contracts with companies through contracts and projects that are done through contracts and sometimes occur problems can not be resolved through our laws in force." 
"Therefore, they need international arbitrators to solve these problems, especially if they are with foreign companies. Iraqi law may not apply to these companies, which requires the use of an international tribunal capable of resolving disputes between contracting parties according to international standards." The referee is familiar with international laws and regulations, so international arbitrators are trained in other countries. Under the agreement with the Union of Arab Engineers, the union trains Iraqis to obtain an international arbitration certificate. "

Iraq needs $88bn for reconstruction, Salman Jumaili

Iraqi Minister of Planning Salman al-Jumaili

Iraqi Minister of Planning Salman al-Jumaili said on Tuesday that his country needs $88 billion for reconstructing the areas affected by the war against ISIS terrorist group.

On the sidelines of the international conference on cooperation in the infrastructure sector here, Jumaili stated that the Iraqi housing sector is the most affected by the war against ISIS.

Up to 150,000 residential units were damaged in the ISIS-controlled areas, he indicated.

These areas need around $15 billion to be reconstructed, he pointed out, adding that his country is planning to launch infrastructure projects at a total cost of around $5billion as part of the 2018-2022 development plan. 

In 2014, ISIS took control of a number of Iraqi governorates, inflicting heavy damage on public and private property. 

In December 2017, Iraqi Prime Minister Haider alAbadi declared final victory over ISIS after Iraqi forces drove its last remnants from the country, three years after the militant group captured about a third of Iraq’s territory.

Here we go again. Iraqi’s begging for 88b to rebuild all the cities ISIS took over.  In March it was 80 b, inflation.  

Two ways to get your 88 b Iraq, first go after Maliki and his corrupt buddies and confiscate their billions, second, increase the rate of your currency and investors will help rebuild your country.

I see this a bit differently than others here. The Minister of Planning is making a statement about what type of money is needed for the renewal of Iraq through roads, housing projects, water, hospitals, schools, etc. Yes, they have asked for funds in the past but that didn't work out too well. Actually, the plan fell flat. I don't see anything that suggests the Minister of Planning is asking for money outside of Iraq.

 

Isn't this what we need to see: Iraq making solid statements about the planned and calculated opportunities through infrastructure rebuilding that will bring in international investors, investors that need to see an international, fair market value of their currency?

 

This statement by the Minister looks positive to me and indicates the assessments have been made, the calculations are done for the rebuilding projects in Iraq, and they may very well be signaling investors that they are ready.  With all the great CBI news as of late, this article may very well be going hand in hand with the goals of the CBI and 5 year plans.

Not only the foreign money but also the structured know how to get things done according to the agreements for the infrastructure work to be completed. The foreign companies investing and doing business in Iraq can also hire the allotted unskilled Bicraqi Iraqi to get the job done. Win/Win. Needed work gets done in Iraq and there are far more Iraqi employed with monae' to spend AND boost their standard of living. So, the local bureaucrats don't get the corruption money since a foreign company is actually doing the work. Well, OK, there likely will be some corruption but not on the same level as today where the projects get funded by and for the local Iraqi and never completed since the corrupt Iraqi ran off with the funds.

 

I also agree that the Iraqi Dinar will need to be at a reasonably stable international value BEFORE the reconstruction, construction, economic development, and foreign investment begins since Iraq could face huge monetary problems putting out dirt cheap Iraqi Dinar now only to have it in other foreign entities holding a revalued Iraqi Dinar later giving OTHER foreign entities the purchasing power of the Iraqi Dinar instead of Iraq. I think Iraq will want the value of the Iraqi Dinar purchasing power as soon as the Iraqi Dinar goes international and I believe the Iraqi Dinar will need to go international (Iraq goes to an "open economy") BEFORE the reconstruction, construction, economic development, AND foreign investment begins. I suspect Iraq has at it's disposal to sell bonds under the revalued Iraqi Dinar (when that happens) as one way to further boost the reconstruction, construction, and economic development with foreign investors picking up these bonds.

 

Just my conjecture, thoughts, opinion, and :twocents: for whatever THAT is worth!!! CAVEAT EMPTOR, Reader!!! :o

Synopsis, I think your comments regarding the IQD being held in international coffers prior to an RV is a huge consideration for the CBI and the government moving forward with international investors and is a very important aspect of monetary reform.

This is like asking someone who has not recovered from a broken leg in accident to get up and run. When foreign powers decide they know what's best in spreading democracy for the rest of the world, we see the negative outcome. Going in almost thirty years with no end in sight, they have attacked, destroyed and occupied these countries. Yet we complain about them wanting loans to rebuild their homes and lives. We would have understood better if the shoe was on the other foot. We wait and wait.

Carrello, I like what you wrote.  It was very positive and I truly hope your take is right on.

 

I may be a little jaded from all the years of broken promises and lies. In April there were similar articles and the investment convention to secure funds for rebuilding. As you stated that didn’t go to well.  I too want to believe they are finally moving forward and are ready to start rebuilding. We have posted many articles over the past month about Sadr wanting to help the people of Basra with water projects, jobs and electricity.  I’m hoping that his new government will clean up the corruption and thievery of the people’s oil wealth.  Iraq earns enough off their oil to be a modern country like SA, Kuwait, and the UAE. The people of Iraq deserve non polluted water, electricity, homes, roads, jobs, etc, etc!!!!!

 

A government truly dedicated to elevating the people and their country could happen but with ISIS , Iran militias, (as many as 100k in Iraq) and a currency that is worthless, I don’t see foreign investors stepping up. Not yet.  I’m not trying to be a downer, I believe eventually Iraq will give their currency a real rate, and then they should attract the foreign investors they need to really rebuild.  I would like to see Iraq finally form their government and clean up the corruption.  After the government is formed I’m looking for Sadr to implement reform and show how his government plans on elevating and rebuilding the country.  He has stated once the government is formed he intends to do great things for the people.  With the recent CBI news maybe they are ready to rock and roll.  We’ll see.  I’m in for the long haul.

Democracy wasn’t the problem!!!!!!!  The problem was leaving a new country to the wolves of Iran and their Iraqi politicians who they controlled. We didn’t leave Germany after WWII and we didn’t leave South Korea after that war in 1953.  Those countries did just fine with Democracy.  Iraq would have been fine too if we had a President who had some backbone!
