More than 80 deputies sign three laws on the parliament's agenda
(Baghdad: Al Furat News) More than 80 deputies signed the inclusion of three important laws on the agenda of the parliament.
In an official request addressed to the Speaker of the House of Representatives Salim al-Jubouri, "the approval of the inclusion of the law of the general budget for the year 2018, the law of service city, and the law of financial management on the agenda of the Parliament because they are very important and affect the overall activities."

Parliament votes to double the fine of the absence of its members and ends reading the budget of 2018 {expanded}
The Parliament voted in the eighth ordinary session of the second legislative term for the fourth legislative year, which was held under the chairmanship of Salim al-Jubouri, Speaker of the House of Representatives and the presence of 166 deputies on Monday, the decisions of the deputies and ended the reading of four laws, including the federal budget for the year 2018.
A statement by the Information Department of the House of Representatives received the agency {Euphrates News} a copy of it today, "At the outset of the session the Council voted on a decision submitted by the Finance Committee indicates the absence of the need for measures taken previously by the House of Representatives on banking transactions with financial institutions in the Kurdistan region after verification The objective required to be committed to the Central Bank to submit monthly reports to the Committee on its powers and practices in the region and its role in maintaining public money. 
Then the Council voted to approve a decision to double the penalty of absence of deputies to one million dinars. 
Jubouri stressed that the law of the Union of Parliamentarians does not include material or moral privileges for its members, stressing that what has been circulated is a disgrace for health, indicating that the interrogations submitted will be on the agenda in future meetings in accordance with the established contexts.
The Council also approved the addition of the questioning of Mr. Qassim Al-Fahdawi, Minister of Electricity and the first reading of the draft budget law for the current year on the agenda of the session. 
The President of the House of Representatives to extend an invitation to host Haider Abadi, the Prime Minister in a meeting on Wednesday to discuss the draft federal budget law at the request of the parliamentary blocs. 
On the other hand, MP Ali Abdul Jabbar Shweileh to follow up the problem of bird flu epidemic spread in a number of provinces and poultry fields. 
For his part, MP Fratt al-Tamimi, Chairman of the Committee on Agriculture, Water and Marshlands said that there were recorded cases of bird flu epidemic in a number of provinces and led to damage to the poultry breeders sector, calling for finding a suitable formula to solve the problem. 
In turn, Al-Jabouri directed the committees of agriculture, water, health and the environment to follow up with the executive to brief the council on the epidemic.
On the other hand, the Council completed the first reading of the proposed law to include the contractors of the Sons of Iraq (Awakening) to the Ministries of Defense and Interior and submitted by the Security and Defense and Legal Committees, which aims to resolve the subject covered by the Diwani Order No. (118 / Q) for the year 2008 of the sons of Iraq (Awakening) To contribute to the stability of their legal situation and for the purpose of benefiting from their experience in the control of security and stability and appreciation of their positions in support of security forces in the implementation of its duties. 
The Council completed the first reading of the proposed law of the Institute of Sports Management, submitted by the committees of youth, sports and legal, which came to develop sports departments and staff qualified to work in the field of sports management and to improve the performance of employees and keep pace with the development of the world in the field of sports management. 
The Council concluded a report and discussion of the proposed amendment to the first CPA Order
} No. 2 of 2003, submitted by the Youth, Sports and Legal Committees and civil society organizations. 
In the interventions of MPs, MP Riad Gharib stressed the importance of taking the government's opinion to submit a draft law in coordination with the Olympic Committee in order to prevent it and avoid any financial consequences. 
MP Abbas al-Bayati said that there are international laws that provide cover for the work of the Olympic and Paralympic Committees, calling for continuation of the work of the two committees according to their current situation since the issuance of the decision of the former civil governor. 
In its response to the interventions, the committee stressed that the Iraqi Olympic Committee is acting in accordance with a decision issued at a meeting in Dokan city, calling for the removal of the Olympic Committee from the decision of the dissolved coalition authority only in accordance with a new law. 
Then the Council completed the first reading of the draft federal budget bill for the year 2018 for approval. 
Then it was decided to resume the session on Wednesday 31/1/2018

What politician want others to decide for them what motion passes or not? I think the solution should be, that as long as one member shows up, they should vote. That would force the absentee members to be there to make sure that the voting was going the way they wanted. This has always been my view when deciding to vote for our presidents, even if it's the lesser of two evils, get out there and vote.

The parliament ended four laws, including the federal budget for the current year 2018, and voted during its eighth ordinary session of the second legislative term for the fourth legislative year held on Monday under the chairmanship of Dr. Salim al-Jubouri and the presence of 166 deputies on two parliamentary decisions  . 
 According to a statement issued by the Information Department of the Council, the Council voted at the beginning of the session on a decision submitted by the Finance Committee indicating the absence of the need for measures previously taken by the Council of Representatives on banking transactions with financial institutions in the Kurdistan Region after achieving the objective required to commit the Central Bank to provide Monthly reports of the Commission on its powers and practices in the region and its role in the preservation of public money, while voted to approve a decision to double the fine of absentees to its members to one million dinars.
Jubouri pointed out that the interrogations submitted will be included in the agenda in future sessions in accordance with the established contexts. 

Yesterday witnessed the withdrawal of the Kurdish blocs in protest against the inclusion of the budget law on the agenda

Bakr explained that "al-Jubouri oddly included the budget on the agenda by a vote without a quorum, despite the knowledge that we are representatives of the Kurdish component and with us representatives of the Sunni component we have reservations and demands made to provide justice to our fans." 
"From this point of view, we consider what happened in today's meeting is a blow to all the consensus and overlap unacceptable to the logic and previous understandings and will make bridges of confidence weaken between representatives of the forces objecting to the budget formula and the presidency of parliament."
But the Kurdish MP said that "this step represented a clear violation of Article 37 of Chapter VII of the Rules of Procedure of the House of Representatives, which clearly stated that the Presidency prepares the agenda in coordination with the heads of the relevant committees and distributed or communicated to members before the first meeting weekly by two days on The second paragraph of the same article indicates that it is not possible to present any subject not included in the agenda and discussed only with the approval of the majority of the members present, which did not happen after the withdrawal of the Kurdish forces and representatives of the Sunni component.

Jubouri didn't get the budget on the docket following the rules, then proceeded with a "reading" after the Kurds walked out, claiming he had a quorum when they started the session.  

 

No, not playing fair, but I AM encouraged that SOMEONE is showing a sense of urgency!

 

Now, if they were to increase the value of the dinar VERY soon, the Kurds would receive (net) MORE than the 17% would have produced.  Even if Jubouri explained this, the Kurds wouldn't believe OR trust him (probably rightly so, given how they've been screwed in the past).  It's my understanding they need the budget done BEFORE the Kuwait conference - hence the sudden Git-that-hitch-outta-their-giddyup.

There was one good thing out of this session today and that was the first reading of the awakening becoming part of the military services..In case no one knows the awakening is the sunni forces that helped our soldiers in the troop surge with the help of general patraeus. Maliki basically ran them to other countries once our troops pulled out. So to integrate these guys into the security and defense is huge because it goes a long way to helping the sectarian violence and making them part of their communities legally and they can take over their own security in the sunni regions. ;)

The deputy in the parliamentary legal committee, Kamel al-Zaidi, Tuesday, the Presidency of the House of Representatives to take tough decisions to maintain the quorum of meetings, warning of the continuation of the debate between the deputies to the end of the current legislative term.

The National Alliance, Sadiq al-Mahna, confirmed on Tuesday that the parliamentary quorum is complete but in the "cafeteria of the parliament" and not in the hall, warning of the expected public anger at the disavowal of the people's representatives from their obligations and preoccupation with preparing for the elections.

Al-Mahna said in an interview with Al-Ghad Press that "the reasons for disabling the adoption of the budget and some important laws, including the Social Insurance Law, is due to the repudiation of the people's representatives from their obligations to their citizens to satisfy their political desires and putting their personal interests at the top of priorities at the expense of the country's supreme interests." This guy has to be some kind of comedian. People needed to make a quorum are hanging out in the cafeteria?  LOL. And focused on their (personal) obligations (while) preparing for elections. So they get elected....don't show up....because they are focused on getting re-elected ???  My mind is blown !! Pathetic fools, all of them.
