One you are new.Two, its one thing to bring in a rumor, its another to  bring one in that doesn't make sense if you think about it for a second or 2. See Xuk's reply. That is why Luigi's pluses are about 1/3 of his posts. In defense of Luigi, he has posted some really good articles over the years. He is just the guy who is willing to stick his neck out, out there. The Kaps is looking past Iraqi elections, July & possibly Ramadan as a window of opportunity.

IMO, it will be done before Iraqi elections. Abadi needs the support of the people at the polls.

The Rapporteur of the Committee Ahmed Hama during a press statement followed the “Baghdad Post”, ” The adoption of the budget before the elections is impossible , the fact that most of the political blocs oppose and strongly pass sent by the government ‘s proposal for the budget , while the government confirms that the possibility of any adjustment due to the financial liquidity crisis.”

He added, ” The time for approving the budget will be during the month of July after holding any elections during the month of May next and the formation of a new government and the appointment of a new prime minister or renew the mandate of Haider Abadi , a new parliament.”
