The decision of the House of Representatives, Imad Juhna, on Tuesday, that the Presidency will meet with the heads of blocs and committees, to agree on the laws to be legislated.

"There are important laws that are supposed to be included on the agenda, including the budget and the election law," he said, noting that "the legal committee will submit its report on the budget of the House of Representatives." 
"The law of the elections of the Council of Representatives was read the second reading, and only left to vote, and the law of provincial elections, which needs political consensus on two paragraphs to be voted on." 
"The budget law is not due to the government, because the rules of procedure do not allow this, but the Finance Committee is negotiating with the government to make some amendments to it," he said, stressing that "the agenda was not distributed among the deputies, but there is a priority for some laws related to the elections and  the procedures of the 
Commission "He said.
"The Presidency will hold a meeting with heads of parliamentary blocs and committees before the start of the session, to prepare the atmosphere and agree on the most important laws that must be legislated during the next legislative term."

Every month that a quorum does not meet to address laws, judiciary issues, or government parliamentary procedures, those absent (whether they are running for re-election or not) should loose their entire months salary. Likely by Executive Order, since they would no doubt not have a quorum the day they were to vote on such a law authorizing said law.

He pointed out that "it is difficult to legislate some important laws even if the level of the budget law, except for many other laws deferred for years because of the lack of consideration from a holistic perspective as serving in the case of legislation all Iraqis away from any classification of ethnic or sectarian or political characterization" .

- The House of Representatives will not be able to pass important laws for the remainder of its current session, MP Hilal al-Sahlani said on Thursday. 
Sahlani said in a press statement, received by "Al-Ghad Press", that "the vote on the enactment of new laws during the time remaining of the House of Representatives has become impossible, because of the lack of quorum and obstructing the holding of meetings because of the absence of deputies."

 

He added that "the House of Representatives will not be able to legislate most of the existing laws, as well as the package of major laws are still controversial and have sharp differences and will be boycotted by the masses in public." 
"The important laws that will not start in the time remaining for the current session, including the Federal Court, the Council of the Union, oil and gas, graft, dual nationality, health insurance and support of refugees, as well as the names of candidates of the Federal Service Council. 
"The current parliament has ended 8 interviews for ministers and officials, but we still have 5 other unanswered interrogations," he said.

The National Alliance MP Hilal Sahlani, on Thursday, the end of the legislative term of Parliament without the adoption of important laws and end interrogations.


"The vote on the enactment of new laws during the remaining time of the House of Representatives has become impossible, because of the lack of quorum and obstructing the holding of meetings because of the absence of deputies," Sahlani said in a statement received by Mawazine News.


He added that "the House of Representatives will not be able to legislate most of the existing laws, as well as the package of major laws are still controversial and have sharp differences and will be boycotted by the masses in public."

"The important laws that will not start in the time remaining for the current session, including the Federal Court and the Council of the Union and oil and gas, illegal gain, dual nationality, health insurance, support for refugees, as well as the names of candidates of the Federal Service Council.

He pointed out that "the requests for questioning and vote on the conviction of the answers to the ministers are also out of reach," noting that "the current parliament has completed 8 interrogations of ministers and officials, but we still have 5 other interrogations is not completed."

These folks are a bunch of idiots. We all know that. They vote through a bill then schedule a week off. And later throw their arms in the air about all the legislation yet to be passed. An article last week in BAS news, heavily slanted towards Kurdish issues, said attendance logs showed there were 100 legislators elected in 2014 that have never been to a GOI meeting. Four years!! I think the GOI head count is 326 or something close. Last Monday was the first time I've seen attendance at 220. Anyone missing more than a handful of sessions in 4 years should be scratched from any chance of re-election. Last year they met 65 times, in 365 days. Dump the whole lot of them. If these fools get re-elected, the Iraq citizens are to blame.
