Does this executive order simply take a US Treasury hook out of the CBI and signal a new period of financial autonomy for Iraq?

The EO is super broad and vague, so its implications aren't so clear on the surface. I guess this news is one of those 'deeper' milestones we have just passed.  Not sure I understand it beyond that, but ... Woot!  :)

I swore to myself that after December 2010 that I would never get that excited or full of hope again. However, I’m getting pretty close after reading this thread. 💥💥💥💥Things are progressing  nicely. All we can do is hope and pray the train stays on the track until it gets into the station. 😊

It was a resolution that was part of 13303 that allowed the selling of IQD to Americans.

The Iraqi development funds were being held by the UST in NYC. Perhaps this is official legal move by UST and US Gov to release those funds to Iraq.

Ummm......yeah.....asking the same and while I'm sober, how is this any exciting than waiting to ever see that illusive HCL:confused2: How close are we with this article as any indication than (my) the understanding that once the HCL is passed, this RV would be closely (or considered), wrapped up?

Saleh says the next Iraq is the Iraq of Peace and Reconstruction, which has spent more than 40 years of conflicts, disputes and a decline in economic development and progress.
Saleh refers to the release of the frozen funds for the Development Fund for Iraq under Security Council resolution 1483 in May 2003, explaining that there are a lot of funds held by the United Nations from the oil-for-food program and the remnants of the costs of the inspection teams and the memorandum of understanding that should be handed over to the treasury of the Iraqi state, And any other funds still held or frozen by States or international organizations.
Saleh pointed out that the decision to exit has many positive effects, which is reflected in the low costs of insurance and shipping in various forms to and from Iraq, pointing out that a lot of prohibited technology and facilities on Iraq will disappear, in addition to the climate of investment and credit rating of Iraq will improve to a large extent, and external pressures on it will be reduced, thus strengthening its international position in its economic and financial relations in general and the high investment climate"

Publication of Amended Iraq Stabilization and Insurgency Sanctions Regulations

The Department of the Treasury’s Office of Foreign Assets Control (OFAC) is amending the Iraq Stabilization and Insurgency Sanctions Regulations, to implement Executive Order 13668 of May 27, 2014 (“Ending Immunities Granted to the Development Fund for Iraq and Certain Other Iraqi Property and Interests in Property Pursuant to Executive Order 13303, as Amended.”).  The amendments also implement certain technical and conforming changes.  This amendment will take effect upon publication in the Federal Register on Wednesday, December 27, 2017.

It seems from looking around on the site that this order was to take affect on May 27th, 2014 but it was not put in the federal register i think because of the invasion of isis. So now it seems that the u.s. treasury is publishing this effective the 27th of december 2017. Many of the items have to do with the ofac list also. There are no restrictions anymore on the ofac list for iraq itself, but there are certain individuals and companies that are. It seems that that you no longer have to get an ofac license from the department of treasury in order to do business in iraq either. The persons or companies that are listed are still blocked from doing any business with anyone but that does not seem to hinder the country itself in any way. I think a big part of this was that they were up for removal of un sanctions at this time also but that was put on hold because iraq was still considered a threat for peace and security at the time. This seems to go hand in hand with the lifting of sanctions from the un. At least that is what i got out of it. ;)
