Kuwait announces significant progress on prisoners and missing persons in Iraq
(Al-Furat News) The Assistant Foreign Minister for International Organizations Nasser Al-Hen said on Wednesday that Kuwait is sparing no effort to determine the fate of its children of prisoners and missing persons in Iraq, noting that efforts during the past period led to information about my site buried in Iraq.
He added in a press statement, commenting on the joint statement issued by the Technical Subcommittee of the Tripartite Commission that the information was submitted to the Technical Committee, which decided to examine the signatories by the Iraqi technical team under the auspices of the International Committee of the Red Cross where a number of remains were found and then take Genetic testing procedures in Iraq.
He said that a joint Kuwaiti technical team from the Ministry of Foreign Affairs and the General Directorate of Criminal Evidence of the Ministry of Interior has been visited by the Department of Forensic Medicine in Iraq to review the technical procedures taken by the specialists in the Department and to transfer a number of samples from these remains to Kuwait to be genetically tested. And missing persons in the General Directorate of Criminal Evidence.
He pointed out that the initial tests proved positive results for a number of samples brought by the technical team and accordingly Kuwait requested to hand over all the remains to complete the process of genetic examination of all remains and identification of the identities of the remains in preparation for the declaration of those who are recognized.
He stressed that the Ministry of Foreign Affairs will inform the families of the prisoners after the completion of the genetic examination and the matching of the entire remains to all the information, data and actions taken in order to determine the fate of their families as a human and legal right for them.
He thanked the members of the Tripartite and Sub-Technical Committees and the International Committee of the Red Cross for their efforts to determine the fate of the prisoners and thanked the specialists in the Iraqi Ministry of Defense whose efforts contributed to the rapid access to the burial sites on the ground based on the information provided and digging and exhumation of them.
He expressed his hope that this humanitarian tragedy would end and Kuwait would continue its efforts to determine the fate of all Kuwaiti prisoners and nationals of other countries.
On June 20, the tripartite committee to resolve the issue of Kuwaiti prisoners and detainees of the International Red Cross announced the discovery of human remains in Muthanna, the southern Iraqi province of Samawah, "believed to belong to Kuwaiti civilians and prisoners of war."
In a joint statement, the committee said the discovery gave hope to families of missing persons more than 28 years after the end of the war to liberate Kuwait from the Iraqi invasion.
She added that these remains were fully recovered and deposited with the Department of Forensic Medicine in Baghdad for the purpose of extracting the genetic map (DNA) for later matching with the DNA of the families of the missing in that period.
The committee, which includes representatives from Kuwait, Saudi Arabia, the United States, the United Kingdom and France on the one hand, and Iraq, on the other hand, said forensic analysis would reveal the approximate number of ransoms extracted and provide information on their nationality.
The last time the remains of Kuwaiti citizens were found was in 2005, while the last collection of remains for Iraqis was found in 2011 so far. The Tripartite Commission is still working to reveal the whereabouts of people who have been missing in both countries since the Liberation War Kuwait (1990-1991)

Progress achieved towards the identification of human remains from the 1990-1991 Gulf War

Joint Statement by the Technical Sub-Committee (TSC) of the Tripartite Committee (TC)

24 JULY 2019

Further to the announcement made on 20 June 2019, with regard to the human remains recently found in Al-Muthanna Governorate, Samawah district, in southern Iraq, the Technical Subcommittee (TSC) continues its work building on the preliminary results of the genetic analysis conducted by the Medico-Legal Directorate in Baghdad.

This early analysis showed a possible correlation with Kuwait's PoWs and missing genetic database. A technical team from Kuwait visited the Medico-Legal Directorate in Baghdad to view and discuss with the Iraqi side these positive preliminary results, and the two sides agreed to transfer a number of samples of those remains to Kuwait. The process of DNA extraction and matching results with the database of Kuwaiti prisoners at the headquarters of the General Directorate of Criminal Evidence subsequently took place there.

The results showed positive indications for a number of samples. Accordingly, the Iraqi and Kuwaiti sides will coordinate the transfer of all the remains to the Kuwaiti side to carry out a full genetic examination and prepare for the matching process. The objective is to identify all the remains, establish their identities and eventually announce them to the relatives concerned.

The TSC emphasizes that these efforts reflect the cooperation between all parties to the Technical Sub-committee and the Tripartite Committee, which comprises the State of Kuwait, the Republic of Iraq, Saudi Arabia, the United States of America, the United Kingdom, the Republic of France, and the United Nations Assistance Mission for Iraq (UNAMI). The results speak to the tireless work of the Iraqi and Kuwaiti authorities, along with the International Committee of the Red Cross (ICRC), in gathering and analyzing information and identifying new witnesses. The TSC hopes that the joint efforts will eventually lead to the clarification of the fate of all missing people in relation to the conflict.

KUWAIT CITY - Muthanna governor Ahmed Manfi announced on Saturday that a mass grave was found to indicate initial information that the prisoners were executed by the former regime in the province .

Between exile, the local government in the province informed the competent authorities to take legal action and ensure the cemetery .

The International Committee of the Red Cross had announced days before the remains of Kuwaiti prisoners were found in Muthanna and were transferred to Baghdad's Forensic Medicine Department to identify their genetic footprint .

It is noteworthy that the Iraqi government bodies have found earlier dozens of mass graves in the Muthanna Valley of Iraqi opponents and civilians of various Iraqi communities that the former regime had been executed in the remote region in the south of the country .

The United Nations announced last Tuesday that Kuwait received an additional $ 270 million in compensation for damage caused by the Iraqi invasion in 1990 .

It should be noted that the United Nations formed the Compensation Commission in 1991, the same year the US-led coalition brought Iraqi forces out of Kuwait .

The committee was ordered to pay $ 52.4 billion to individuals, companies, government agencies and other organizations that suffered losses due to the Iraqi occupation of Kuwait .

The Commission said that in this final payment would have paid a total of 48.7 billion dollars, leaving 3.7 billion dollars of compensation .

Kuwait's Assistant Foreign Minister for International Organizations, Nasser Al-Hain, said that matching the genetic features of the 32 remains that were received from Iraq on the Kuwaiti prisoners' database requires further tests to ascertain the identity of their owners.

He told Kuwait News Agency that the Iraqi side handed Kuwait earlier the genetic traits of the remains of 32 people, stressing that these features do not mean identification of the owner of the remains, but need more tests to ascertain his identity.

He added that the Foreign Ministry appreciates the efforts exerted by the Iraqi authorities in this humanitarian issue.

He referred to the statements of the Technical Subcommittee of the Tripartite Commission issued in June and July, which included the announcement of the discovery of burial sites in Iraq and the removal of their remains and a genetic analysis in the Department of Forensic Medicine in Baghdad, resulting in the presence of genetic traits gave some positive indicators when compared Kuwait prisoners database.

Al-Hain said that Iraq has been officially requested to transfer the remains to Kuwait to complete the genetic testing on them, in preparation for the matching process to identify all the remains and then announce the identities of the owners.

He noted that the identification of the remains of any prisoner is only through the laboratories of the General Directorate of Criminal Evidence Ministry of Interior, which has a database of genetic prisoners, stressing that in the event of access to any results related to the identification of any remains and determine the fate of any prisoner, That is a human and legal right.

Invasion of Kuwait and the delayed fuse!

Salem

It is strange to see some pens still defending the folly of the invasion of Kuwait by the regime of Saddam in 1990, despite everything that happened to Iraq because of it.

Most importantly, these and many others are ignoring the external role in pushing Saddam to the crime against the two countries.
It was customary to adopt the text of the dialogue between Ambassador April Glassby and Saddam, which he understood as a green light for the invasion of Kuwait without American objection. This is a question that some scholars question because some of its sources were the Iraqi News Agency at the time. .
If the Iraqi agency published it after the invasion to condemn the American position and reveal its truth, it constitutes - at the same time - a proof of Saddam's folly and patronage when he thinks to abolish the existence of a recognized and recognized state in the United Nations.
If we went beyond the question of whether or not the "Glassby Trap" was correct, then other indications of a US position that defended that invasion, or at least a facilitator, were a pretext for a policy that was then implemented.
The clear evidence is the speed of American action to respond to the invasion, which confirms that the American side did not hide but watched him and prepared countermeasures began one day after it happened, President George W. Bush, hours after the invasion ordered US naval vessels to go to the Gulf, The US administration is a series of moves that appear to have been pre-planned, such as action in the Security Council and pushing it to issue a series of resolutions that encircle Iraq and impose sanctions on it.
In September 1990, US Secretary of Defense Richard Cheney admitted to the Senate Defense Committee that his country was monitoring huge Iraqi crowds near the border with Kuwait before the invasion.
This recognition raises an obvious question: why did not America prevent Saddam from invading an ally country?
It does not take much analysis.
Before Kuwait was the American-British incitement of Saddam to wage war on Iran, which was without an army at the time.
Eight years of war destroyed Iraq economically, but it came out with a huge military machine because of Western support. Kuwait's trap to destroy this force was to lose Iraq's economic and military power, as well as the social, which witnessed a great devastation.
The Iraq-Kuwait border problem has not ended.
The United States was under American pressure and control, in which it was left to be consumed in time of need.
And remove it ?.

Baghdad / News

In conjunction with the anniversary of the Iraqi occupation of Kuwait, a Bloomberg report highlighted the improving relationship between the two countries, putting aside their leadership differences and working together for the good of their citizens.

The writer Bobby Ghosh said in an article published by the agency "Bloomberg" that seeing the scene of the delivery of Iraq the remains of 48 Kuwaitis who were lost during the Gulf War at the Safwan border crossing, "is wonderful, although it is still a large number of unknown fate, but some families can At least to realize the correct end of the fate of its missing. "

The writer said that this celebration marks an important milestone in the journey taken by Kuwait and Iraq towards normalization of relations since the fall of Saddam Hussein in 2003, with the current rulers in Baghdad to work on the basis of "Elly Fat Matt."

Last month, Prime Minister Adel Abdel Mahdi said that "the outlook is far greater than the fears and obstacles between the two countries."

Earlier in the summer, the emir of Kuwait visited Baghdad on his first trip, and Iraqi President Barham Saleh traveled to Kuwait City for the first time last winter.

Building diplomatic confidence is a major strategic goal for Baghdad. Iraq, located between two regional crises - the confrontation between the United States and Iran in the Gulf, and the growing hostility between Saudi Arabia and the Tehran regime - sees Kuwait as a relatively safe port, especially as the emirate still maintains friendly relations with these three foes, allowing it to deepen economic relations with Iraq without raising suspicions or enmity with anyone.

For Kuwait, Iraq is a huge market and investment opportunity that stands at its doorstep. Iraq is also an escape from the tensions of the Arabian Peninsula, and therefore Iraq is one of the few places where Kuwait's foreign policy can expand.

This overlap of interests is already paying off. Iraq and Kuwait are planning to develop joint oil fields, one in the Safwan area. It is an opportunity to leave decades of disputes over land ownership and what lies behind it. Kuwaitis are also helping develop gas fields in southern Iraq. For Baghdad, these projects have the potential to develop a hydrocarbon strategy independent of distant regional interests.

Aside from oil, Kuwait promised to invest heavily in rebuilding Iraqi cities devastated by the battles against ISIS. There are also plans to establish special economic zones on the border, allowing each side free access to each other's markets.Last month, the trade ministers of the two countries visited a potential site for one of these areas - in Safwan.

It is likely that it will be years before the remains of the bodies and remains of the Kuwaitis who died between 1990-1991 are found; for now, Iraq and Kuwait are burying their differences, which is good for everyone.
