horsesoldier
Perhaps applying an appropriate amount of pressure on Iraq to fulfill all of its components on their end might invite a healthier response from those countries already committed to rebuilding. Maybe those countries involved might see Iraq as well, dragging their feet some ( corruption still holds leverage ). It's complicated to be sure, however, they ( both sides ) need to pickup the hitch in their giddy up.
