If I read correctly 13.5 million will be total on building grant of 2 centers ,  a good start in community service ....  Navaria, would like to also think that dinar value rise will bring in huge investment opportunity , but if dinar rolls out @ 2.00 and over thinking flood of out side cash will slow down quite a bit ,  ( 50 cents per dinar , now that would shake the cash investment groups out of the trees ...  Iraq would have quite a few golden opportunitys fall into place .  But central bank has to quit screwing around and make it happen . I guess they are afraid of loosing out the valuable foreign currency they are taking in daily ! ? ) Good morning dinarians

The Minister of Planning, Dr. Nouri Sabah al-Dulaimi, signed on Wednesday on behalf of the Iraqi government a memorandum of understanding with the World Bank to support the efforts to restore stability and reconstruction in the liberated areas.

"The MoU will contribute to supporting and increasing the quality of infrastructure projects funded by the Iraq Recovery and Reconstruction Fund, which are jointly administered by the World Bank and the Ministry of Planning," a statement from the Ministry of Planning said. "All the efforts made by the international community to support sustainable development in Iraq".

For his part, praised the Director of the Department of Mashreq in the World Bank, "efforts of the Minister of Planning to provide the appropriate conditions to achieve this support, which is part of the outputs of the Kuwait Conference of donors," stressing that "not save any effort contributes to the stabilization and reconstruction of Iraq."

Parliamentary Finance: Iraq has not received payments from the Kuwait Reconstruction Conference

 

 

BAGHDAD - The Parliamentary Finance Committee confirmed on Friday, July 5, 2019, that Iraq has not received any amounts announced at the Kuwait Conference for the reconstruction of areas affected by terrorism in Iraq, indicating that the conference is a lie to shed the ash in the eyes.

"The Kuwait conference for the reconstruction of the affected areas is what is the worst of ash in the eyes and a very big lie, and Iraq has spent a lot of money delegations to the conference mentioned."

He added that "Iraq has not received any funds through this conference, especially after the promises received by Iraq from the participants, with regard to the process of reconstruction and investment in areas affected by terrorism, and therefore there is nothing positive about this conference."

International borrowing is a big mistake, because of the benefits they will get from Iraq, especially with regard to oil, and the country's denial of job grades under the terms of the International Monetary Fund "He said.

The European Union's foreign affairs council called on its international partners on Monday to honor the financial commitments they made at the Kuwait conference on Iraq 2018 "in time". 
The Council also called for "improving the business environment in Iraq and creating a basis for a more sustainable and diversified economy in line with the commitments made at the Kuwait International Conference for the Reconstruction of Iraq in February 2018. 
The European Union reiterated its unwavering support for Iraq's unity, sovereignty and territorial integrity, The need for economic and financial reforms to attract more investment and support.
On the other hand , he stressed the EU determination and its member states to continue his efforts in the framework of the global coalition against the so - called organization of the Islamic state (Daesh) and the support of the Iraqi authorities to counter the "terrorist" threats continued to this organization and the strengthening of the justice sector and reform of the police. " He 
also expressed his full support for the work of carried out by the investigation team on the strengthening of accountability for the organization of crimes (Daesh) and cooperation with the Iraqi authorities in the collection and analysis of evidence in line with the UN security Council resolution (2379). 
in the same context , the Union confirmed its intention to continue to provide support for Iraq with regard to the reform of the civil security sector m Through its advisory mission hello dialogue recently revolved around immigration. He stressed the importance of working with the Iraqi authorities to enhance cooperation and the exercise of their obligations relating to the return and acceptance of its citizens with full respect for the rights.
In light of current tensions in the region, the EU stressed the importance of "the countries of the region and all international actors to respect Iraq's sovereignty and the policy of constructive engagement with its neighbors fully."

MP Nineveh province, Thabit Mohammed, said Monday that the province will witness in the coming days the launch of service projects and reconstruction campaigns, pointing out that the amounts of the Kuwait Conference for the reconstruction of the affected areas will arrive soon after the visit of Halbousi to Kuwait.

Mohammed said in a statement to the National News Center that "the budget allocated to Nineveh has arrived in the province and began to work in small projects represented campaigns cladding in the streets affected by terrorism, and roads within the city center and districts."

He added that "the amounts were distributed according to a plan prepared in advance, but they represent a very small proportion of the ambition and need of the province, as the amounts of the operating budget is not sufficient and can not save Nineveh from the devastation caused by terrorist operations."

"The last days witnessed the visit of Speaker of Parliament Mohammad Al-Halbousi, accompanied by some governors of liberated provinces, to Kuwait, where it was confirmed the arrival of funds allocated at the Kuwait Conference for the reconstruction of the affected areas, and it is likely that the projects will start in the next few days."

Perhaps applying an appropriate amount of pressure on Iraq to fulfill all of its components on their end might invite a healthier response from those countries already committed to rebuilding. 

Maybe those countries involved might see Iraq as well, dragging their feet some ( corruption still holds leverage ). It's complicated to be sure, however, they ( both sides ) need to pickup the hitch in their giddy up.
