Foreign Minister Ibrahim al-Jaafari arrived Thursday in Rome to participate in the Mediterranean Dialogue Forum Rome-Med 2017 under the auspices of the Italian Institute for International Policy Studies.

"It is hoped that during the forum, regional challenges and coordination will be put forward to eliminate terrorism, restore security and stability and overcome current crises," a statement from his office said.

"Jaafari is expected to meet on the sidelines of the conference with a number of ministers and officials in the context of strengthening relations, exchanging common interests and facing common dangers," the statement said.

Jaafari's visit to Rome today is his third overseas visit this month, where he visited Qatar on November 7 and visited Romania on the 23rd of the month and today is visiting Rome.

Foreign Minister Ibrahim al-Jaafari said on Thursday that Iraq needs an economic process similar to the Marshall Plan to return the cities destroyed by a terrorist organization, especially the city of Mosul.

This came in a speech delivered by Jaafari at the third session of the "Mediterranean Dialogue Conference", which opened in Rome this evening and will continue until the second of December.

"We need reconstruction, Mosul is no longer as it was before the war is booming. That is why I ask the international community, in addition to its assistance in the past, to crystallize an economic process like the Marshall Plan in 1948," Jaafari said. The conference will discuss issues related to developments in the Mediterranean region, including: common security, combating terrorism, the future of the Middle East, migration, energy and growth, the role of women and young people for economic recovery, and migration.

Rome, Italy - Iraq needs a Marshall Plan for its reconstruction - "the world owes us this," Iraqi Foreign Minister Ibrahim Al Jaafari said in Rome on Thursday. 
 
"I urge the international community to help us as it has done to fight the Daesh," the minister said during the Rome-MED symposium for dialogue in the Mediterranean. 
 
Iraq has had a real "world war, so the world must now support us," he added, referring to the many nationalities of the "foreign fighters" who joined the EI group. 
 
"Daesh is no longer a strategic threat to the Iraqi regime," Al-Jaafari said, urging the international community to help Iraq rebuild its many, devastated cities like Mosul.
 
The plan that Iraq seeks is inspired by the program launched by the United States for the reconstruction and recovery of Europe after World War II.
 
Representatives from 56 countries including Chancellors, ministers, businessmen, politicians and experts began a series of meetings and conferences on Thursday in the Italian capital to analyze the situation in the Mediterranean basin.
 
The conference, which will last three days, will analyze the geopolitical challenges of this region, its perspectives and opportunities, said Giampiero Massolo of the Italian ISPI study center, along with the Italian Ministry of Foreign Affairs.
 
"It is a free exchange of views: from here simple solutions will not come, but if the reasons for peaceful coexistence emerge, we will leave more than satisfied," Massolo summed up.

was it a world war  ? or  the spill  over of the  arab spring march ,  from the youth of arab nations getting  tired of being  tramped by dictatorship ?     did  look like a  civil war  at the time  but  moved right through , iran , Iraq , to Syria  ....

Iraqi Foreign Minister Ibrahim al-Jaafari's control of cabinet posts and the exclusion of other components has been severely criticized, while political parties have considered this approach to be sectarianism and the elimination of Iraqi diplomacy .

She pointed out that "supporting the project of building a modern civil state can not be achieved or mature, with the existence of diseased mindsets believe in monopolization of power, and always seek to exclude professionalism and competencies and to change ignorance and incompetence, and sectarianism and sectarianism in the administration of the state."

The Ministry of Foreign Affairs has recently appointed about 20 ambassadors of the Jaafari bloc and other Dawa parties.

The Iraqi Foreign Ministry has also removed and isolated dozens of employees and senior officials in the ministry, from a certain component, to control their posts and politicize the ministry to a particular party.

Iraqi Foreign Minister Ibrahim al-Jaafari said that Iraq needs a "Marshall Plan" for its reconstruction, stressing that "the world owes us this." 

"I ask the international community to help us, as well as to help us in a fight," Jaafari told the Mediterranean Dialogue Forum in Rome on Thursday. 

"Iraq is fighting as part of a global war, so the world should help us today," he said, referring to the multiple nationalities of foreign militants who fought in the terrorist group.

This came in a speech by Jaafari at the third session of the "Mediterranean Dialogue Conference", which opened in Rome on Thursday evening and will last till December 2. 

Jaafari said that "Iraq needs a Marshall Plan to rebuild the cities destroyed by the organization calling for the terrorist, especially the city of Mosul." 

"We need a reconstruction that is no longer today, as it was before the war, and that is why I ask the international community, in addition to its assistance in the past, to formulate an economic process like the Marshall Plan of 1948, which included the reconstruction of Western Europe, .

"We were all happy to defeat the Daish organization, which was achieved thanks to the political unity on which the Iraqi forces moved, and this is an important experiment." 

He lost the land he controlled in 2014, which was estimated to be one-third of Iraq's territory, following three years of military campaigns backed by the US-led coalition.

ROME (Reuters) - When Italy organized a conference focused on the Middle East, the Gulf and North Africa, it promised to look beyond the turmoil roiling the region and instead promote a “positive agenda”.

Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman al-Thani, captured the gloom, bemoaning “a lack of wisdom” in the region, with “no hope” on hand for ordinary people hoping for an end to years of conflict, upheaval and sectarianism.
 

“Maybe I have presented a dark picture, but it is not as dark as I have explained, it is darker,” said Thani, whose country is suffering an economic blockade by its Arab neighbors, which accuse Qatar of supporting terrorism.

Qatar denies the accusations and the crisis has pushed the tiny, gas-rich state closer to Shi‘ite Muslim Iran, the regional rival to Sunni Muslim Saudi Arabia.

The foreign ministers of both Iran and Saudi Arabia addressed the conference, taking turns to trade barbs.

 

“Since 1979, the Iranians have literally got away with murder in our region, and this has to stop,” Saudi Foreign Minister Adel al-Jubeir said on Friday, accusing Tehran of interfering in the affairs of numerous Arab states, including Syria, Yemen and Lebanon.

A day earlier, on the same stage, Iranian Foreign Minister Mohammad Javad Zarif accused Saudi Arabia of blocking ceasefire efforts in Syria, “suffocating” Qatar, destabilizing Lebanon and supporting Islamic State.

He also dismissed suggestions that Tehran was meddling in the affairs of its troubled neighbors or that it should stop supporting militia groups, like Hezbollah in Lebanon.

DESTRUCTION

Casting around for reasons to be positive, most speakers pointed to the defeat of Islamic State, which used to rule over millions of people in Iraq and Syria, but now controls just small pockets of land after months of fierce military assaults.

However, officials warned the group would not die easily.

“It has been defeated as a military force on the ground, but it is likely to go back to cities to create destruction and terror,” said Arab League Secretary General Ahmed Aboul Gheit, predicting the militant group could still be around in 10 years.

Iraq’s foreign minister bemoaned the destruction it had left in its wake, and called on the world to unite to help rebuild his country in the same way they had come together to fight IS.

“The world owes this to us,” said Ibrahim al-Jaafari. “A lot of destruction demands a lot of reconstruction. Mosul is not at all what it was like before. It used to be beautiful. It had a university. Now it is just ruins.”

 

Egypt’s Foreign Minister Sameh Shoukry warned that IS fighters fleeing Syria and Iraq had come to his country, where an attack on a mosque in Sinai last month had killed more than 300 people. They were also heading to lawless Libya, he said.

Amidst all the talk of war and chaos, there was little mention of diplomatic efforts to restore peace to the region.

“At a time when you have so many sources of tension, so many fuses, so many humanitarian catastrophes, you also have so little diplomacy,” said Robert Malley, vice president for policy at the non-governmental International Crisis Group.

Underscoring this point, no one from the White House administration took part in the conference -- a signal some diplomats put down to a general disengagement from the Middle East by President Donald Trump. Last year, the then secretary of state, John Kerry, participated.

 in which the United States gave over $13 billion    (nearly $140 billion in current dollar value as of September 2017)

 

The phrase "equivalent of the Marshall Plan" is often used to describe a proposed large-scale economic rescue program.

OMG...this article has been up for 14 hours, and I'm the first reply?  But I digress.  It's obvious that this country needs a massive infusion of capital to rebuild.  What's not so obvious is the realization that their is soooooo much value in the country now.  They've got trillions of $$$ in just their confirmed oil supply.  Their's probably just as much value in their natural gas supply,  which they have recently started to monetize.  There's many more natural resources, including gold and diamond.  And let's not forget the fact that there is trillions of dollars worth of developed real estate, infrastructure, and private enterprises.  Yet, the market capitalization of their currency is a mere $33 billion!!  This discrepancy between the value of the Iraqi economy and its currency has only gotten more severe from when I got involved.  So now, their need for capital is at its peak.  There's no better time to RV to rectify this discrepancy!!
