Al-Jaafari: Iraq needs a (Marshall Plan) to rebuild its soil

Thursday, November 30, 2017 - 10:40 PM

Foreign Minister Ibrahim al-Jaafari said on Thursday that Iraq needs an economic process similar to the Marshall Plan to return the cities destroyed by a terrorist organization, especially the city of Mosul.

This came in a speech delivered by Jaafari at the third session of the "Mediterranean Dialogue Conference", which opened in Rome this evening and will continue until the second of December.

"We need reconstruction, Mosul is no longer as it was before the war is booming. That is why I ask the international community, in addition to its assistance in the past, to crystallize an economic process like the Marshall Plan in 1948," Jaafari said. Including the reconstruction of Western Europe. "

"We were all very happy to defeat the Dahesh organization, which was achieved thanks to the political unity on which the Iraqi forces moved, and this is an important experience," he said.

The Mediterranean Dialogue Conference is attended by Lebanese President Michel Aoun and a number of ministers and deputy foreign ministers of Arab, Middle Eastern and European countries, most notably Turkish Deputy Foreign Minister Ahmed Yildiz, Foreign Ministers of Qatar Mohammed bin Abdul Rahman, Iran Muhammad Jawad Zarif, , Russia Sergey Lavrov, and Deputy Prime Minister of the Libyan National Reconciliation Government, Ahmed Maitiq.

The conference will discuss issues related to developments in the Mediterranean region, including: common security, combating terrorism, the future of the Middle East, migration, energy and growth, the role of women and young people for economic recovery, and migration.

Iraq demands Marshall plan for rebuilding

Iraq has had a real "world war, so the world must now support us," added the chancellor.

Rome, Italy - Iraq needs a Marshall Plan for its reconstruction - "the world owes us this," Iraqi Foreign Minister Ibrahim Al Jaafari said in Rome on Thursday.

"I urge the international community to help us as it has done to fight the Daesh," the minister said during the Rome-MED symposium for dialogue in the Mediterranean.

Iraq has had a real "world war, so the world must now support us," he added, referring to the many nationalities of the "foreign fighters" who joined the EI group.

"Daesh is no longer a strategic threat to the Iraqi regime," Al-Jaafari said, urging the international community to help Iraq rebuild its many, devastated cities like Mosul.

The plan that Iraq seeks is inspired by the program launched by the United States for the reconstruction and recovery of Europe after World War II.

Representatives from 56 countries including Chancellors, ministers, businessmen, politicians and experts began a series of meetings and conferences on Thursday in the Italian capital to analyze the situation in the Mediterranean basin.

The conference, which will last three days, will analyze the geopolitical challenges of this region, its perspectives and opportunities, said Giampiero Massolo of the Italian ISPI study center, along with the Italian Ministry of Foreign Affairs.

"It is a free exchange of views: from here simple solutions will not come, but if the reasons for peaceful coexistence emerge, we will leave more than satisfied," Massolo summed up.

Iraqi Foreign Minister Ibrahim al-Jaafari's control of cabinet posts and the exclusion of other components has been severely criticized, while political parties have considered this approach to be sectarianism and the elimination of Iraqi diplomacy .

Confirmed the "solution" bloc , said in a press statement that " the government approved a list of ambassadors without considering their professionalism, competence and abilities in the external political work, and omitted the representation of components, based on party affiliation of a particular color as a basis for the selection and nomination."

She pointed out that "supporting the project of building a modern civil state can not be achieved or mature, with the existence of diseased mindsets believe in monopolization of power, and always seek to exclude professionalism and competencies and to change ignorance and incompetence, and sectarianism and sectarianism in the administration of the state."

"The history of the Iraqi Foreign Ministry, known for its professionalism and efficiency, is feared by the people of Iraq and its people.

And stressed the rejection of "the mechanism of sectarian and sectarian selection is not efficient for representatives of Iraq abroad, which will undoubtedly devote sectarianism and partisan and misrepresentation of foreign policy, if we know that the bulk of the names and serials belonging to the current Foreign Minister Ibrahim Jaafari, and who lack professionalism and were the cause of sabotage Joints of the Iraqi Foreign Ministry. "

In the context, the official of the Foreign Ministry, the "new Arab", "Jaafari held a large mechanism for the selection of ambassadors, for control of positions," noting that "the mechanism goes through four stages; the first phase of the interview, and then nominated by the Ministry of Foreign Affairs, and Then the approval of the Council of Ministers, followed by a vote in Parliament, and then the issuance of a presidential decree of the President of the Republic.

He stressed that "this mechanism prevented anyone from outside the Jaafari bloc to one of the positions," explaining that "applicants for positions, outside the Jaafari bloc do not go out in the first stage, the interview."

He pointed out that "this mechanism has made the ministry the monopoly of a certain component only."

The Ministry of Foreign Affairs has recently appointed about 20 ambassadors of the Jaafari bloc and other Dawa parties.

The Iraqi Foreign Ministry has also removed and isolated dozens of employees and senior officials in the ministry, from a certain component, to control their posts and politicize the ministry to a particular party.

Middle East leaders paint 'dark picture' at Rome conference

4 MIN READ

ROME (Reuters) - When Italy organized a conference focused on the Middle East, the Gulf and North Africa, it promised to look beyond the turmoil roiling the region and instead promote a “positive agenda”.

FILE PHOTO: Qatar's foreign minister Sheikh Mohammed bin Abdulrahman al-Thani attends the 36th Session of the Human Rights Council at the United Nations in Geneva, Switzerland September 11, 2017.

REUTERS/Denis BalibouseBut many of the 45 heads of state, ministers and business leaders who attended the event over the past three days saw little future cheer.

Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman al-Thani, captured the gloom, bemoaning “a lack of wisdom” in the region, with “no hope” on hand for ordinary people hoping for an end to years of conflict, upheaval and sectarianism.

“Maybe I have presented a dark picture, but it is not as dark as I have explained, it is darker,” said Thani, whose country is suffering an economic blockade by its Arab neighbors, which accuse Qatar of supporting terrorism.

Qatar denies the accusations and the crisis has pushed the tiny, gas-rich state closer to Shi‘ite Muslim Iran, the regional rival to Sunni Muslim Saudi Arabia.

The foreign ministers of both Iran and Saudi Arabia addressed the conference, taking turns to trade barbs.

“Since 1979, the Iranians have literally got away with murder in our region, and this has to stop,” Saudi Foreign Minister Adel al-Jubeir said on Friday, accusing Tehran of interfering in the affairs of numerous Arab states, including Syria, Yemen and Lebanon.

A day earlier, on the same stage, Iranian Foreign Minister Mohammad Javad Zarif accused Saudi Arabia of blocking ceasefire efforts in Syria, “suffocating” Qatar, destabilizing Lebanon and supporting Islamic State.

He also dismissed suggestions that Tehran was meddling in the affairs of its troubled neighbors or that it should stop supporting militia groups, like Hezbollah in Lebanon.

DESTRUCTION

Casting around for reasons to be positive, most speakers pointed to the defeat of Islamic State, which used to rule over millions of people in Iraq and Syria, but now controls just small pockets of land after months of fierce military assaults.

However, officials warned the group would not die easily.

“It has been defeated as a military force on the ground, but it is likely to go back to cities to create destruction and terror,” said Arab League Secretary General Ahmed Aboul Gheit, predicting the militant group could still be around in 10 years.

Iraq’s foreign minister bemoaned the destruction it had left in its wake, and called on the world to unite to help rebuild his country in the same way they had come together to fight IS.

“The world owes this to us,” said Ibrahim al-Jaafari. “A lot of destruction demands a lot of reconstruction. Mosul is not at all what it was like before. It used to be beautiful. It had a university. Now it is just ruins.”

Egypt’s Foreign Minister Sameh Shoukry warned that IS fighters fleeing Syria and Iraq had come to his country, where an attack on a mosque in Sinai last month had killed more than 300 people. They were also heading to lawless Libya, he said.

Amidst all the talk of war and chaos, there was little mention of diplomatic efforts to restore peace to the region.

“At a time when you have so many sources of tension, so many fuses, so many humanitarian catastrophes, you also have so little diplomacy,” said Robert Malley, vice president for policy at the non-governmental International Crisis Group.

Underscoring this point, no one from the White House administration took part in the conference -- a signal some diplomats put down to a general disengagement from the Middle East by President Donald Trump. Last year, the then secretary of state, John Kerry, participated.

The amounts vary but this amount I have seen three times:

in which the United States gave over $13 billion    (nearly $140 billion in current dollar value as of September 2017)

The phrase "equivalent of the Marshall Plan" is often used to describe a proposed large-scale economic rescue program.

Project Marshall Iraq .. Vision and plan!

04/12/2017 12:00 AM

Ibrahim Abadi

Iraqi groups are looking forward to 2018 with great money. The state has completed the liberalization of the land and managed the financial crisis and many problems with a clear success. It is now preparing to deal with issues that are not less serious and the challenges are also great. The post-liberation phase is the stage of reconstruction and reconstruction. National income, development of quality of life and the face of unemployment, and under the ceiling of large expectations and deferred expectations, the responsibility of the management of the executive body of the state must be well equipped to take difficult decisions may cost heated confrontations and large clashes, Its will be the formation of the image of Iraq and this image should previous dismal features of change and exceed the approved promising new, Iraq has fallen into the laws and regulations conflicting and complex networks of management and implementation of corrupt and dominated by the mentality of the commercial exploitation of rapid profit and profiting from state funds, and competed forces and mafias to control

The state has failed to establish the foundations of an executive apparatus and the authority of a decision free of the grip of forces that want to dominate everything. This has resulted in a strange and suspicious overlap between political and financial groups. It has resulted in structural weakness and unprecedented corruption and feudalism competing against the joints of the state and the economy. Partisan and platforms that spread political and intellectual chaos and hurt ordinary citizens with despair and frustration
With the feeling and need for Iraqis to change and reform and the attainment of the state of the bottom stage, the 2018 elections appear to be the deciding point in the report of Iraq's next destination, there are forces that refuse to change and reform and want to maintain the system of quotas and compatibility and distribution of positions and spoils because it does not improve otherwise, and is ready to fight to maintain These interests, which have become known and culture and enshrined in the policy of parliamentary legislation, and the lack of political reason to overcome, such as marathon negotiations to form the Electoral Commission and the Commission on Human Rights and the formation of other independent bodies and change the systems of local and public elections , Who follows how to manage blocs and parties practical, feel that the representatives of parties and components, sects and minorities do not know the way to manage the state, but the distribution of seats and positions to ensure the positive vote or otherwise the laws and regulations and instructions remain disabled without this consensus, and will manage economic policy in the same way each group wants to make small gains The European Union has been rebuilding Europe after the Second World War in 10 years with American support (the Marshall Plan), effective democratic systems, and fair and informative media. Active and responsible, social responsibility and active popular bureaucracy, and what awaits Iraq and its people, outside of war, is a supportive international position along the lines of Marshall, parallel to the steps of tangible change and the will of reform is not reluctant, and this in turn depends on the will of the Iraqi voter and consciousness, And the voter we are betting on needs a person who opens his mind and consciousness in a new and honest style of electoral propaganda, sound and scientific visions to build the state and deal with thousands of problems, and a new type of candidates of integrity. Sincerity
Political?

OMG...this article has been up for 14 hours, and I'm the first reply?  But I digress.  It's obvious that this country needs a massive infusion of capital to rebuild.  What's not so obvious is the realization that their is soooooo much value in the country now.  They've got trillions of $$$ in just their confirmed oil supply.  Their's probably just as much value in their natural gas supply,  which they have recently started to monetize.  There's many more natural resources, including gold and diamond.  And let's not forget the fact that there is trillions of dollars worth of developed real estate, infrastructure, and private enterprises.  Yet, the market capitalization of their currency is a mere $33 billion!!  This discrepancy between the value of the Iraqi economy and its currency has only gotten more severe from when I got involved.  So now, their need for capital is at its peak.  There's no better time to RV to rectify this discrepancy!!
