In the interventions of ladies and gentlemen, MP Majida al-Tamimi expressed surprise at the existence of a trend to restore the budget to the government, calling for reading and then make amendments to it after the submission of observations to the Finance Committee.

The MP Khalaf Abdul Samad said that oil-producing provinces did not get their rights, calling for a budget to be returned to the government, which bears responsibility for delaying the submission of the budget to the House of Representatives.

MP Jabbar al-Abbadi said that the House of Representatives has two options either approval or amendment and can not be put to vote by approval or not because it is a clear constitutional violation.

The deputy said Talabani that the powers of the House of Representatives on the budget amendment is limited, pointing out that the Kurdistan Regional Government expressed willingness to negotiate on the salaries of the staff of the region, which requires the introduction of a representative in the State Committee for the audit of the preparation of staff in the region.

He stressed that the government has already challenged many of the amendments made to the previous budgets, most of which concern the Iraqi people, calling for amendments to serve the people.

In its response to the interventions, the Finance Committee confirmed its commitment to the opinion of the House of Representatives on the mechanisms to proceed reading the budget in 2018, pointing to the existence of objections by some of the parliamentary blocs on the bill.

President al-Jubouri announced the referral of the draft federal budget bill for fiscal year 2018 to the Finance Committee to collect the objections that were mentioned or submitted in writing by everyone and empowered the Committee by the Presidency of the Council of Representatives to discuss with the government on the draft budget law and prepare a final version of him and be notified Presidency The Council in order to determine an extraordinary hearing to be presented.

The statement added that the net amounts paid by the central government to the Kurdistan Region after excluding the revenues of the region registered with the Federal Ministry of Finance from (2005 - 2016) will be the amount of approximately (108,074,691) million dinars, (one hundred and eight trillion seven hundred and six billion six hundred and one Ninety million dinars).

How about, " we don't like the way the budget is written so we are going to stay here and discuss it until we all get what we want?" They would rather hate than participate. It's easier to blame someone else when you've had nothing to do with any of it. That's the real problem.
