The Iraqi government has sent a team to the town of Darbandikhan that was struck by last week’s earthquake to assess the extent of the damage inflicted on the dam.

“We are doing two things. First, we have dedicated 3 billion IQD [$2.5mn] to repair the dam soon. Second, we will support all the affected people,” said Darbaz Mohammed, head of an Iraqi committee formed to oversee repairs to the dam.

In addition to the dam’s own team, Baghdad has also dispatched experts from Hamrin dam and from the Ministry of Water Resources.

“We sent a technical team upon a request by the prime minister soon after the event to protect the safety of the dam in Darbandikhan. And we are working with them now,” Tofiq Jasim, manager of the Hamrin dam, told Rudaw.

International experts have also inspected the dam and the Kurdistan Regional Government said the EU has offered to cover costs of repairs.

Ankara sent an expert team from Diyarbakir’s Dicle University. Their engineers will seek financial assistance from the Turkish government.

Large volumes of water are released from the dam daily to decrease pressure on the structure.

 

Residents of towns and villages immediately downstream of the dam, some nearly 500 families, are worried.

“We will go back to our homes and won’t need any support or assistance only if the mayor or manager of the dam reassures us,” said Ahmed Mohammed, resident of Sirwan.

Darbandikhan dam was built in 1961. It is currently holding more than 1 billion square metres of water, more than a third of its 3 billion capacity. The dam is an important source of water for agriculture in parts of Garmian, Diyala, and Hamrin.

The dam was damaged in a 7.3 magnitude earthquake on November 12.

A joint team from the World Bank and the Ministry of Water Resources visited Sulaymaniyah governorate to assess the impact of the recent earthquake that hit the Iraqi-Iranian border on the banks of Darbandikhan and Dokan 

Concerns about the safety and management of the dams were raised after a 7.3 magnitude earthquake struck the Iraqi-Iranian border on November 12, 30 km southwest of the Iraqi city of Halabja, about 217 km northeast of Baghdad.

At the request of Prime Minister Haider Abadi, the World Bank mobilized a technical support mission to conduct an assessment of the damage caused by the earthquake in Derbendkhan and Dokan.

"We appreciate the partnership between the Government of Iraq and the World Bank office in Baghdad and appreciate the Bank's rapid response and cooperation in responding to the ministry's request to help deal with this emergency issue," said Water Resources Minister Hassan al-Janabi, according to a statement issued by the World Bank.

The Bank's mission is to support the Ministry of Water Resources in preparing a detailed diagnosis of damage caused by the recent earthquake, reviewing the emergency preparedness plan and preparing a plan of action for the management of the dams.

According to the statement, the mission found that "the dam operator and technical staff of the Ministry of Water Resources are managing the post-earthquake situation in a very satisfactory manner."

"The extent of the additional technical support required will be based on the findings of the mission," he said.

"The World Bank, working side by side with the Iraqi government task forces in Siddine sites, is undertaking a deep assessment of the damage caused by the earthquake and a rehabilitation plan to address urgent and long-term concerns," said Yara Salem, director of the World Bank's Iraq office.

The dams were built in 1961 to control floods, irrigation and drinking water supplies. Later, power generation was added to its uses

Majid said in a press conference held today in Erbil that there is a real risk of damage to the dam Darbandikhan, which is large, and if it collapses, huge amounts of water will be installed in the Dam Hamrin, saying that the last dam if he had stored quantities of water, The collapse will cause a disaster.

He added that he had informed the Kurdistan Regional Government, and the ministers concerned with this matter, and since the issue of dams sovereignty, we have also provided the Iraqi government and the World Bank a report on this matter, and they decided to support us to reduce the damage done.

The minister called on the Iraqi and Italian team present in the Mosul dam and with them the American Advisory Group to conduct a detection of the dam and provide assistance, stressing that the Kurdistan Regional Government allocated one billion dinars for restoration is insufficient, and the federal government allocated only 3 billion for the detection and evaluation, .

He said that the salaries of employees of dams in the Kurdistan region sovereign and will arrive in next week or next.

And on the dues of the peasants said Majid that 826 billion dinars signed by Abadi as the entitlements of the peasants are not enough, indicating that the government did not pay the full 2015 dues

He said by saying that the federal government is a city for the farmers of Kurdistan up to 736 billion dinars.
