The Chamber added that "the session includes voting in principle on the proposed law to amend the Personal Status Law No. (188) for the year 1959," pointing to "the vote also on the draft law of ratification of the Convention of encouragement and mutual protection of investments between the Government of the Republic of Iraq and the Government of the Islamic Republic of Iran."

"The agenda of the session also includes a vote on the draft law amending the law of the Association of Accountants and Auditors, and vote on the draft amendment of the second law of the Central Bank of Iraq issued by Order No. (56) for 2004 on the Coalition Provisional Authority, and vote on the proposed law of the Information and Communication Authority" , Pointing out that "the session also includes a vote on the bill to appeal in favor of the law in the provisions and decisions on property ownership."

The agenda of the meeting, according to the statement, "the vote in principle on the draft law on the lease of agricultural land, and vote on the exemption of former deputies, who have been issued a decision of the Federal Court not to correct their membership of the amounts incurred by their guilt, and read the report of the Committee of the displaced, displaced and expatriates on the return of displaced persons to their areas "Adding that" the session will be the first reading of the proposal of the law of Samarra, the capital of Islamic culture, and the first reading of a draft law to characterize the national campaign to build schools and kindergartens. "

The House of Representatives began the first steps to discuss the law of elections to the House of Representatives after his success in the selection of a new electoral commission. 

The Legal Committee is receiving the proposals of the blocks on the draft government of the law, and confirms that it will begin its discussions next week. 
The committee discusses four controversial issues to finalize the draft law: the age of the candidate, the academic certificate, the electoral system, and the constituencies. 
But these preparations clash with the desire of parliamentary parties to postpone the elections, or postpone them for six months from the date proposed by the Electoral Commission. 
"The number of proposals submitted by various blocs to the legal committee on the law of the elections of the House of Representatives has increased," MP Zeinab al-Sahlani, a member of the parliamentary legal committee, said in a statement. "The legal committee started reviewing these proposals to include them in the draft law "He said.
The Sahlani MP explained that "the Legal Committee adopted the government version of the electoral law after neglecting the draft sent by the Presidency of the Republic earlier this year," noting that "the mass of the Liberals and the citizen and national blocs that submitted their proposals on the law of parliamentary elections." 
In February, the "range" revealed the existence of a "Shiite veto" that was known to the parties of the National Alliance against a draft prepared by the Presidency of the Republic for the law of parliamentary elections. And coordinated the National Alliance with the Sunni and Kurdish blocs to reject the draft. 
The presidential draft stipulates that "candidates for membership of the Council shall have additional conditions besides the legal conditions, including that the candidate must be at least twenty five years old at the time of nomination and must have at least the preparatory certificate or equivalent."
The draft law adopts the mixed system whereby "half of the seats in the electoral district are distributed according to a mechanism in which all candidates are rearranged in all lists, based on the number of votes obtained by each. The first winner of the highest votes in all lists in the governorate Within the electoral district regardless of the list, and this applies to the rest of the candidates. " 
The remaining half of the seats are distributed on the lists by the total number of votes obtained by each list in the constituency, according to the system of Saint-Liqué (1.5-3.5.7.9 etc.). The number of votes obtained by each of them, to be the first winner of the highest votes, and so for the rest of the candidates.
The National Alliance, the Prime Minister, in February, the preparation of a draft law for parliamentary elections will be balanced and does not threaten the large blocs. 
And reveals MP Zeinab Sahlani for "a problem faced by the Legal Committee and is not to achieve a quorum to discuss the paragraphs and articles of the election law of the House of Representatives after the absence of the Chairman of the Committee Mohsen al-Saadoun and Kurdish MPs against the backdrop of the repercussions of the referendum in the Kurdistan region," asserting that "the last meeting of the Legal Committee opened the door to the blocs and deputies to submit New proposals on the draft government. " 
A member of the Liberal bloc to "the efforts of parliamentary blocs to reduce the electoral system (St. Lego) in the draft government from 1.6 to 1 only," asserting that "the discussions of the blocks on the election law will begin this week to submit to vote."
In contrast, MP Zana Said, another member of the Legal Committee, "the existence of many points of disagreement on the law of parliamentary elections, and is the age of the candidate and the certificate and the electoral system and electoral districts," adding that "these points need extensive discussions by the blocks to mature before referral to Vote ". 
MP Zana Said, said in a statement to the (range) yesterday, that "a lot of observations and proposals submitted by the parliamentary blocs will be included in the draft election law in the coming days." The Kurdish MP stressed that "Parliament has overcome the biggest obstacles and obstacles to the holding of elections is the vote on the Electoral Commission."

But the choice of the Council of the Electoral Commission faces another challenge, after some of the deputies to challenge before the Federal Court the illegality of the current composition of the Commission.
Parliamentary circles told Al-Mada last week of talks being held by internal and external parties to postpone local and parliamentary elections. Sunni forces called on the United Nations Mission in Iraq (UNAMI) to postpone the elections scheduled for next May to another notice, citing the delay in the reconstruction of cities and western provinces, and the return of all displaced persons to their areas.

But Abtan is likely to postpone the elections because of the lack of return of the displaced and the instability of the security situation between the Kurdistan region and the federal government.

and the government."

ERBIL, Kurdistan Region - A major dust storm has swept across the Kurdistan Region reducing visibility in the capital city of Erbil to less than one kilometer, said an official.

“Since last night, the Kurdistan Region has come under a heavy dust storm reducing visibility to a large extent,” said Fazil Ibrahim, head of Earthquake and Metrology Department. “The sight distance inside Erbil is less than 300 meters.”

Ibrahim added the dust storm had less of an effect on the Duhok province as sight distance there is eight kilometers. 

Dr. Khalil Qadir, spokesperson of the Health Ministry confirmed to Rudaw English that a large number of people admitted were those already suffering from other chronic illnesses and were hospitalized at the emergency hospitals due to the dust.

"The total number of cases who visited emergency hospitals in Erbil was 485 cases. So far, 153 cases have been admitted and managed. In Sulaimani and Duhok, there were no cases,” said Qadir. 

The head of the Earthquake and Metrology Department believed the dust storm will come to an end by Sunday evening. 

The dust storm, he explained, is largely originating from Mosul and Syria.

He added that the deserts of Iraq cause annual dust storms in the Kurdistan Region.

Who knew, right?? GOI doesn't want the Kurds there, but they cancel session because the Kurds can get out of Erbil due to 'dust storm'. Next week they will cancel because Jabouri stubbed his toe on a chair. These people are useless, pathetic idiots.

Usually they postpone what they are suppose to postpone, just for postponement sake!  I'm good with postponing due to a sandstorm, as all the progress that has been made, we dont want anything bad to happen at this point!
