HEWLÊR-Erbil, Iraq’s Kurdistan region,— Over 700,000 people who are currently on the Kurdish government’s payroll have so far registered in the electronic payment system, which is designed to reduce corruption in workplaces and enhance transparency in Iraqi Kurdistan region, officials said Tuesday.

The biometric registration of employees, which was launched on October 10 and will continue until February 10, has revealed “large scale misuse and fraud,” in some cases involving private persons receiving up to 5 wages from the government, according to one government official who spoke to Rudaw on condition of anonymity.

The mandatory electronic system is expected to reduce the number of ghost workers who do not actually work but are paid by the Kurdistan Regional Government (KRG) through falsification of personnel or payroll records.

The system is designed to prevent individual employees from receiving more than one salary, effectively limiting fraud and mismanagement of public assets, authorities have said.

“For the first time we have reliable statistics about the number of people on the government payroll, which will be the base for our future decisions,” Kurdish Prime Minister Nechirvan Barzani told his cabinet meeting on Tuesday.

Government data show that nearly 1.4 million people are officially employed by the KRG, consuming an estimated 70 percent of its overstretched annual budget.

The new payment system is modern banking technology that uses biometric authentication to identify the user and authorize the payment through a bank account verified by fingerprint scanning.

The payment reform is part of larger austerity measures that the KRG has struggled to implement in collaboration with the World Bank to tackle the ongoing financial crisis that has gripped its economy since early 2014. The economic reforms have caused outrage across the Kurdistan Region with several riots and strikes.

Earlier this year, KRG spokesperson Safeen Dizayee revealed that only an estimated 740,000 employees among the 1.4 million who are on the KRG’s payroll are doing actual work, with the rest of the salaries going to ghost workers or employees that receive more than one salary which he said had burdened the government’s total expenses.

The KRG hopes the new electronic system will prevent mismanagement of public assets and reduce rising unemployment in the country.

Kurdistan considered as the most corrupted part of Iraq. According to Kurdish opposition lawmakers billions of dollars are missing from Iraqi Kurdistan’s oil revenues. The Kurdistan’s Ministry of Natural Resources has rebutted those accusations as unfounded.

Senior KRG officials including Kurdish leader Massoud Barzani have long been routinely accused by the opposition and observers of corruption or taking government money.

Barzani and Talabani families and their relatives, control a large number of commercial enterprises in Iraqi Kurdistan, with a gross value of several billion US dollars. The two families are routinely accused of corruption and nepotism by Kurdish media as well as international observers.

Until now no one has been sentenced over corruption in Iraqi Kurdistan.

Iraq has repeatedly topped the list of the least transparent nations in the past decade.

Well looks like a good place to put up a hanging tree!! and start cleaning house, after the second hanging I'm sure the 1/2 not working will find work elsewhere.

Drunk_Vikings64, DoD, DV,  This is why the GOI have had major issues paying KRG gov't salaries because they cannot provide accurate information in regards to how many people work for their Gov't.   "Ghost Workers".......Remember "Ghost Soldiers" being paid under Maliki's tenure well that has pretty much been squashed.

Barzani's, Talabani's, Zebari,  All of these Crooks have robbed the KRG people of the wealth to include owning most of the major businesses & Oil Companies in the region.   They are no different than the Politicians in Baghdad that PM Abadi is making all efforts to bring to justice and drastically decrease the corruption & theft.

SULAIMANI – The Kurdistan Region’s Presidency (KRP) has released a report showing steps made to reform government institutions, in response to an order made by Masoud Barzani on February 10, 2016 instructing that reforms be carried out.

 

The KRP said on Wednesday (February 15) that over 20 officials and military commanders have now been investigated though the courts.

The Ministry of Peshmerga has removed 1,566 officers and Peshmerga members from the ministry’s headquarters, the report added. Over 12 corruption cases specific to the Peshmerga Ministry have been sent to the Integrity Commission for Investigation.

“Big and important plans regarding changes are set out by the Peshmerga Ministry and they will be accomplished in the near future,” the KRP stated. “It is decided that the Kurdistan Regional Government (KRG) cancel directorates specified to retired Peshmerga.”

Private payments of 23,000 people have been cut off, the report added, while another 20,000 people who were receiving disability payments have also had their payments ceased.

The report further stated that expenditure has been reduced by half in one year and that revenues have been reorganized.

“Hundreds of millions of Iraqi dinars were returned to the KRG’s treasury,” the KRP continued.

The KRG Council of Ministers has also gotten rid of a total of 452 directorates and offices, saving more than one billion Iraqi dinars in rental expenditure, according to the report. More than 2 billion IQD ($1.682 million) for administration expenditure has also been saved.

Inquiries into officials who have become “unnaturally and illegally” rich have started, the statement reported, while the purchase of unnecessary equipment including cars for higher ranking officials has been halted.

“Electricity expenditure to buy gasoline for electrical stations has become zero from $2-3 billion USD,” the report added.

Regarding the biometric system, the KRP said the system will include military, security and interior forces, and security institutions.

ERBIL, Kurdistan Region – Kurdish President Masoud Barzani has called upon Peshmerga forces and members of security agencies to register their names in the government’s new electronic payment system, aimed at reducing corruption in workplaces and enhancing transparency in the region, otherwise their salaries will not be paid.
 
According to information obtained by Rudaw, Barzani has ordered the Peshmerga forces, especially the ministry’s 70 and 80 units, to register under the biometric system.
 
The Peshmerga Ministry’s Chief of Staff, Jabar Yawar, told Rudaw, “The process of biometric registration for salaries and elections cards has started in the Peshmerga Ministry and, after that process is finished, it will begin among Peshmerga soldiers of the 70 and 80 units.”
 
Barzani has reportedly emphasized that whoever fails to register in the new biometric system will not be paid by the government.
 
Commenting on the order issued by Barzani, Yawar told Rudaw English, "I have not seen it myself, but if we do receive it, we will hasten the process by increasing our teams" carrying out the registrations into the new system.
 
Nearly 90 percent of civil servants have registered under the electronic payment system, numbering around 843,000 people who are currently on the Kurdish government’s payroll.

ERBIL— Kurdistan Region Presidency announced on Wednesday the outcomes of a series of reform packages it enforced for improving the efficiency of almost all the sectors and to battle the corruption in the Kurdistan Regional Government (KRG).

The nine-page long report details the steps which were taken after February 10, 2016, when Kurdistan Region President Masoud Barzani declared the process.

The measures taken according to this program, the report indicates, were to decrease the expenses and increase the income in order to secure privileged living conditions for the peoples of Kurdistan.

Oil sector, its expenditures and revenues, the public sector enrollment and intrusions against public wealth have been scrutinized by corruption.

The other areas covered by the reform process include the military and medicine sectors.

The report said the biometric system of registering the public sector employees was launched as part of this reform process and the new system enforced after the launch of the process has not exempted any party.

The report reads that KRG strives to promote transparency in oil sector as well as other areas. The government has also plans to downsize its current structure and enforce an economic reform plan.

Some 100 cases of corruption and violations have been referred to the Integrity Board, according to the report, which says "a bright future" awaits the people of Kurdistan Region as the process will continue.

KRG’s biometric system exposes thousands of ghost employees

ERBIL, Kurdistan Region – Kurdistan Regional Government’s (KRG) newly-introduced biometric system, which aims to digitize the data of its more than 1.3 million civil servants is expected to uncover nearly 33,000 irregular employees who could either be ghost or double salary employees, according to a member of the commission who also warned that employees will lose their job if they fail to register.

 

The biometric registration process for government civil servants ended in the beginning of March 2017 with 988,026 employees having registered in the system.

 

Registration for military personnel has now begun and will continue until May 1. Some 230,000 service personnel are expected to register. They comprise all security and police forces including the Patriotic Union of Kurdistan’s (PUK) 70th Military Unit, Kurdistan Democratic Party’s (KDP) 80th Military Unit.

 

These units are in the midst of the registration process, a member of the biometric system’s commission told Rudaw on condition of anonymity. 

 

The KRG has 1,378,000 employees, of whom one hundred thousand are college and university students who receive funds from the government but are not supposed to register in the system, according to data obtained from the biometric system’s registration committee.

 

Of the overall number of people receiving salaries from the government, 229,000 are pensioners, 91,000 are families of martyrs, 190,000 are disabled or those receiving assistance under the social care system, 476,000 are civil servants, and 292,000 are military personnel. This is according to the data obtained from the biometric registration commission.

 

The commission member who spoke to Rudaw also revealed that nearly 46,000 people on the payroll have not yet registered in the biometric system.

 

Minister of Labor and Social Affairs Mohammed Hawdiani told Rudaw that the number of people on his ministry’s payroll is 225,000, of whom 111,000 are disabled, 84,000 are under the social care system, 23,000 are special payment beneficiaries, and 6,500 are ministerial staff.

 

The Ministry has already reexamined everyone on its disability payroll in order to eliminate financial irregularities.

 

“In the reexamination process for the disabled, 20,000 of them didn’t show up. It is highly likely they feared they might not pass the reexamination or were not disabled at all,” Hawdiani said.

 

He said his ministry was committed to registering under the government’s biometric system. “All our employees participated in the process. There were no shadow employees. In the past, we had 18,000 ghost employees whom we removed from our pay roll before the biometric registration was introduced. Nearly 1,000 disabled people on our pay roll in different towns didn’t register, though.”

 

Hawdiani also said that they have cut salaries of people whose wages were between 30,000 Iraqi Dinars (IQD) and 1 million IQD, saving the government 2 billion IQD monthly.

 

The majority of employees at the Ministry of Education have registered, the source at the biometric commission detailed. “The Ministry of Education has 168,000 employees; 165,000 have registered in the system. Most of the remaining 3,000 are on unpaid leave.”

 

Many of the government’s civil servants living in the diaspora, especially pensioners, returned to the Kurdistan Region to take part in the biometric registration process. However, some of them have not yet done so. 

 

Those who have not yet registered in the system have a deadline of May 15, 2017 to do so, alongside the military personnel. Employees who fail to register will not get paid, regardless of their position in the government.

 

The system exposes those who get their salaries illegally or receive multiple salaries.

 

“Our prediction is that nearly 33,000 employees will be removed from the government’s pay roll,” the biometric commission member detailed. “That is a reduction of 2.5 to 3 percent in government-paid personnel.”

 

Based on these figures, the biometric system can save the government more than 25 billion IQD per month given an estimated average wage of 835,000 IQD. This amount can pay for the employees of 5 small ministries. It is also a bigger amount than the full salaries of the Ministry of Agriculture (12 billion IQD), Ministry of Justice (3.7 billion IQD), Ministry of Planning (870 million IQD), and Ministry of Natural Resources (nearly 2.5 billion IQD).

 

More savings are expected to be found as the security services complete their biometric registration.

 

“There were people who retired at an early age as high ranking military officials. There was someone who was only 24, yet was retired as lieutenant general. There were also people who were 19 and were retired as high ranking military officials,” the biometric commission member said. “There were 40 to 50 cases of this sort.”

A spokesman for the Kurdistan Regional Government, Sven Dziyi, said on Monday that his government did not resolve the final decision to review the system of mandatory savings for salaries of government employees in the region.

Dazi told reporters that the revision of the system of saving the salaries will be comprehensive, noting that the Ministry of Finance and Economy in the provincial government and experts in this area are preparing to know the formula through which the review will be carried out.

"Once the committee has completed its work, the draft will be presented to the cabinet, which will be careful to take a decision," Dziay said.

Dzei's comments came at a time when the provincial health minister announced that the government's program would make changes to the salary saving system during the month of March.
