Minister of Communications: an impending end drawn by the parliamentary vote .. and the poor services of the net and the political past

BAGHDAD (AP) - A parliamentary source revealed on Saturday (June 22nd, 2019) the "Mistake" of the decision of the House Services Committee to question the Minister of Communications about the imminent dismissal of the controversial official, Naeem al-Rubaie.

Over the past few days, the "obelisk" has monitored parliamentary and political activity in serious preparations to question the minister on the file of troubled telecommunications services. Other parties are busy preparing for the de-Baathification file, which will be covered by the minister.

It seems that the deputies and the political blocs began to hear repeated calls from citizens, poor services and high prices, as well as a constant talk of corruption files between the "heads" in the ministry, and communications companies.

The issue of the overthrow of the Minister of Communications was not new, as news of a no-confidence motion for Na'im Thajil al-Rubaie was renewed due to his former affiliation with the former Baath Party and his inclusion in the Accountability and Justice Law. At the end of 2018, The work of the parliament, including the vote on the dismissal of the spring.

These circles confirm that the Iraqi public opinion, with this step in view of what al-Rubaie represents, is a symbol of a clash that succeeded in the sequence to the top of the democratic system in Iraq, which was founded by sacrifices and blood.

These circles point to the inclusion of the new Minister of Communications in the government of Prime Minister Adel Abdul Mahdi, the law of accountability and justice, which makes the withdrawal of confidence from the spring is urgent to the Speaker of Parliament Mohammed Halbusi to initiate implementation in response to the will of Iraqis, especially the families of victims of the former regime, according to the views of the street Iraq.

Na'im Thajil al-Rubaie was an intelligence officer from the Ministry of Higher Education with the same specialization.

Istizar al-Rubaie, after the parliament voted in favor of his inauguration on October 24, 2018 as communications minister replacing Hassan Kazem al-Rashed, raises questions about the emergence of Baathist symbols or involvement in terrorist crimes in the Iraqi government.

The events' interactions seem to draw an impending end to the spring drawn by the parliamentary vote, poor Internet services and a suspicious past.

  • yota691 changed the title to Supreme Council for Combating Corruption between political statements and legal reality

Supreme Council for Combating Corruption between political statements and legal reality

Dr.. Hassan Yasiri

In the first part of this article, we have explained how the Supreme Anti-Corruption Council was established since 2007. We have outlined its main function and have concluded that it is about coordinating efforts between the SAIs and the judiciary. This is a continuation of what we have started; we will discuss today the Diwani Order No.
35 of 2019 of 4 February 2019, concerning the Council as well.

In view of this, we include the following observations: serving the public opinion and the public interest:

1. In this regard, the Supreme Council for the Fight against Corruption has been recommended to appoint the General Inspectors or to refer them to the Prime Minister for decision. This provision is contrary to the law, which explicitly states that this power is vested in the entity of impartiality exclusively. It submits this recommendation to the Prime Minister directly and without an intermediary, because it is the body closest to the work of the public inspectors, which monitors their work daily, Direct contact with the conduct of that work.

The other members of the Council - with great respect and appreciation - are not following the work of the inspectors, and often do not know them close, so they will not have the machine - in practice - to know the inspectors and assess or evaluate their work; which leads to say that the mandate of this authority Will only be a formality action is useless, as well as the above mentioned violations of the law !!!
For example, if the recommendation was against that representative, how is the recommendation presented to the members of the Board, one of them, and so if the recommendation, for example, was for the dismissal of another general inspector, how could the recommendation be presented to the presence of the Inspector's colleague General Member of the Council !!!
3. It was also stated in this order that the President of the Council shall designate the General Inspectors in institutions and bodies whose formations do not include the offices of inspectors. This text confirms what we said earlier in the first part of this article that legal errors have been repeated in these orders, for some unknown reason, perhaps because of some of the legalists who stand behind these proposals. The error in this text lies in the fact that the Prime Minister has this power under the laws in force. This authority was granted to him as the Prime Minister and not as the Chairman of the Anti-Corruption Council. Therefore, this text is no longer useful, Between !!
4 - What has happened in the past months has revealed the existence of an unseen trend of some politicians to trim the nails of the regulatory bodies, especially the integrity, and reduce the powers and power that have terrified the corrupt in the past three years
And their art unless they count. There have been numerous attempts to reduce and weaken the power of the Authority, and to undermine its independence, the independence that has disturbed some narrow party thinkers who do not believe in the independence of the SAIs and are trying to influence it to penetrate it whenever they find the opportunity. In the past years, the Commission has been subjected to attempts by those who undermine it, such as attempts to undermine some of its independent directors-for example, in order to exclude them. And the replacement of them with others from parties and quotas and kinship, and also some attempts to come now to come with a party or a party orientation known to the presidency of integrity, some still offer obedience to some political blocs to accept their candidacy !!! All this aims to transform this independent institution into a group of people who owe allegiance to their parties. In conclusion, they try to break the sword over the necks of the corrupt, and replace it with a filter of their own - in the body - prevents the opening of investigations against them and closing them open; !! Thus, this institution loses its independence completely; then I read peace !! And any greater scourge than this scourge !!!
In another direction, there are other attempts to undermine the system of public inspectors, especially those who took responsibility with us, the day we opened dozens of large files - and the rest of the day was in deep sleep -, those files that included ministers and agents and special grades, which terrified the corrupt,
And others, perhaps from the political parties; in this they achieve two goals, the first is to get rid of the independent inspectors who took responsibility, and the second to satisfy some of the political blocs !!! And any more severe plight of this ordeal !! All this is contrary to the law, which requires the Inspector-General to be politically independent, which we have applied over the three-year period of our presidency of the Commission. We have not granted anyone whatever his rank. We have not appointed a single party inspector; Themselves attest to this, despite the fact that the majority sought to gain a foothold in this system. In addition, we recommended the removal of some of the inspectors, who were surrounded by partisan suspicions, who were limited
The three, contrary to what some claim that the system is all partisan or calculated on a particular party, or it represents the deep state or or .. And other lies that the victim of this system on the one hand, and who strives to get a foothold on the one hand Other. At the time, we were able to end the mandate of those who were assigned to the party. Only one of them was left with the approval of the former Prime Minister (Mr. Abadi) to get him out of the system. Appointment of party members in the system of public inspectors.
After all these legal efforts to establish the rule of law, some began to take advantage of the opportunity now to pass some suspicious transactions contrary to the law !!
We know that Mr. Prime Minister (Mr. Abdul Mahdi) did not do so, and because we believe in his profession, which rejects such attempts by some, But we will be exposed and we will call things by their names if these attempts continue, and we will address to expose them to public opinion, as we have addressed to the heads of corruption are not indifferent, and we will not fear in God for a good mother, the homeland and the public interest above everyone !!!
I call on the honorable Prime Minister, Mr. Prime Minister, to pay attention to this issue in a personal and direct manner, without mediating some of those who may convey words that are different from the truth. He may have done well if he listened to some of the inspectors directly,
Out of favor. He also suggested to his sovereignty - according to experience - to choose to head the body of one of the current public inspectors who have been in service for many years, who knew independence and non-orientation
Integrity, honesty, competence and long experience in their work, especially since some of them are judges and one of them is a combination of two experiences, the experience of exploratory work
And the experience of working in the investigations of the Integrity Commission; they know all the details and nature of the work of the Commission on the one hand, and the work of the judiciary on the other. And the God of the intent behind.
