Search for fighting corruption in Iraq
Awni Al-Kalamji
14 June 2019
Iraqi Prime Minister Adel Abdul-Mahdi recently addressed to the members of the House of Representatives more than forty files on corruption, including every corner and angle in the state institutions and its various facilities. Each file has a title: oil smuggling, real estate, border crossings, Smuggling of gold, prisons and detention centers, grain and livestock trade, tax evasion, royalties and nationality, currency smuggling, retirement file, drugs, file of martyrs, trade in human organs, trade in fertilizers and pesticides , Medications , Entry points, ration card, social welfare, electricity, appointments and sale of positions, iron smuggling and rubbish, examinations and sale of questions, loans and advances without cover, telecommunications,
If such corruption occurs or is much less than in any country, no matter how arrogant and reckless its government is, its bags and Walt Al-Adbar, for fear of punishment and confiscation of stolen funds, or escape the punishment of the people, each of which refers to a ministry in the government. But what happened in the opposite direction, where the sectarian blocs and parties accused of corruption, which is the mainstay of the government and parliament, to attack the best means of defense, they accused their colleague in the profession, Abdul Mahdi, to fail in the fight against corruption and eliminate it, taking advantage of the possession of deadly weapons , Armed militias, support for the foreign occupier, and the charm of religious references, let alone the fort

"Things do not go according to the law of crime and punishment, but according to the title I call crime and reward"

Which is the Iraqi judiciary, where absolute control has been exercised, especially on its president Medhat al-Mahmoud, and then the performance of his duty by granting the patent to anyone who was charged with a scandal that can not be covered, and we may find a blatant example, In the award of the patent to the former Speaker of Parliament, Salim al-Jubouri, MP Mohammed al-Karbouli, MP Bahaa al-Araji and former finance minister Hoshyar Zebari of all the charges against them publicly, and documented with conclusive evidence and witnesses and audio recordings, and even apologize for them inconvenience, although the hearings did not Takes only minutes?
This is not the first time that a prime minister or a deputy has come out to announce such files. The prime ministers of the previous governments have done so. These files end up above the high shelves to fill them with dust. The aim of this boring play is to throw the ash into the eyes. Which has become a harbinger of a massive uprising at any time. However, let's think, this time, of the prime minister, and ask him how to deal with these files, under a government that is already corrupt, a flagged parliament and a corrupt judiciary? How can he deal with such a dangerous matter in the shadow of a state that has become a state of armed militias? Then who will be tried from, and everyone keeps a file of corruption against the other? Did not this fact confirm the former Prime Minister Nuri al-Maliki, when threatened to disclose, in response to the attempt to withdraw confidence from him? Did not Haidar follow his footsteps after he lost hope in a second term? Did not others respond strongly to them, and threaten them with what facilitates them from their black files?
Yes, these files will hang over the high shelves, and other files of corruption will sleep on them. Adel Abdul Mahdi has proved himself. Instead of meeting his promises, after he took office, fighting corruption, bringing corrupt people to fair courts, retrieving stolen money, and making serious reforms in Iraq, we have come up with new, more corrupt and more widespread files. . This is normal. In Iraq, as the stubborn facts have shown, things do not go according to the crime and punishment law, but according to the title I call crime and reward, because the ruler in Iraq simply does not receive punishment for a crime committed, His crimes multiplied his reward, if a rich becomes a millionaire, the millionaire becomes a liadira, the manager rises to a general manager, the minister may be prime minister and so on. As for the type of crime, do not ask about it, all are allowed to the rulers of Iraq.
The great tragedy is that this rampant corruption was not the result of bad coincidences, and not because of incompetence, incompetence or an imbalance of conscience, so that people hope to be replaced, removed or

"The current files will hang over the high shelves, as other files of corruption"

The trial, as was not caused by greed and greed, to bet on the adequacy of these huge amounts of money, but was the result of a carefully planned scheme of the occupier, as an important link from the scheme of the destruction of Iraq, a state and a community. They were also carefully selected to carry out this treacherous scheme and to prevent any popular attempt to overthrow it. This is why they resort to all means to occupy the Iraqis, by fabricating sectarian and civil wars, or dividing the society between Muslims, Christians and Sabi, Shiites and Sunnis, or dividing society into components such as Kurds, Shiites and Sunnis. National unity and pride in Iraqi identity and belonging to the homeland, brotherhood and coexistence. Not only that, but they resorted to the policy of ignorance of society, and the denial of knowledge and education, which does not qualify him to claim his legitimate rights, or control and control of power.
This is not a conclusion or a political analysis or a stigmata, but is based on black records of previous Iraqi governments. By simple calculation or arithmetic, these successive governments have proven ineffective, unable to hold any corrupt person accountable or to dismiss any thief, or to bring any accused to the competent courts. On the other hand, these governments failed to achieve any political, economic or service done for the benefit of Iraqis, and stood firm stand against prejudice to the equation of sectarian and ethnic quotas, and rejected any amendment in the Constitution, and make it a constitution and national represents the general framework of the State which defines the identity and order form where, and organizes public authorities, and draw relationships between them, and sets the border for each authority separately, and assigns duties and fundamental rights of individuals and groups, and is keen to ensure the country's independence, national sovereignty and territorial integrity, and preserve the wealth of nature, not a constitution mined encourage ethnic and sectarian, and the division of Ala Aq states.
Shining in this black image the general Iraqi perception of this fact, and abandon every bet

"These governments were unable to achieve any political or economic achievement"

And instead resorted to the path of popular demonstrations and uprisings with slogans condemning corruption, calling their symbols and threatening them with punishment. They came to believe that the solution was comprehensive change, and in any way available. This fact does not change the fact that the demonstrations or the uprisings have declined. This has happened because of the brutal repression used by the armed militias, not only against demonstrations, but against any modest attempt to achieve the most basic of legitimate rights. In other words, this government will not be able to inspire one Iraqi with its patriotism, its ability to fight corruption and achieve any reform, no matter how simple.
