Parliament conducts corrupt food for displaced people

BAGHDAD (Reuters) - An Iraqi parliamentary committee is set to open an investigation into corruption of food aid for displaced people across the country.

"The committee intends to open the investigation after discovering four corrupt food items in the aid allocated to the displaced," interim head of the Labor, Social Affairs and Migration and Displacement Committee in the Iraqi parliament, Raad al-Dahlaki, said in a press statement on Sunday (February 24, 2019).

"We have formed a committee to investigate and follow up on this matter, and to investigate the imbalance in the storage operations or poor transport, or the delay in distribution."

The Minister of Displacement and Migration Nawaf Bahaa Moussa announced on Saturday the destruction of "four elements of food rotten (lentils, chickpeas, beans and burger) within the vocabulary of the food basket, which was supposed to distribute to the displaced, and the number of 276 656 baskets.

Moussa stressed "the determination of the ministry to form a committee to examine the causes of damage and failure of these materials, and accounting for the defaulters."

According to figures released by the International Organization for Migration (IOM) mid-year ago, two million Iraqis remain displaced, mostly in camps across the country, out of the 5.8 million who left their homes in the midst of a war between Iraqi forces and Islamic state militants between 2014 and 2017.

Many IDPs living in the camps rely on food provided by the Iraqi Ministry of Immigration or local and international humanitarian organizations.

General inspectors .. Are they partners in corruption .. What is the secret relationship "always good" with the ministers?

BAGHDAD (Reuters) - As the Iraqis hope for the wheel of reform, they point to one of its stations, the file of public inspectors, who have dominated government ministries and institutions for years, amid the absence of legislation to regulate their work. And make them independent and operate in accordance with legal mechanisms that allow for productive oversight.

On February 24, 2019, MP Ali Badairi, MP of the Reform and Parliamentary Bloc, described some of the public inspectors in the ministries as "partners in corruption." He asked about the "good relationship" "Which links them with ministers, while criticized the difficulty of reaching them.

"The previous governments confirmed the role played by the so-called deep state in the appointment and installation of public inspectors in the ministries, and this was the main reason for the lack of legal action, towards the files of corruption," he said.

He added that "corruption in some ministries, due mainly to the Office of the Inspector-General, where it covers those files."

"Some of the inspectors have issued procedures for some of the general managers and the agents, who later became ministers, and therefore we are surprised by the great cooperation between the inspector and the minister, who was an employee at the time of issuing the orders.

"The survival of public inspectors is a major reason for the survival of corruption and its spread. There has been no change so far, and we are surprised by the procedure of transferring inspectors from one ministry to another instead of replacing them, which happened with the Inspector General of the Ministry of Agriculture, .

He stressed "the need to replace the inspectors, and the appointment of new through the Integrity Commission, or the Council of Ministers, away from partisan and sectarian quotas."

"If the inspectors have corruption files," al-Badairi said, "they are involved in corruption. Any file of corruption against any minister has not been disclosed. The Inspector General is a partner in it, and some inspectors use strict measures from armed groups and tools. Access to them, how citizens. "

"The staff of the offices of the public inspectors in the departments of some provinces are using the means of pressure on staff and officials, to take Comchin, for catastrophic projects."

He stressed that "the doors of public inspectors should be open to citizens, to receive any doubt about a certain corruption, and then move on and disclosed, and it is surprising that the relationship of the Inspector-General in a document always with the Minister."

Now they can go find the 350 B that was lost and hopefully dismantle the Iranian backed Iraqi politicians that are stealing Iraq blind.

Corruption and Security continue to be items that need to be addressed before the suitable environment is ready for an RV imo.  It’s interesting how Iran has their hands all over the inability of Iraq to better itself. What’s even more amazing is that the US, after trillions spent securing Iraq’s independence has allowed Iran to be such a disruptive force. And let’s never forget the soldiers lost or wounded securing that independence, TWICE!!!

There will be no conflict with the work of these institutions, but this council does not enjoy the powers," Harb said. Punish or hold the corrupt. "

"The Council of Corruption is a good experience and it is an experience if it succeeds, it is good for the country, but if the Council fails its work, the corrupt will go further and more," Harb said.
