I remember reading this artical, and why aren't these heada not on chopping blocks.

Just think, this is only in one bank in the US. Just think about the rest of the banks and countries.

One angle I thought of was some sort of "amnesty program" where all the culpable are given an opportunity to do the right thing OR ELSE!!!

 

This is an article from 2017 while maybe the progress or resolution on some of these "files" has been or is being made.
