Hurricane Integrity is expected to reach a number of new provinces in the next few days. In the past weeks, the hurricane has ousted three governors and a number of local and executive officials on corruption charges. 
Detainees have reservations about pending arrest warrants issued by impartiality, for revealing names for fear of escape. 
The governor of Basra, Majid al-Nasrawi, fled the country on the basis of his foreign passport, before the Integrity Commission issued a travel ban. 
Since the creation of the Integrity Commission 13 years ago, the Foundation has been accused of political subordination to the government. A number of corrupt officials managed to escape during those years, including three ministers. 
Until mid-2007, the agency is still preventing more than 200 travel officials, including a number of ministers.

In an interview with Al-Mada yesterday, Badiri apologized for disclosing the names of officials or provinces that will witness arrest warrants in corruption cases. "If we mention the name of an official, he will run away immediately," he said. 
Hassan al-Yasiri, head of the Integrity Commission, commented on the news that the governor of Basra, Majid al-Nasrawi, escaped two weeks ago that "the holiday on Friday and Saturday delayed the proceedings against the governor." 
The governor of Basra left the country on Thursday, the same day he was ordered to stop traveling.
The body said in a statement after the incident that Nassrawi "went out after the completion of his press conference directly to Iran, which means before the arrival of the decision to prevent travel against him." 
Earlier reports of integrity confirmed the indictment of more than 250 officials accused of smuggling money, including three ministers residing outside Iraq, namely Ayham al-Samarrai, Hazem al-Shaalan, and Falah al-Sudani. 
The latest report confirmed the presence of 216 travel officials, including 18 ministers or ministers. 
The report, issued mid-year, indicated the presence of 140 officials banned from traveling in 2017, including four ministers. 
Is integrity independent?

"There are no red lines on any official who proves corruption cases," he said during a statement last month.Recent measures of integrity led to the governor of Anbar Suhaib al-Rawi being sentenced to one year's suspended sentence, paving the way for his removal from office. 
The reports of the Integrity Commission also imprisoned the governor of Salahaddin Ahmed al-Jubouri for three years on charges of corruption. Sabah al-Bazzouni, head of the Basra council, is still awaiting investigation into corruption cases. But MP Ali al-Budairi says that "political leaders intervened to bring out the governor of Babel Sadik Medlul temporarily from prison." "Integrity measures are good, but they do not apply to everyone, and that's where the problem lies," said a member of the National Alliance. 
Two months ago, the court of misdemeanors in Babil issued a simple prison sentence for six months with a fine of one million dinars, after being convicted of corruption cases.
In a press release issued last May, the judge of the Babel court pointed out that "the convict tried to escape from the detachment after the verdict was issued, but the men of the detachment managed to bring him back." 
Last week, the Integrity Commission issued a warrant for the detention of the director general of Iraqi Airways, Samer Kubba, for two years. 
On the other hand, leaked information about the issuance of travel prohibitions against the governor of Dhi Qar Yahya Naciri. This came days after the arrest of the deputy governor and a number of his aides on charges of corruption. 

Where did you get this? 
The head of the Integrity Commission, recently, that the number of accused referred to the judiciary during the current year, "reached (2512) accused, including 16 ministers and those of their rank." 
"The Commission's investigations led to the issuance of 3198 arrest warrants, of which 836 were executed," he told a news conference in Baghdad.
In the meantime, MP Abdul Karim Abtan, a member of the Integrity Committee, that "the achievements of the Integrity Commission is not the level of corruption in the country." 
"The amount of money that has been smuggled out of Iraq is much higher than that recovered by the Authority," Abtan said in a statement to Al-Mada. 
The Commission revealed its success in restoring and preventing the loss of 92 billion dinars. The CMA's recovery department estimates that more than $ 1 trillion has been smuggled since 2003. But the Parliamentary Integrity Commission estimates the smuggled amount at only half a trillion dollars. 
In August 2015, Prime Minister Haider al-Abadi decided to start activating the principle of "where do you get this?" Against all officials, and instructed the Integrity Commission to set up special teams to investigate the wealth of senior officials and those with special grades. 
MP Abtan calls on the Integrity Commission to "limit the property of officials and every Iraqi who is rich at the expense of public money."

Integrity Commission will issue new arrest warrants against governors and heads of provincial councils soon, MP Ali al-Bideri revealed on Sunday. 
In a press statement, al-Bideri said that the commission will issue these arrest warrants against officials and governors over corruption charges.
However, he did disclose their names for fear that they would flee the country.
Public opinion pressure and the upcoming election have been a robust driver of Integrity Commission’s recent increased activity, he noted. 
Last month, Bideri said unveiled an arrest campaign targeting local officials few days before issuing arrest warrants against Anbar’s governor Suhaib al-Rawi and Salahuddin’s  governor Ahmed Abdul Allah al-Jabouri. 
Previously, Integrity Commission’s reports revealed that 250 officials were accused of plundering funds, including three ministers living abroad.  
The commission’s latest report said that 216 officials are on a no-fly list, including 18 ministers. 
Earlier this month, it was reported that the governor of the oil city of Basra Majid Mahdi Abd al-Abbass al-Nasrawi stepped down and gone to Iran after the commission of integrity began investigating graft allegations against him.

At least they are making head ways at draining their swamp.  Wish we could say the same for the US.  Funny how we help set up the new Iraqi gov't and the way it started with the corruption.  And now they are finally, hopefully, making the gains we hoped they would with getting rid of the guilty parties.

 

Time will tell on how they plan to follow through with it all.  Hopefully they find the lowly underling that will lay it all out and sing like a bird.  Give them amnesty and witness protection outside of Iraq with a nice bank account.  Money talks so to speak.

The Office of Prime Minister Haider Abadi, on Monday, the formation of a committee to follow up the files of integrity in all Iraqi provinces.

"The council decided to form a committee to follow up the files of integrity in the province, which was submitted to the judiciary for review," Saad al-Hadithi, spokesman for the Prime Minister's Office, said in a statement.

Al-Hadithi referred to the review of projects in the provinces and contracts and said that "was directed to form a committee of the Office of Financial Supervision to audit the stages of the transfer of projects and contracting procedures and financial and technical issues all and determine the extent of violation of the instructions in force."

These committees will visit the province of Basra, whose former mayor, Majid al-Nasrawi, escaped after accusations of corruption while his former council head, Sabah al-Bezouni, is still in prison. "The council has charged the committees to visit Basra and prepare their reports there, The list and overcome the obstacles to the completion of the projects mentioned, and submit their proposals and recommendations to the Prime Minister for decision.

He added that "the first results of the work of these committees is what was presented to the Council of Ministers in its previous meeting, where he briefed the Council on the results of the visit of the committees to the province of Basra and was in light of the resolution of the problems existing in six major investment projects to resume work.

He concluded by saying that "the committee directed to investigate the reasons behind the delay in completing a number of projects, where directives were issued to deal with the delivery of services to the residential complexes in agreement with the investors, and the guidance to follow up the observations related to the work of financial control in a fast manner. And basic infrastructure projects have been stalled for years and without justification and was commissioned inventory inventory of these projects stopped to deal with cases of cessation and accountability of the defaulters.
