My opinion is a returning of, at least some of the, stolen or pilfered funds to Iraq is an imminent sign of the Bicraqi Iraqi Dinar ReInstatement. The returning of the funds will not only strengthen their reserves but also indicate Iraq is Safe, Secure, Stable, AND Sovereign as an INTERNATIONAL Financial Entity of comparable status to other INTERNATIONAL trading partners.

The deputy of the Kurdistan Change Bloc and a member of the oil and energy parliamentary committee, Ghaleb Mohammad Ali, called Sunday for the Iraqi intelligence service to investigate a video recording of scenes of the theft of Iraqi oil from the main pipeline carrier while passing through Turkish territory.

"Potential parties operating under the cover of the Turkish government have punctured the pipeline passing through Turkish territory and set up a sub-pipeline through which large quantities of oil are stolen," Ali said in a statement received by al-Maaloumah.

"He called on the intelligence services, in addition to the prime minister and the ministers of oil and foreign affairs, to provide them with CDs to document the operations," he said.

A member of the parliamentary oil committee apologized for publishing the videotape and allowed some pictures only to preserve the confidentiality of the information, noting that "the disclosure of the recording, which shows a group of vehicles, equipment and thieves speaking in Turkish about the carrier company and the large number of stolen oil to obstruct efforts to investigate and identify those involved in this process "He said. End 25 n

Report: Abdul Mahdi reproduces Abadi plans to combat corruption

abdalmahdi-abadi.jpeg

The Iraqi government has tackled thousands of files of financial and administrative corruption on the government of Prime Minister Adel Abdul Mahdi.

The confrontation is not confined to financial and administrative corruption, but extends to war crimes, violations and enforced disappearances, which ended with the fall of cities by the organization of "Da'sh" in mid-2014, under the mandate of former Prime Minister Nuri al-Maliki. The file of dealing with corruption and opening transparent investigations with those involved in it has become a major popular demand in the demonstrations in southern Iraq, especially Basra. That coincided with reports that Iraq, as a result of financial corruption, had lost at least $ 450 billion in less than 10 years.

However, the file carries great risks, because those involved in the files of corruption are the leaders of the political and security scene in Iraq, including prominent political leaders, have armed followers and wings, which makes the file as a minefield avoids everyone to go into it, so it is said that open the file wide Means to blow up the political process in Iraq fully. Even the "reforms" project launched by former Prime Minister Haider al-Abadi on fighting corruption and holding accountable those involved in the fall of Mosul in the hands of the "Da'ash" organization, including Nuri al-Maliki, in 2014, have not borne fruit. They ended without any result, Which supported Abbadi, in addition to supporting the leader of the Sadrist movement, Moqtada al-Sadr, Nad al-Maliki and his arch-enemy, because of the control of Maliki and his party, "advocacy" on state institutions, including the judiciary.

Reproduction plans

In the footsteps of Abadi, who formed in the first weeks of his previous government, "the anti-corruption council," adopt Abdul Mahdi's plans to hold those involved in corruption to create committees and experts, during the first session of the fourth Iraqi parliament, which gave Abdul Mahdi confidence to form his government, A corruption file is open before the Integrity Commission. At the time, Abdul-Mahdi pledged to treat corrupt people as no less dangerous than a "preacher." This is the same sentence uttered by Abadi five years ago, prompting politicians and parliamentarians to question Abdul Mahdi's words, especially as he has no authority over corrupt parties Economic state.

Finally, Abdul-Mahdi reshuffled the Supreme Council for Combating Corruption, saying it was a step to "unify the efforts of the regulators". "The goal of restructuring the Supreme Anti-Corruption Council is to enable it to take deterrent measures and unify the efforts of regulators in a new context capable of confronting any person or person, whatever its location, and act as a state in exposing corruption and protecting society," he said. Citizens and public money alike. " He pointed out that "the Council must have sufficient administrative and legal powers to control the file of corruption and knowledge of its citizens and shortcomings in follow-up and implementation." A former member of the Integrity Commission said that "Iraq does not need to form a higher council to combat corruption, especially that this council will be built on the method of party and sectarian quotas, such as the bodies, councils and former committees, because the parties will mix their elements in the Council, and cover their way to hide files associated with their parties Which accuses leaders of it. " The member added to the "New Arab" that "the Iraqi government has an independent integrity, financial control and parliamentary committees and means through which to monitor and work to open files and hold those involved in a safe legal way. The government is an executive authority that has to deal with sectors related to citizens' lives, such as services, and politically with regard to foreign communications and economic matters. "The investigative committees formed since the first Iraqi government after the occupation, and so far has not been able to hold any political leader involved in cases of embezzlement of funds or terrorism, because the committees formed by the government of the parties to choose the members." The government is an executive authority that has to deal with sectors related to citizens' lives, such as services, and politically with regard to foreign communications and economic matters. "The investigative committees formed since the first Iraqi government after the occupation, and so far has not been able to hold any political leader involved in cases of embezzlement of funds or terrorism, because the committees formed by the government of the parties to choose the members."

The Sadr alliance, supported by Sadr, is pressing Prime Minister Adel Abdul Mahdi to move in this council in order to undermine his opponents, most notably Nuri al-Maliki, especially as he is involved in the majority of issues that have exhausted the Iraqis, such as the fall of Mosul and the disappearance of billions of dollars and crimes against humanity , But fears, at the same time, of not having Abdul Mahdi sufficient strength to confront corrupt parties, according to the MP for "Saron" and Secretary General of the Communist Party of Iraq, Raed Fahmi.

"The new Arab" Fahmi said, "Abdul Mahdi was hesitant, during the last period, to take decisions that raise political forces, and took into account the political balances in his government. However, he decided to fight corruption. If the force has the power to open and hold accountable one official, it will have the support of Parliament and the support of the Iraqi masses. "

"Abadi had previously talked about the Supreme Council for Combating Corruption and then relied on a group of experts, but the political will was not present to do what is needed to beat the corrupt, especially with the files ready and completed by the judiciary, which need a decision to announce the names of those involved And accountability, in addition to partisan interventions and pressures that hampered the work of the Council.

He pointed out that "the restructuring of the work of the Council and the selection of Abdul Mahdi for the members of honest, not through the parties, it shows that his powers will be stronger, as it is time to move all files, not what is accused of a certain party and distrust of another.

"

Atil Nujaifi does not rule out that he can use the corruption file to attack political opponents who do not have strong blocs to defend them

"

The leader of the Iraqi "Decision" coalition, Atil Nujaifi, does not rule out that "the corruption file is used to beat political opponents who do not have strong blocks to defend them or to weaken opponents of the government."

Nujaifi said that "the way to form the government showed the weakness of Adel Abdul-Mahdi in the face of the political blocs, and therefore the opening of files of real corruption will be more difficult in the face of the blocks. I do not see any signs of a real fight against corruption, and I do not think he has the tools, nor does he have the strength to implement them. "

He explained that "most of the files of corruption emanating from the sectors of banks and oil, through them we see violations of billions of dollars, and then comes the contracts of ministries with high financial allocations, and continue the cycle of corruption until it reaches junior staff members and share their heads."

A judge at the Supreme Judicial Council in Baghdad said that "many investigations were withdrawn after political pressure, in favor of parties and entities for review, and many of the cases were manipulated and evidence, but without the objection of the judiciary."

"The file of the fall of Mosul, for example, has been completed since last year and is ready and necessary to start implementing its provisions, but the release of these provisions needs to rely on the Iraqi military forces not to arrest those involved, but to protect judges and court employees, Of legal and advisors, for fear of assassinations that may occur to them. There are assassinations of Iraqi lawyers and judges without the media mentioning them, in addition to the intimidation and intimidation methods used by the parties with the judges. "

"The promises of fighting corruption in Iraq are no more than maneuvers and slogans adopted by political entities," said Iraqi observer Ahmed al-Sharifi.

He added that "the political system in Iraq involved in political corruption or terrorism and therefore he agreed on the issue of procrastination." He pointed out that "the majority of political entities involved in the files of corruption, and the way to resolve is through a force from outside the political system and away from terrorism, break into the political process and implement the anti-corruption program." Thousands of corruption cases in Iraq still open: Wisdom politician

National Wisdom Movement's (Al-Hikma) Mohamed al-Lakash said there are thousands of corruption files that have accumulated since 2003, including issues against prominent men in the state, which have not been dealt with until now.

Some people have used these files in the past for political blackmail and bargaining, Laskash said, adding that the corruption file will be one of the biggest challenging issues for the government of Prime Minister Adil Abd al-Mahdi.

Lakash called on Iraq's Supreme Anti-Corruption Council to publish a monthly report in the media, adding that citizens are eager to see the corrupt being handed fair punishment for what they have committed against the Iraqi people.

Earlier in January, Abd al-Mahdi vowed to combat all forms of corruption in 2019, saying the threat posed by corruption matches that of ISIS.

Speaking at the first meeting of the newly formed Supreme Anti-Corruption Council, Abd al-Mahdi said the body is designed to bolster state agency for countering corruption.

Abd al-Mahdi stated that the objective of the council is to take preventative measures and unify efforts to combat corruption by any party or person, regardless of their post, according to his press office.

He also affirmed that widespread corruption in the country must be brought to an end, as it “distorts the image of the state” and its reputation, both locally and internationally.

“We must put an end to it and consider corruption as an enemy, as we have ISIS terrorists.”

"There are thousands of files of corruption from 2003 to the present day, and some of them are undisputed senior whales and are on the shelves of the Office of Financial Supervision and their observations and integrity and the judiciary and the prosecution and the offices of the inspectors.
"Some have used these files in the past for political blackmail and bargaining and for the theory of 'Tam Tamli and Wom Tamlk', knowing that this file will be one of the biggest files to challenge the government of Adel Abdul Mahdi."
The Prime Minister has pledged in his government program to eliminate corruption rampant in all parts of the state and form the Supreme Anti-Corruption Council under his chairmanship and the membership of the Office of Financial Supervision and the Integrity and Public Prosecution and Judicial Supervision and Inspector General of the Ministry of Interior.
Abdul Mahdi chaired the meeting of the Supreme Council for the fight against corruption at its new headquarters in the Iraqi Supreme Criminal Court on 16 of this month, which confirmed that "every corruption will be targeted, and the role of the Supreme Council to combat corruption is the process of high-level coordination among the regulatory bodies as a whole and focus their efforts in the direction One".
"The aim of the restructuring of the Council is to enable it to take deterrent measures and to provide financial, security and legislative support to the process of combating corruption and accelerate it."
