Iraq is a higher anti-corruption council

Iraqi political parties called on the  government to exploit the restructuring of the Supreme Council for the fight against corruption , the elimination of supporters in the country, while the alliance began to lead by Muqtada al-Sadr movement towards re-opening the files of former Prime Minister Nuri al-Maliki at the same time.

The Iraqi government announced yesterday the formation of a competent council to combat corruption and follow-up  files related toit. Prime Minister Adel Abdul-Mahdi supervised his first meeting, stressing that his aim is "to enable him to take deterrent measures and unify the efforts of the regulatory bodies in the context of new work capable of confronting any party Or a person whatever his position, and act as a state in the detection of corruption and the protection of society and citizens and public money alike.

"The importance of the Council does not lie in its meetings and declarations, but it must have movements on the ground to combat the rampant corruption in the institutions of the country , and the leaders of corruption who have not been able to overthrow them ," said Mohammad al-Tamimi, a member of the Iraqi civil force in Baghdad . Over the years, "adding that" the prime minister to put priorities in the work of the Council to activate steps to fight corruption. "

He also considered that "the presence of the Council may be negative, and may be another door of corruption, in the event that did not have an active role and practical in the fight against corrupt," noting that "the Iraqi street is closely watching this Council, and will be the demonstrations are the voice of the people in the face of corruption , If the government can not be held accountable. "

During the first meeting of the Council, discussions were held on the working mechanisms and agreement on the timing of the commencement of the proceedings according to the new contexts.

The file of corruption is one of the most dangerous files in Iraq, because its spread in the joints of the state, pushed the Iraqi street to come out with large demonstrations during the previous government, which reached the limit of storming demonstrators Green Zone and the parliament building, but the government, nevertheless, could not eliminate the heads of corruption .

In the meantime, confirmed the alliance led by Muqtada al-Sadr, he is working to open files of corruption, including the file of the fall of Mosul and the crime of Spyker, said the coalition MP Badr Zeadi said in a press statement, "Asron is determined to open these files to see who tried to cover up the characters Political and military, condemned and involved in the entry of "Dahesh" to Mosul and the massacre of Spyker.

He stressed that "the political pressures have had a significant impact on the work of the Iraqi judiciary, and not prosecute the convicted in these files, which caused great tragedies for the people, and unfortunately many convicted people still occupy some important positions and positions."

The former Prime Minister Nuri al-Maliki, has been convicted with about 35 political and military figures, the file of the fall of Mosul, through the report of the special committee formed by the previous parliament to investigate the file, but most of the convicted, including Maliki.

….a shocking documentary video of former Prime Minister Nuri al-Maliki, who admits before 2003 that he did not have the price of a dinner, but after the occupation of Iraq during his reign became one of the richest people in the world and has a wealth of $ 65 billion looted from the good of the Iraqi people .

There it is Iraq citizens. In your face. Yet he jets around like he is made of Teflon.

What good is Sadr ever going to do in limiting or eliminating corruption if they convict people for "crimes" and never jail them. Why do their laws allow people convicted of crimes of corruption or any other crime, to stay out of jail and even occupie a political office/position? You got that right Dinar Davo!

In my opinion, this piece will be the kicker. Iraq needs to advertise to the world the Bicraqi Iraqi have the interest in humanity in mind with Prosecution Of Crimes Against Humanity.

I suspect Nouri al-Maliki is vulnerable NOW not having ANY official office in the Bicraqi Iraqi GOI.

So, a prime time to exercise ANY warrants OR convictions against Nouri al-Maliki for further prosecution for Crimes Against Humanity.

THIS, in my opinion, is EXTREMELY Good News to start off the New Year since IF, Nouri al-Maliki is put out of commission politically, the rest of the machinations of the Bicraqi Iraqi GOI will reach a quick AND appropriate completions AND have significant Insanian influence removed.

Having Nouri al-Maliki behind bars will likewise put HIM out of commission. Hey, MAYBE Guantanamo Bay in CUBA is set up for Nouri al-Maliki's Temporary Holding!!! Pretty sure Nouri al-Maliki will have LIMITED communication THERE!!!

Former Head of Integrity: Elimination of EBO files corruption as a functional negligence

BAGHDAD (Reuters) - The head of the former Integrity Commission, Musa Faraj, accused the Iraqi judiciary on Wednesday of working to classify many files of integrity as mere negligence, pointing out that the problem of corruption in Iraq lies mainly in the executive branch, Independent bodies.

"The problem of corruption in Iraq lies mainly in the executive branch, which intervenes in the context of the work of the independent bodies and confiscates its efforts," Faraj said in an interview with Asharq Al-Awsat newspaper. "The Integrity Commission refers corrupt files to the judiciary, Which means that the executive branch, whether represented by the presidency or ministers, wants the Integrity Commission to act according to its will. "

Faraj explained that "the executive branch has a lot of working contexts in the fight against corruption and reduce it as it has the ability to recover money or return corrupt from abroad," accusing the Iraqi judiciary, saying that "he has been working for 14 years to classify many files of integrity as a mere Functional negligence, and this indicates the lack of a genuine will to fight corruption, regardless of the formation of councils or bodies.

Moussa pointed out that "the Integrity Commission under the Iraqi constitution is an independent body subject to the control of the House of Representatives, while it was linked to the Council of Ministers contrary to the Constitution and then comes today the formation of another anti-corruption council also contrary to the Constitution."

"Iraq and its crises are behind the nature of the political system that is the root of the problem," al-Rubaie said in a televised statement.

"The emergence and spread of corruption largely without control is due to the multiplicity of regulatory bodies in Iraq," he said.

"The process of eliminating the scourge of corruption and rid Iraq of its evil needs to unite efforts of all to strengthen the anti-corruption apparatus," said Rubaie. End 25 n

Does Iraq need a higher anti-corruption council?
Does Iraq need a higher anti-corruption council?

Before the completion of the Iraqi Prime Minister Adel Abdul Mahdi, the formation of his long-awaited government, presided over before the end of last year 2018, December 31, the first meeting (of the Supreme Council for Combating Corruption) in the presence of the heads of public prosecution and judicial supervision and the Office of Financial Supervision and Integrity Commission, Interior, a number of advisers.

The office of Abdul Mahdi said in a statement that the aim of the restructuring of the Supreme Council to combat corruption is to "enable him to take deterrent measures and unite the efforts of regulators in the context of a new work capable of addressing any body or person whatever its position and act as a state in the detection of corruption and protect society, Both public. "

The statement added that "this action comes in implementation of what we pledged in our government platform, which was ratified by the House of Representatives and became the duty of implementation, and in the face of it must enjoy the Supreme Council to combat corruption with sufficient administrative and legal powers to control the file of corruption and knowledge of its citizens and shortcomings in follow-up and implementation and proceed with one track In order to achieve clear outputs and prevent the serious damage that has been shaking the image of the state and society and the reputation of citizens in general, and must put an end to this decline and consider corruption as an enemy such as the terrorist gang Daash.

The statement pointed out that "during the first meeting, discussions of mechanisms of work and agree on the timing of start-up procedures in accordance with new contexts."

All of the above is a beautiful and nice speech that can be the closing of 2018, which witnessed the events that are the simple citizen of the effects and tragic consequences that made Iraq the worst country in the world in many matters of life, which is considered the main and main cause of the continuation of the tragedy of Iraq Not limited to water, electricity, health, education, roads and services, but even extended to the basis of building the political process and the way of access of some to important positions, which have hampered the formation of the Iraqi government today.

But does Iraq need a higher anti-corruption council? Which is becoming more dangerous and more severe than terrorism. Corruption has become the gateway to all the disasters, calamities and crises that plague Iraq. If we need it, this means that we need a higher group of councils for electricity, another for water and a third for displaced people. The core of the duties and the functioning of existing institutions.

Then do we need meetings to discuss the mechanisms of action and agree on the timing of the start of proceedings in accordance with the new contexts, although corruption is clear and apparent, such as the sun of noon.

The government must first begin with the inventory and calculation of the expenses and expenses that are depleted by the three presidencies (the presidency, the parliament and the prime minister), the salaries and the fictional allocations which are unparalleled in any country in the world, the personal protections and the housing allowances in the good hotel and hundreds of jobs and positions. .

Is the Supreme Council of Corruption able to make or submit a proposal to abolish the provincial and district councils, which became shops of companies and political parties and political blocs, and whether it can terminate the work of the Inspector General, which became nullified after the issuance of the new Public Prosecution Law No. 49 of 2017.

"The nature of the political system in Iraq is the basis of the problem," said the spokesman of the political bureau of the Asaib Ahl al-Haq movement, Mahmoud al-Rubaie. "The reason for not controlling corruption is the multiplicity of oversight bodies in Iraq."

Al-Rubaie said in an interview with al-Ghadeer that "the need to collect the regulatory authorities in Iraq and not to multiply because this is not possible to control the corruption rampant in the country," noting that "the elimination of the scourge of corruption must all strengthen public prosecution in the country."

Although Iraq is the second largest producer of the Organization of Petroleum Exporting Countries (OPEC) and receives tens of billions of dollars a year from the sale of crude, but Iraqi governments are still unable to provide basic services to the population.

Corruption has major negative implications for Iraq's development, including foreign investors' considerable pressure on their businesses in that country.

The correlation of corruption in Iraq has been the focus of international institutions before local and regional.

In 2017, Iraq ranked 169th among 180 countries on Transparency International's corruption index.

The Corruption Perception Index classifies countries and territories on the basis of the extent of corruption in their public sector.

Iraq had the highest level of corruption in 2007 (178) while the lowest level in 2003 (113).

This plan sounds very promising and desperately needed. Too many parasites sucking the blood out of Iraq’s economy.

I personally do not believe that the CBI will pull the trigger on the RV until they believe the GOI has better control of the corruption. I was concerned that Mahdi was not the right man for PM but it seems that maybe, just maybe, he is going to be ok. Jury still out, but I’m liking many things I’m reading.

Abadi had so much heaped on him when he became PM after Maliki and ISIS,  that there was no way he could accomplish everything that was needed. Another factor, imo, is that some of Maliki loyalist and other awful people have been filtered out of Parliament. That is my hope anyway. Time will tell. 🤔
