I think Sadr is pressuring Abadi to go after Maliki. That is why Abadi is outreaching to Trump, as M threatened a civil war if he didn't get what he wanted. This is just more Iranian interference in Iraq's rise.

Maliki expelled in the text of the Constitution ..

 Saturday 15 September 2018

save  Print

The concept of social contract in Hobbs, Locke and Russo is related to the original nature of man. Thus, the social contract (constitution) is based on decoupling religious, social, class and other conflicts by regulating the relationship between individuals the society. This is the cornerstone, but the ground for the building of any State.

In that sense, any targeting of that document, especially in its critical principles that transform society into a State, is considered a demolition of that land, and here the regime and the State are being undermined and destroyed.

Article 7 of the Iraqi Constitution states: "Any entity or approach that adopts racism, atonement or sectarian cleansing, incites or paves the way ..."

Article 200 of the Iraqi Penal Code No. 111 of 1969 stipulates "imprisonment for a period not exceeding seven years for anyone who promotes or incites sectarian strife."

We see that these laws and legislation target the ordinary citizen who raises "sectarian drowsiness" and so simple man, who may not realize what is going to happen in the practice of such direction, while the official who knows exactly the consequences of stirring up strife, will be done intentionally and knows the disastrous consequences of his practice, If this official is the prime minister and responsible for implementing the constitution ?!

The researcher of events and Madiq condemns Mr. Nuri al-Maliki to rise on the ladder is made by sectarian incitement, does not put any material or event on the table Anatomy, the second mandate is printed in the nature of incitement and the creation of sectarian and ethnic crises, and this is an axiom associated with that era. When reading the letters and texts of al-Maliki and his successor, we stand on the huge difference between a man who wanted to extinguish the fires, even relatively relative and succeeded, and I mean Abadi, and the last sager of those fires and dug in the ashes of old and established electronic space armies absorb state funds for a single goal: As a leader and protector of the community fever! ..

This goal was the successor to the dreams of continuing power. The doctrine was only a means of controlling the state and its capabilities. It succeeded in achieving the dream and implementing the goal for a period that would have gone beyond the role of the authority in refusing to accept it for a third time.

And now to know: What has won Iraq from sectarian incitement and sedition, which was invented by Mr. Prime Minister Maliki?

Our statistics are incomplete, and the collapse of five Iraqi cities, however, and the subsequent depletion of the country's wealth and the blood of its youth and old people, and the loss of a full budget (120) billion dollars, all of these things superficial results despite the disaster, the greatest disaster of the approach of the inflammatory Maliki is the rupture of the state and turn its problems To a part of organic fixed and controlled, and this is what will provide generations of the theory of Nuri al-Maliki in power!

Back to the beginning .. The Constitution explicitly imprison the instigators and promoters of sectarian and ethnic estrangement, and therefore he expels the perpetrator of this crime of practicing political action, and here we discover the secret of the absence of correct track, as long as Maliki remained free to extend the hand of legal justice and the authority of the Constitution, .

The head of the former Integrity Commission Hassan al-Yasiri, the lack of conviction of the judiciary evidence provided led to the release of 48 ministers accused of corruption, after an investigation during the past three years .

Al-Baghdadiya newspaper reported yesterday that Al-Yasiri, who resigned as head of the Integrity Committee five months ago, said at a seminar on Saturday that the deputies, The court ruled that it is difficult to "convince" the judiciary of the crimes of the accused and the weakness of the legal structure for corruption crimes. He called for toughening the sentences and issuing death sentences to those who extend their hand over public money .

He said that during his tenure as chairman of the Commission, he presented 20 bills to the parliament and the government to amend old laws and legislation that no longer fit the development of corruption cases, criticizing the "defamation, .

He said that the will of the political elite, the parliament and the government is not enough alone in the fight against corruption, but it needs to review the legislation and laws that are no longer commensurate with the size of crimes on corruption issues, noting that "after the enactment of the Iraqi Penal Code issued in 1969, New ones that have not been dealt with in the law, the most prominent of which are Internet crimes and electronic counterfeiting. "

Regarding the problem of "convincing the judiciary" of the evidence of those involved in the corruption cases, Yasiri said that most of those referred to the judiciary are released because the judge is not convinced of the evidence or difference in the interpretation of the legal article, indicating "the difficulty of establishing evidence as requested by the judiciary, We need either the criminal to be caught up in the situation, or the presence of witnesses. "

"We have brought officials and governors to justice, but because of the law they have been released. There are 9 disadvantages in the law that caused thousands of sentences to be dropped and their files closed, " he said.

He declined to reveal the names of the officials who are being interrogated until after they have been sentenced and the decision is taken categorically. "During the past three years, ministers in the current and former governments and governors have been referred to integrity. The Commission also issued for the first time travel decisions for officials, Abadi . "

The former head of the Integrity Commission noted that during his years of work, he achieved 48 former ministers, including the current deputy prime ministers, who were dismissed with the 2015 package of reforms. "I have investigated them and sent their files to the judiciary, " he said.

"The Authority has been working in a different way to control corruption. It has for the first time done the recovery file and has opened 400 cases of arrests of officials and funds," said Yasiri, noting that weak legal structure and weak implementation procedures have given way to the release of certain figures.
