Looks like a pretty broad net for the most culpable. 400 is probably a round number. Hopefully, it is at least 400. The Vice Presidencies appear to be left out. I suspect there is a bigger Act in this Screen Play that is coming. I suspect the Vice Presidencies (like Maliki) are culpable of even more egregious crimes and are being "saved" from this corruption net so that they can be clearly and cleanly indicted on those egregious crimes.

This sweep of corruption aught to help out Abadi tremendously and simultaneously support a higher credit rating from one of the major agencies. Time will tell if this all gains momentum.

400 using round numbers, could be a lot of stolen cash, would or could wipe out the deficit and or promote the RV. Everywhere you look Iraq is moving to the path of prosperity and they will be the powerhouse of the ME in the coming years.
